The council may want to talk about how the council Workshop of July 13th should be organized and what the council wants to get out of or what objectives do you hope to achieve at the Workshop 11. New Business a. 2014 Budget Objectives and Direction. The council has eight week before you need to approve a preliminary property tax levy and a preliminary budget. You might want to start the dialogue and give the new administrator direction on the budget and other major objectives b. Motion appointing Brad Martens as City Representative to the Northwest Hennepin Human Services Council (NWHHSC). I believe this is the only Joint Powers organization that calls for the city council to designate a city representative to the Board. In the past, the administrator has been that person. I recommend that the council stress the importance of the administrator being involved with the NWHHSC. 12. Advisory Commissioners represent their individual cities and the residents, issues and needs. This allows for direct input from residents into the work of the Council. The Advisory Commission meets month- ly to assist in identifying solutions and best practices for addressing issues. Open Position for Corcoran Resident Information and Resource Sharing • Presented information about NWHHSC at City Council Meetings. • Heard presentations on pertinent human service topics and NWHHSC programs such as Healthy Together Northwest, regional racial disparities research, Emergency Services and Housing Pro- gram and changes in Hennepin County service delivery; Champi- ons for Youth program. Invited to meet at and tour the new Henne- pin County Northwest Regional Family Services Center. Discus- sions and planning followed each presentation. • Researched youth services in their cities and reported at each meet- ing. Developed interview questions and selected organizations that they would visit to learn more information. Discovered com- mon concern of very few youth employment opportunities. • Researched the proposed Bottineau Boulevard Transitway, attend- ed regional forums and participated as a focus group on the poten- tial Health Impacts both positive and negative. • Kept abreast of city happenings, NWHHSC work and important trends. • Shared new resources, best practices and upcoming events in the area (e.g. employment programs for seniors) and attended agency network events and forums. • Distributed information such as the Guide to Human Services; new NWHHSC information; flyers about events, area services /resources and other information materials to City Hall, libraries, schools, faith communities and community organizations. • Connected Northwest Hennepin residents, organizations and cities with resources. Review and Provide Feedback • Reviewed NWHHSC City and Regional Profiles. • Participated in joint Strategic Planning session and volunteered to work on mission statement in the coming year. • Gave feedback on NWHHSC programs and activities. • Incorporated suggestions and ideas from the community. • Reviewed applications for Invest Northwest awards. • Reviewed applications and selected members of the Senior Leader- ship Committee. 1 Corcoran 2012 roe Northwest Hennepin Human Services Council ILA Research, Planning and Coordination Emergency Services and Homeless Prevention Program The Emergency Services and Homeless Prevention Program assists northwest suburban area residents in short-term crisis situations. Through a network of local food shelves and battered women shelters, NWHHSC administers Family Homeless Prevention and Assistance Program (FHPAP) funds, Hennepin County Emergency Services funds and Homeless Prevention and Rapid Re- Housing Program funds to provide rent assistance, mortgage assistance, car repair, limited utility assistance, and gas cards for transportation to work. Hennepin County encourages this "umbrella" method to better serving residents. Meets monthly to share best practices and address regional issues. Coordinated by NWHHSC staff. Program Activities • Meets monthly rotating to sites to tour facility and learn about one another's programming and operations. CROSS serves Corcoran. • Worked with Minnesota Council of Nonprofits and other insurance agencies to explore group rates for health insurance, directors and officers insurance, property and other insurance which would lower rates for the individual agencies. • Worked with The Improve Group to develop system for developing common measurements to illustrate outcomes of prevention. • Two agencies are lead agencies for working with Hennepin County as joint Hub sites and an additional agency is a joint satellite site. Members shared plans and experiences as all are working with Hennepin County for future sites. • Worked with Community Action Partnership Suburban Hennepin to develop process for braided system of services to prevent duplica- tion of services, as requested by Hennepin County. • Mental health services on -site pilot project at area emergency ser- vices agencies was successful and is continuing at two of the agen- cies with their own funding. Community Outreach and Engagement • Updated information sheet on services provided to residents. • Expanded service boundaries map to include all of Suburban Henne- pin for easier referrals to appropriate agencies that ensure undupli- cated services. • Worked together to raise community awareness of the continuing increase in number of clients and how to address multiple issues of job loss, food, housing and transportation needs that more numbers of clients are experiencing. • Helped organize and participated in Metropolitan Council Listening Session on issues and needs in Northwest Hennepin County, co- hosted at one of the emergency services provider's location. • Continued to collaborate with other program staff and Executive Directors to improve coordination in suburban Hennepin, metro area and state. 