HomeMy WebLinkAboutResolution 2001-21 - Approving Corcoran's Corner Concept Corcoran's Corner Concept Review RESOLUTION 2001-21 Motion by: Thomas Seconded by: Bucher A RESOLUTION APPROVING A CONCEPT FOR A RETAIL COMMERCIAL DEVELOPMENT TO BE KNOWN AS "CORCORAN'S CORNER" LOCATED NORTH OF MAMA G'S RESTAURANT AND WEST OF COUNTY ROAD 101 IN THE CITY OF CORCORAN. WHEREAS, Mama G's Properties and Streeter Companies have requested approval of a concept plan for retail commercial development to be known as "Corcoran's Corner"; and WHEREAS, the applicant shall submit a complete legal description of the property at the time that a formal application for this development is submitted; and WHEREAS, the Planning Commission reviewed the request at their January 4, 2001 meeting and provided a list of comments and concerns related to the concept plan; and WHEREAS, the City Council reviewed the item at their January 25, 2001 meeting and tabled action to allow the applicant to review their schedule and for staff to explore sanitary sewer service options; and WHEREAS, the City supports the applicant pursuing sanitary sewer and water service from the City of Maple Grove to serve their site; and WHEREAS, the City of Corcoran will consider an application that meets the ordinance regulations, that satisfies Hennepin County, and that incorporates a high quality design that is sensitive to the rural character of Corcoran. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that it approves the concept for a retail/commercial development north of Mama G's site, subject to the following findings and conditions: 1. The City of Corcoran supports this proposed use that is consistent with the zoning as it exists (C-2) if sewer and water service is planned, coordinated, and provided at the developer's expense. This action in no way endorses or approves the layout of the site plan that was submitted; only the use as permitted under the commercial zoning. • • ! Corcoran's Corner Concept Review 2. The concept identifies four commercial parcels less than 2 acres in size where 2 acres is the minimum lot size in the C-2 zoning district. The City finds that the smaller lot sizes may be appropriate only if sanitary sewer and water are provided. 3. The developer shall work with the City of Maple Grove to determine the availability of public sewer and water to the proposed site only. 4. The City of Corcoran will review infrastructure needs for this area of the City in accordance with the tasks and schedule established for the Comprehensive Plan Update. The City of Corcoran will review the extension of sanitary sewer and water for this area with the City of Maple Grove if required after the Comprehensive Plan Update. 5. The final number, location, and configuration of the accesses and impacts to the intersection of CSAH 101 and CSAH 30 shall be approved by Hennepin County and the City of Corcoran. 6. The developer shall comply with all ordinance requirements in effect at the time a development application is submitted. Specifically, staff notes issues with setbacks, lighting, access, signage, subdivision, runoff, wetland impacts, site layout and architecture. 7. No variances are granted or implied. The following voted in favor of said resolution: Bucher, Gmach, Guenthner and Thomas. The following voted against the same: Gageby. Whereupon said Resolution was declared carried.
