HomeMy WebLinkAboutResolution 2002-18 - Approving Preliminary-Final Plat CUP-Site Plan - Great River Energy City of Corcoran Hennepin County State of Minnesota RESOLUTION NO. 2002-18 Motion By: Thomas Seconded By: Gmach A RESOLUTION TO APPROVE A PRELIMINARY PLAT, FINAL PLAT, CONDITIONAL USE PERMIT AND SITE PLAN FOR GREAT RIVER ENERGY FOR PROPERTY LOCATED ON LARKIN ROAD, PID#27-119-23-32-0001 AND 28-119-23-13-0001 WHEREAS, Great River Energy, have requested a Preliminary Plat, Final Plat, Conditional Use Permit and Site Plan; and WHEREAS, The Corcoran Planning Commission held the public hearing on February 7, 2002; and WHEREAS,the Planning Commission voted 7-0 to recommend the Council approve the request on March 7, 2002;and WHEREAS, The Corcoran City Council considers the recommendation of the Planning Commission in making a decision. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Corcoran that a Preliminary Plat, Final Plat, Conditional Use Permit and Site Plan to allow the construction of an electrical breaker station for Great River Energy hereby is approved based on the following findings and subject to the listed conditions: Findings: a) The request is consistent with city plans and the geographical area involved. b) The use will not depreciate the area in which it is proposed. c) The use will not adversely impact the character of the surrounding area. d) The demonstrated need for such use has been provided by the applicant. e) The proposed use will not cause odors, dust, files, vermin, smoke, gas, noise, or vibration or impose hazards to life or property in the neighborhood. f) The use will not inherently lead to or encourage disturbing influences in the neighborhood. g) There will be no outdoor storage. Conditions: 1. All parking shall be accommodated on site. 2. The grading and storm sewer plans are subject to the review and approval of the City Engineer and the Hennepin Conservation District. 3. A building permit must be obtained for the structure prior to construction. 4. All of the recommendations made by the City Engineer in his memorandum dated January 29, 2002 should be met. 5. The tree schedule should be modified to include larger size trees than nursery grade. The revised tree schedule should be subject to staff approval. 6. A 40-foot right-of-way (ROW) should be acquired for the two-acre lot and the greater property fronting on Larkin Road. 7. All exterior lighting should be downcast with shoebox style fixtures.