3 Corcoran 2012 Ide Northwest Hennepin Human Services Council Research, Planning and Cc Jrdinaton Healthy Together Northwest This cross - sector and cross - cultural network of residents and providers works to create a healthier community for all Northwest Hennepin residents, including new Americans, by highlighting and creating opportunities in Education, Employment and Entrepreneurship (3E). NWHHSC staff coordinates monthly network meetings, participates in com- munity events, writes grants, gives public presentations, serves as liaison to community groups and other initiatives. Contribution to Corcoran: $1,350 Program Activities • Network continued to increase with more than 45 diverse regional partners including member cities, businesses, entrepreneurs, health care, employment, higher education, economic development, churches and faith -based organizations, libraries, school districts, Hennepin County departments, Angel Eyes Foundation, Global Af- rican Foods, Inc., HIRED, Kraus- Anderson, Resource Minnesota. • Monthly network meetings featured a partner presentation, a topical speaker and discussions that developed referral base and plan pro- gram activities such as NW Regional Employment Trends present- ed by MN Department of Employment and Economic Develop- ment; adult learners services presented. Presentations and public forums were filmed by Channel 12 and posted on our website as well as shown on NW television. • Wiki page had weekly updates and links to resources and videos. • Community co- chairs are from the new arrivals community and the receiving community. • Held focus group for Bottineau Boulevard Transitway Health Im- pact Assessment. • Conducted Human Resources Professionals regional networking group survey and immigrant employment survey. • Worked with University of Minnesota to conduct Collective Impact evaluation of the program. • Finalized DVD film series Starting Over: New Immigrant Stories of Education, Employment and Entrepreneurship in Minnesota's NW Hennepin Region. Community Events and Outreach • Rasmussen College Job Fair. • North Hennepin Community College Business Expo. • Joint luncheon with North Hennepin Chamber of Commerce focus- ing on employment of our region's immigrants and refugee popula- tion, showed DVD and held discussion with employers and immi- grants who are featured in it. • Presentation from West African leader working with University of Minnesota College of Medicine to develop career path for physi- cians from other countries to meet U.S. requirements. • Presented information on the network to area networks. • Tabled at community events. • Promoted partner organizations' events and activities across cul- tures and sectors. • Distributed DVD to member cities, Human Rights Commissions, community organizations, and a link to Human Resources Profes- sionals Networking Group. • Developed and distributed public service announcements with links to DVD. • Participated in Hennepin County Medical Center Cross - Cultural community listening session. • Provided information to Hennepin Healthy Families Northwest Partners. 4 Corcoran 2012 tsNorthwest Hennepin Human Services Council Research, Planning and Coordination Homeless Management Information System Data Entry Hennepin County contracts with NWHHSC for trained and licensed staff to complete the data entry of Family Homeless Prevention and Assistance (FHPAP) and Homelessness Prevention and Re- housing Program (HPRP) cases into the Homeless Management Information Systems (HMIS) data- base. HMIS are client -level databases that combine information from various homeless service providers and provide client tracking and case manage- ment, service and referral management, and reporting. Minnesota's HMIS is overseen by a Governing Group that includes representatives from each of the 13 Continuum of Care regions in the state, as well as persons who were formerly homeless and various advocacy organizations and providers serv- ing specific populations such as youth and veterans. Wilder Research provides statewide administration for HMIS and Bowman Internet Systems is the software provider. Providers Served: FHPAP and HPRP • Entered client data for 21 Family Homeless Prevention and Assis- tance (FHPAP) and Homelessness Prevention and Re- Housing (HPRP) providers throughout all of Hennepin County which helped residents with rent, utilities, mortgage and other needs. • Total head of household clients entered for FHPAP January 2012- December 2012: 1,214 • 774 families • 180 single adults • 260 youth • Total