RESOLUTION NO. 2005 -63

RESOLUTION ORDERING THE PREPARATION OF AN
ENVIRONMENTAL REVIEW FOR THE SOUTHWEST DISTRICT
WHEREAS, the Corcoran 2020 Comprehensive Plan anticipates the development of urban services to the
Southwest District of the City to promote a strong commercial tax base and provide employment opportunities,
as well as residential and park development opportunities for the community; and
WHEREAS, the City has received support by the property owners within that district to pursue the extension of
those services in a timely manner; and
WHEREAS, the City of Corcoran and the City of Medina have collaborated and created a sewer task force to
focus on the extension of sanitary sewer services to the Southwest District; and
WHEREAS, the City wishes to comply in good faith with the requirements of the rules of the Minnesota
Environmental Quality Board (EQB); and
WHEREAS, the City has determined that the scale and intensity of anticipated development in the Southwest
District has the potential for significant environmental impacts; and
WHEREAS, because of the scale of future development and the sensitive environmental resources in the
Southwest District, the City has determined that it is most appropriate to plan for the area under the provisions
of the Alternative Urban Area -wide Review (AUAR) process, as described in Section 4410.3610 of the EQB
Rules; and
WHEREAS, the City has an adopted Comprehensive Plan meeting the criteria of the EQB Rules allowing the
City to proceed with an AUAR;
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Corcoran hereby order the
environmental review of the area known as the Southwest District consistent with the intent and purposes of the
rules of the Minnesota Environmental Quality Board under the provisions for Alternative Urban Area -wide
Review (AUAR).
FURTHER BE IT RESOLVED, that the City Council of the City of Corcoran hereby approve the
"Reimbursement Agreement" (attached as Exhibit A) with United Land LLC and does hereby authorize the
Mayor and City Administrator to enter into the agreement on behalf of the City of Corcoran.
