HomeMy WebLinkAboutResolution 2001-82 - Authorizing Agreement with Micheal Rouillard, Emergency Coordinator lipCity of Corcoran County of Hennepin State of Minnesota RESOLUTION NO. 2001 - 82 MOTION BY MEMBER: Gmach SECONDED BY MEMBER: Gageby Whereas, the City of Corcoran developed and adopted an Emergency Operations Plan in 1998, and further revised such plan in July 2001 and October 2001, to assure its accuracy and completeness; and Whereas, the Plan's basic purpose is to provide a guide for emergency operations, to assist key city officials and emergency organizations in carrying out their responsibilities for the protection of life and property under a wide range of emergency conditions; and Whereas, to achieve coordination and full execution of the intent of the plan in the event of such emergency the city does hereby authorize the Mayor and the City Clerk to enter into an agreement, as hereto attached as Exhibit A, on behalf of the City of Corcoran, with Michael Rouillard for the purpose of performing duties as the City's Emergency Coordinator. Kenneth Guenthner, Mayor ATTEST: .5Z-x-c..05.,-- /..L cy‹._-., Susan Vergin, CMC, City Clerk City Seal 4 Exhibit A CITY OF CORCORAN EMERGENCY COORDINATOR CONTRACT This contract is made this first day of January 2002, by and between the City of Corcoran, Hennepin County, Minnesota (hereinafter called the "City") and Michael Rouillard, 237 Inglewood Street, Long Lake, MN 55356, an individual (hereinafter called the "Contractor") The Contractor represents that he is a Certified Emergency Manager as defined by the State of Minnesota. The City hereby contracts for and the Contractor hereby agrees to cooperate with officials of the City, to assist in carrying out the responsibilities for the protection of life and property under a wide range of emergency conditions. The Emergency Coordinator shall perform functions under and described by the Corcoran Emergency Director and in the absence of the Director shall perform the duties of the Director as defined within the Emergency Operations Plan for the City of Corcoran. The City agrees to pay up to $1,000.00 to the Contractor for expenses incurred for furthering education and training in the area of emergency management during the calendar year of 2002. In the event that a disaster or emergency event does occur, the City does hereby agree to pay the Contractor at a rate of $10.00 per hour for providing emergency management services. The parties agree that the Contractor is not required to maintain office hours, shall not receive retirement benefits, health insurance benefits, or any other fringe benefits offered to employees of the City and shall, in all respects, be deemed an independent contractor. The term of this contract shall be ongoing, or until such time as either party terminates such contract by giving the other a thirty(30) day written notice of such intent.