head of household clients entered for HPRP January 2012 - December 2012: 293 • Prevention: 175 • Rapid Re- housing: 118 • NWHHSC's data entry enabled these 21 agencies to focus their ex- pertise and budgets on effective and efficient services for residents. • HMIS staff attended monthly Emergency Service Provider meet- ings to gain better understanding of services in the Northwest area. • Providers included: • 8 food shelves with financial assistance and 2 battered women shelters in Northwest and West Hennepin including CROSS. • 2 food shelves with financial assistance in South Hennepin. • 7 providers in Minneapolis who help families in financial crisis plus CAPSH. • 4 homeless youth service providers including Point Northwest/ YMCA. Updating the System to Increase Efficiency • Ongoing collaboration with the Wilder Research Center to suggest innovative ways to improve efficiency in HMIS data reporting. • Served on the Governing Group's "3 -D" Subcommittee (data elements, database and data quality review), an end -user committee which makes recommendations to the Governing Group. HMIS Provider Training • HMIS team held HMIS training for the Northwest Services Provid- ers to ensure providers are meeting HUD data requirements. 5 Corcoran 2012 /� ,,fir Northwest Hennepin Human Services Council Research, Planning and Coordination Northwest Hennepin Early Childhood Network (Formerly Success by SixTM Northwest) This network of schools, early childhood education service providers, business leaders and community leaders works to identify and remove barriers to early childhood development so all children have the tools to succeed in school and in life. NWHHSC staff coordinates monthly network meetings, participates in community events, writes grants, gives public presentations, writes community training materials, and serves as liaison to community groups and other initiatives. Contribution to Corcoran: $2,130 Public Education and Resource Sharing • Discussion with area legislators regarding the return on investment of early childhood programs. • NW Hennepin Early Childhood Fact Sheet expanded and dissemi- nated to area organizations and elected officials. • Working Towards Success for Children and Families e- newsletter developed new format based on community research and assistance of local employers. • Minnesota Council of Nonprofits Budget Project Director presented early childhood funding in context of state budget issues. • Minnesota Kids Count Data presentation by Minnesota Children's Defense Fund invited community leaders. • Representatives of Parents as Teachers and the Minnesota Fathers and Families Project presented information about their programs and joined the network. • Representatives of new Program for Academic and Career Excel- lence at HIRED gave presentation and joined the network. • Members gave updates from United Way United Front Early Child- hood convening with Minnesota Department Commissioners. • Think Small and North Hennepin Chamber of Commerce members gave legislative updates. • Think Small research on early childhood programs and outreach was provided to members. • Table Facilitator for Community Cafe Early Childhood Leaders Conversation with home day care providers. • Child Care Works program working with area families gave parent training to learn how to speak up in the community and with key leaders about the importance of early childhood/parenting pro- grams. • Provided children's books to partners serving Corcoran families such as CROSS, Osseo Schools Early Childhood Family Educa- tion (including Spanish Language books), Helping Us Grow visits to new parents with infants. 6 Corcoran 2012 el Northwest Hennepin Human Services Council Research, Planning and Coordination Research and Planning Northwest Hennepin Human Services Council provides research, planning and coordination of human services for the Northwest Hennepin area as a Joint Powers Agreement of 9 member cities with great diversity in both rural and suburban settings. Our community- based, regionally- focused research and planning develops new ideas for programs and services as part of a regional effort of making necessary systemic changes with community partners while connecting people with existing resources. Hennepin County's evaluation of Northwest Hennepin Human Services Council reported that our work does not duplicate that of Hennepin County's research and planning staff and illuminates trends otherwise lost in Hennepin County research. Contribution to Corcoran: $1,455 Research • Expanded and updated City Profiles and Regional Profile of demo- graphic, economic and housing data and provided comparison using Census and American Survey research. • Expanded Northwest Hennepin Early Childhood Fact Sheet to in- clude change in population of ages 0 -4 in past 10 years and compari- son to Hennepin County, metro area; demographic change by race; and change in poverty status • Developed Northwest Hennepin Racial Disparities Fact Sheet re- garding Educational Attainment, Median Income, Poverty Status and Unemployment Rates. • Conducted three Health Impact Assessment focus groups regarding proposed Bottineau Boulevard Transitway. • Updated Suburban Hennepin