A RESOLUTION TO APPROVE A CONDITIONAL HOME
OCCUPATION LICENSE FOR JEFF AND MAUREEN CLIPPERTON FOR THE
OPERATION OF A DOG KENNEL AT 10800 TRAIL HAVEN ROAD
WHEREAS, Jeff and Maureen Clipperton at 10800 Trail Haven Road have applied for a
Conditional Home Occupation License, (CHOL); and
WHEREAS, the ordinance states that the Commission shall consider certain standards and
criteria when reviewing a CHOL; and
WHEREAS, a public hearing was held on March 17, 2005 as required by Ordinance.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Corcoran that a
CHOL shall be granted to Jeff and Maureen Clipperton at 10800 Trail Haven Road for the
purpose of a dog kennel which shall include dog boarding and day care, based on the following
findings and subject to the identified conditions:
FINDINGS:
• The current use is governed by Section 81.09 of the Municipal Code, "The Home Occupation
Ordinance shall govern any commercial activity involving dogs including, but not limited to,
breeding, sales grooming or boarding."
• The site in question consists of approximately 7.09 acres and has driveway access directly to
Trail Haven Road, which is a community collector road.
• The site is presently zoned Rural — Residential and is guided to remain Rural Residential in
the land use plan.
• There are no outside employees.
• There are no deliveries.
• There is a 5,100 square foot accessory structure on the premises which would be utilized for
the business.
• There will be customers dropping off and picking up animals.
• There will be parking on the north side of the building.
• The business will have a personal truck as a courtesy service to pick up animals.
• The business will have 40 individual rooms and the building will be completely insulated for
noise purposes.
• The applicant shall provide a waste management plan.
• The applicant has asked to have one identification sign.

CONDITIONS:
1. The CHOL is issued to Jeff and Maureen Clipperton at 10800 Trail Haven Road, and is not
transferable.
2. No advertising signage for the business is permitted on site or off site.
3. The applicant shall abide by and remain in compliance with all applicable Federal, State and
City rules and regulations.
4. All outside lighting fixtures have a cutoff angle of less or equal to 90 degree and conform to
Section 1060.040 of the Municipal Code.
5. An inspection by the building inspector both before and after the renovation of the accessory
building for structural purposes.
6. The property is to be inspected by the building inspector or code enforcer to assure that
disposal of sanitary waste is in compliance before starting the business and on an annual
basis.
7. Business hours shall be limited to 9:00 a.m. to 6:00 p.m. Monday through Friday, Saturdays
from 9:00 a.m. to 1:00 p.m., and Sundays from 12:00 noon to 4:00 p.m.
8. No animals are to be outside of the kennel facility after 6:00 p.m.
9. This license will be reviewed by the City every three years from the date of issuance for a
determination that the existing Home Occupation still warrants the issuance of a license.
10. The applicant shall stay in compliance with Chapter 82 Part 4 of the City's Nuisance Noise
Ordinance.
11. The City may revoke or modify the CHOL upon a finding that conditions have changed to
warrant revocation or modifications of the license.
