Corcoran Parks and Trails Commission
Tuesday, June 18, 2013
6:30 PM
The Commission met at the home of P & T Commissioner Chad Robran at 6:30 pm. Purpose was to
take a walking tour of the 27+ acre property immediately east of Olde Sturbridge Road. This property
has informally been proposed as an option for dedication to the city by Lennar Builders to meet their
Park Dedication requirement under the city code. After the tour, the Commission reconvened at the
Corcoran City Hall
Present: Commissioners' Trish Krueger, Val Nybo, Tom Anderson, Rachel Tessmer, Chad Robran
Student Commissioner Camryn Monzo
Absent: Judith Strehler, Deb Regan (attended tour, but not the regular Commission meeting), Kevin
Dale
Others attending: Council Liaison Rich Asleson, City Administrator Donahue,
1) Convene Regular Parks & Trails Commission Meeting — Chair Krueger called the meeting to
order at 7:35 pm in the Corcoran Community Center.
2) Pledge of Allegiance
3) Approval of:
a) Agenda -no changes
b) Minutes of 05.21.13 Meeting. Motion by Anderson and seconded by Nybo to approve
minutes as presented. Voting aye: Krueger, Robran, Tessmer, Nybo. Abstaining: Anderson.
(Motion carried 4:0:1)
4) Open Forum -None
5) Presentations -None
6) Reports /Information -None
7) Old/Unfinished Business
a) Rockford School Property Update. Donahue updated commissioners. No new developments
from the P & T meeting of April 23rd. School still working on there plans. They should be
getting back to city in July.
8) New Business.
i) Student application from Laura Minkoff. This was tabled to the July 16`h meeting.
Applicant was not at meeting.
9) Subcommittee & Miscellaneous Reports
a) City Liaison. Council member Asleson reported on:
i) New Administrator. Informed the Commission that the council has hired Brad Martens as
the new City Administrator. Explained hiring process and gave some background on
what attributes the new administrator demonstrated in the interview process.
ii) TIF Projects, Downtown visioning, Financing Infrastructure. Explained the parts of the
development process going into the SE part of the city. Commissioners expressed strong
desire to be included in the visioning and concept planning regarding the downtown area

iii) Three Rivers Trailhead. Donahue updated the Commission. Issue resides with
Commissioner Steele and how to proceed. Commission is rethinking their priorities and
relationship with cities
b) Corcoran Athletic Association (CAA). No update
c) Park Fund -No comments
10) Other Business - Review Comprehensive Plan maps and map of the Lennar Development.
11) Announcements
a) Donahue brought up the upcoming Newsletter
b) Commissioner Robran said he had been approached by the Hunter Road neighbors about their
concerns and need for information regarding the Lennar Development and their needs for
improved park access. The question came up about Park Dedication fees and whether the
properties along Hunter Road ever paid such fees. This will be researched.
Motion by Krueger and seconded by Anderson to invite the residents to the July 16th P & T
meeting and allow the neighborhood to make a presentation to the Commission on their ideas.
Voting Aye: Anderson, Nybo, Tessmer, Robran. Voting no: Krueger. (Motion carried 4:1)
12) Adjourn. Motion by Anderson and seconded by Krueger to adjourn. Voting Aye: All (Motion
carried 5:0)

I have reviewed the files. There is a very limited file for Hackamore Hedtke's Homesites (1972).
There is a file for Hedtke's Hackamore Homesites 2nd Addition (1974). There is much discussion
about the future extension of Hunter, but no mention of park dedication. I assume this means that no
park dedication nor cash -in -lieu of land. Given the age of these subdivisions, it is possible that the city
had not yet adopted a park dedication ordinance. The earliest park dedication ordinance I can find in
the files, is this attached one from 1981.
Since neither approval notes a requirement for park dedication, I assume it was not paid.

Kendra:
The P & T Commission would like to know more about the properties that developed along Hunter
Road many years ago. Specifically, did these properties pay a Park Dedication Fee. They are
exploring the park needs for the SE quadrant. Since the Lennar Development may propose a
"Private Park" within their development, is there a need for an additional active packet park in that
area for other residential properties. Maybe you can look into this on Wednesday. Thanks.