Emergency Services Eligibility Areas Map service boundaries of emergency services provider agencies. Community Presentations • Presented information about NWHHSC research at City Council Meetings, Hennepin County Healthy Families Northwest Partners meeting, Hennepin County Healthy Living Community Partner- ship. • Interviewed on Channel 12. Participation in Community Committees • NW Hennepin Family Services Collaborative Governance Commission • National Association of Planning Councils • The Family Partnership, Northwest Advisory Council Data Resource • Provided data to Parents as Teachers, Osseo Schools, CROSS. • Assisted with program planning for Hmong and African organiza- tions. • Provided Spanish language Education, Employment and Entrepre- neurship Directories. • Provided information at Asian and Pacific Islander Economic Sum- mit • Provided data to Advisory Commission members, City, Hennepin County Public Health, Hennepin County Transit, Hennepin County Medical Center Clinics, nonprofits, community organizations and libraries serving Crystal. 7 Corcoran 2012 NMI Northwest Hennepin Human Services Council Research, Planning and Coordination Seniors The Senior Leadership Committee of 7 area seniors and 5 area senior services providers meets to identify issues and edu- cate themselves and the community about issues that are affecting older adults. They work to build and strengthen rela- tionships with older adults and to connect them to available resources. Co- chaired by a resident and a senior services provider. Contribution to Corcoran $1,560 The Senior Leadership Committee • Coordinated monthly meetings of representatives of senior citizen clubs and organizations of member cities. • Hosted speakers and shared resources on priority issues: • Susan Blood facilitated a Health Impact Survey for the Bottineau Boulevard Transit line and reviewed the results with Committee • Lee Graczyk, ED of Mature Voices of Minnesota • Olivia Mastry from Allina Health talked about `Preparing MN for Alz- heimer's' work • The Committee continued this year with reviewing speakers and top- ics that are timely for Seniors. • The Committee is always looking for members from cities that are not represented by someone. Corcoran needs a Committee member. • Planning for the Annual Senior Forum continues at every meeting. • Committee members made regular reports (and upon request) to their community clubs or organizations about information and re- sources they received at meetings. • Planning for the Annual Spring Forum continues at every meeting. • Sponsored annual Senior Spring Forum with Frank Vascellaro speaking about his hip replacement and the Minnesota State Demog- rapher speaking about projected increase in the senior population in the next 30 years. A new fitness room was added for people to try pickle ball, yoga and other activities. We also offered a limited amount of paid advertisement on printed cloth bags this year which worked well. More than 300 people attended. 70 senior service pro- viders /vendors provided information . The population in Corcoran has dropped dramatically in the past two years when compared to a decade ago. Corcoran is the eleventh largest city in the Northwest Hennepin region. According to the Metropolitan Coun- cil, the population in Corcoran is expected to increase to 8,600 by 2020. The Metropolitan Council's forecast for Corcoran in 2030 is 17,600 people -a 69.4% increase from the 2010 Census. This constitutes 31.4% of the total population in Hennepin County (1,163,060). According to the 2010 Census, the population for the Northwest Hennepin region was 362,163. The population in the Northwest Hennepin Region is forecasted to increase (17.1%) to 424,060 by 2020. This is an increase of 61,897 people in ten years. The population for Northwest Hennepin County is forecast to continue to increase to 469,830 people by 2030. According to the Metropolitan Council the 2011 household count for Northwest Hennepin County is 138,820 -an increase of 9.5% since 2001. Application Request The applicant has requested approval of a conditional use permit and site plan amendment to allow a new accessory building to replace the building that was demolished last year. The applicant indicates that the building is for storage of equipment and supplies for Lano Equipment which operates out of the principal building on site. 2. City Council Review The City Council reviewed this item at their June 27th meeting and tabled the item until the code enforcement issues are resolved. The Council expressed disappoint that there was a code violation on site and further disappointment that the applicant was not present to discuss the issue. Following the City Council meeting, staff contacted the applicant to make the applicant aware of the status. On July 1, staff received a voicemail from the applicant indicating that the vehicles would all be removed by July 2nd. Staff inspected the site and found that the vehicle had been removed as required. 