HomeMy WebLinkAboutResolution 2005-39 - Medina Cooperation to Extend Sewer Water UtilitiesA City of Corcoran County of Hennepin State of Minnesota RESOLUTION NO. 2005-39 MOTION BY MEMBER: Lymangood SECONDED BY MEMBER: Thomas EXPRESSING INTENT FOR THE CITY OF CORCORAN TO SEEK COOPERATION WITH THE CITY OF MEDINA TO EXTEND SANITARY SEWER AND WATER UTILITIES TO SOUTHWEST CORCORAN WHEREAS, The City of Corcoran completed a Comprehensive Plan update in December of 2002, and the Comprehensive Plan identifies development of 759 acres in Southwest Corcoran between 2004 and 2020; WHEREAS, The Comprehensive Plan identifies sanitary sewer and water service for Southwest Corcoran from Medina and that phasing of utilities will be coordinated with adjacent communities via a joint agreement; WHEREAS, Metropolitan Council reviewed the Comprehensive Plan and allocated capacity for Southwest Corcoran in the Elm Creek Interceptor Extension to Medina which was recently constructed; WHEREAS, The City of Corcoran completed a draft report in October, 2004 entitled "Trunk Highway 55 Infrastructure Study" to analyze the sanitary sewer and water needs of Loretto, Northwest Medina, and Southwest Corcoran versus the capacity of existing infrastructure along Trunk Highway 55; WHEREAS, The Trunk Highway 55 Infrastructure Study identifies specific improvements to meet the sanitary sewer and water needs of the study area; WHEREAS, The Trunk Highway 55 Infrastructure Study was forwarded to the Metropolitan Council in conjunction with Corcoran's Comprehensive Sanitary Sewer Plan review; WHEREAS, the Comprehensive Sanitary Sewer Plan was approved by the Metropolitan Council in February of 2005; WHEREAS, Metropolitan Council Representatives including Roger Scherer, Robin Caufman, and Don Bluhm attended the April 28, 2005 Corcoran Council Meeting, and stated that it is feasible for Corcoran to design and construct a sanitary sewer force main from Southwest Corcoran to Medina's Trunk Highway 55 sanitary sewer without necessitating a change in Medina's Comprehensive Plan nor accelerating the development staging and timeframes set forth in Medina's Comprehensive Plan; WHEREAS, The City of Corcoran is currently engaged in further evaluating the cost of initial sanitary sewer and water phases to serve Southwest Corcoran and methods to finance the associated costs via development in Corcoran; i WHEREAS, The continuation of Corcoran's planning efforts for sanitary sewer and water extensions along Trunk Highway 55 will require a willing partnership between Medina's and Corcoran's Councils and staffs; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that the City of Corcoran is committed to, and seeks the City of Medina's commitment to continuing an evaluation of the existing and future sanitary sewer and water utilities to serve Southwest Corcoran as follows: A committee of staff and possibly Council members will be formulated to evaluate the merits and impacts of the project including, but not limited to, a project design and phasing plan, the project financial plan, and methods to ensure no adverse impacts to the Comprehensive Plans for each City. 2. The project financial plan will be structured with the intent that development in Corcoran will fund all improvements in the initial extension of sanitary sewer and water to Southwest Corcoran. 3. The project plan will meet the immediate needs defined by Corcoran's Comprehensive Plan and not accelerate or adversely impact the long -term needs defined by Medina's Comprehensive Plan 4. Upon successful completion of the project plan as determined by the committee and respective City Councils, the cities intend to work towards the implementation of a joint powers agreement.