3. Planning Commission Review The Planning Commission reviewed this item at their June 6th meeting. In addition to the applicant, there were several people present who spoke in support of the request. The Planning Commission voted 5 -1 to recommend approval of the request (Commissioner Krueger voted nay and he noted that he felt a metal accessory building was not appropriate in this location and some improvements to the building materials were required). The Planning Commission had significant discussion regarding the size of this accessory building, the other existing accessory buildings and the building materials. Landforms, Sensiblycreen® and Site to Finish® are service marks of Landform Professional Services, LLC. • • The staff report noted that the lean -to to allow expanded outside storage would not be allowed. The existing outside storage on this lot is a legal, non - conforming use and cannot be expanded. Staff had recommended that the lean -to be removed from the proposed 5,000 sq. ft. accessory building. After much discussion, the Commission recommended that the applicant simply expand the building to enclose the lean -to and extend the east elevation to align with the front elevation, which effectively increased the size of the new building to 7,000 sq. ft. The staff report also noted that the new 7,000 sq. ft. building was replacing a 1,850 sq. ft. building that was removed last year. The site also includes an existing 3,000 sq. ft. garage. The City Code allows a maximum of 1,000 sq. ft. of detached accessory building in the C -2 district. Therefore, staff suggested that the 7,000 sq. ft. building would nearly double the inside storage space and suggested that the 3,000 sq. ft. garage be removed to reduce the non - conformity on site and bring it closer into compliance with the City Code. The Planning Commission found that the 2 buildings totaling 10,000 sq. ft. of detached accessory space was reasonable and recommended that the garage be allowed to remain. There was significant discussion about how this would reduce the outside storage on site. The applicant indicated that the 7,000 sq. ft. building would allow them to store equipment and 2 semi - tractor trailers inside. No commitment was made regarding a reduction in outside storage and no conditions were attached to the resolution. Staff recommended that the since the detached accessory building is so visible some upgrades to the exterior be required. We suggested that a 4 -foot high wainscoting to match the principal structure be added to this building. The Planning Commission felt that such improvements were unnecessary and removed that condition. 4. Code Enforcement On June 13th, the Corcoran Police Department received a complaint about auto storage on site. They inspected the site and found approximately 25 cars stored on site. It appears that this storage is related the MN Towing Company, which is operating on the old Ess Brothers property east of this site on Highway 55. Motor vehicle storage is not permitted in the C -2 district and the addition of these vehicles on the Lano property is a violation of the Zoning Ordinance. The Code Enforcement Official sent a letter to the land owner notifying them of the violation and the need to remove the vehicles. We also called the landowner to notify him of the violation and he indicated that he would have the vehicles removed prior to the Council meeting. Staff will inspect next week and provide an update at the Council meeting. 5. Context Background The site includes an existing metal principal building with stone wainscoting and wood on the front elevation. The building houses Lano Equipment and Spike's feed store. There are a number of non - conformities that exist on site, but none are affected by the proposed application. Zoning and Land Use Lano CUP and Site Plan (13 -006) 2 July 11, 2013 at The property is guided Commercial on the 2030 Future Land Use Plan. The property is currently located within the Metropolitan Urban Service Boundary (MUSA) and zoned C -2 (community commercial). Surrounding Properties The surrounding properties are guided Commercial and zoned C -2. . Natural Characteristics of the Site Elm Creek Watershed Management Commission has identified potential wetlands in the northwest and northeast portions of the site. No wetland impacts are proposed. 6. Analysis of Request Staff has reviewed the application for consistency with Comprehensive Plan, Zoning Ordinance and City Code requirements, as well as City policies. The City Engineer's comments are incorporated into this staff report. A. Level of City Discretion in Decision - Making The City's discretion in approving or denying a conditional use permit and site plan amendment is limited to whether or not the proposed request meets the standards outlined in the City Code. If it meets these standards, the City must approve the conditional use permit and site plan. B. Consistency with Ordinance Standards Site Plan The applicant is requesting approval to allow the addition of a new accessory building on this commercial property. Access No new access is proposed. Access is provided on CR 19 and on Highway 55. The Fire Chief and Building Official have reviewed the plans and have indicated that additional paving is required to provide the required fire lane access. The plans must be revised to show compliance with the Fire Code. Screening /Landscaping Section 1060.070 of the Zoning Ordinance provides standards for landscaping. The ordinance requires a minimum of 6 overstory trees and 22 shrubs to provide screening and landscaping around the new building. Lano CUP and Site Plan (13 -006) 3 July 11, 2013 • • The plan shows six 7 -foot tall white pines and 22 undefined shrubs. The shrub species must be defined. The pines would comply with the minimum ordinance size requirements. The plans must be revised to show that the shrubs comply with the following minimum requirements: • Tall Shrubs and Hedge Material (deciduous or coniferous): 3 -4 feet high • Low Shrubs (deciduous): 5 gallon Additionally, no more than 33 percent of the required number of trees shall be of one species. The plans must be revised to provide the required variety by providing three different types of trees (2 of each) and a variety of shrubs. The ordinance requires that the lot area remaining after providing for off - street parking, off - street loading, sidewalks, driveways and building be sodded or seeded and mulched within 30 days of building occupancy. The landscape plan must be revised to show seeding or sodding in the areas disturbed by the project. Utilities The property is currently serviced by well and septic. The drainfield location is shown on the plans in north of the principal building. No impact is proposed. Grading Limited grading is proposed on site. The existing drainage pattern of sheet flow to the north will be maintained. The City Engineer has reviewed the grading plan and finds that it is generally in compliance with ordinance requirements. Prior to construction silt fence must be installed. In the area where the poor bituminous is proposed to be removed, grass or sod must be installed. Site Lighting The narrative indicates that one new exterior light is proposed, but not details are provided. Light fixtures and freestanding luminaires shall have a cutoff angle of less than or equal to 90 degrees. Details must be provided for City review and approval. Signage No new signage is proposed. Conditional Use Permit There are several conditional use permits requested as part of this application to for a metal accessory building exceeding that maximum allowed size in the C -2 zoning district. This section requires a conditional use permit for construction of more than one detached accessory building with a footprint in excess of 120 square feet and a conditional use permit if the size exceeds 1,000 square feet or 25 percent of the area of the rear yard, whichever is less. In addition to the proposed 6,216 square foot accessory building (5,000 building with a 1,216 square foot lean -to), which replaces the 1,850 square foot building that was removed last year, there is a 3,000 square foot garage. It appears that the garage is unused at this time. The applicant has not provided any information about the use of that building. Staff is concerned about the size of the proposed new accessory building when there are existing accessory buildings on site. It is staff's understanding that the building is currently vacant. Staff recommends removal of this building as a condition of approval for the new larger accessory building. Additionally, staff recommends that the proposed lean -to portion of the building be removed. This serves as an expansion of unscreened outside storage and cannot be allowed for that non- conforming use. B. The proposed building has a 16 -foot sidewall height where a maximum of 13'6" is allowed. The ordinance allows a landowner to exceed the maximum size requirements by conditional use permit, subject to the following standards: D. Any building that does not meet the standards above may only be permitted to exceed the allowable building height with a conditional use permit and subject to the following criteria: 1. The proposed use shall be in conformance with all City regulations. 2. A certificate of survey shall be required that identifies all existing structures on site, including buildings, septic sites and wells. In addition, the survey shall include the proposed structure, flood plain, wetlands, and any recorded easements. 3. Applicable criteria as outlined in Section 1070.020 (Conditional Use Permits) of the Corcoran Zoning Ordinance. 4. The building materials standards required by this Section have been met. 5. The proposed building will be compatible with surrounding land uses. Staff recommends approval of the conditional use permit to increase the sidewall height based on the finding that the equipment sold and stored by Lano Equipment requires the larger sidewalls to accommodate the goods. C. The applicant is requesting approval of metal siding and roofing on this building. Section 1060.050 of the Zoning Ordinance establishes building standards and states that "buildings in all zoning districts shall maintain a high standard of architectural and aesthetic compatibility with Lano CUP and Site Plan (13 -006) 5 July 11, 2013 • • surrounding properties to ensure that they will not adversely impact the property values of the abutting properties or adversely impact the public health, safety and general welfare." This section establishes a list of allowed materials and limits metal siding in this district to "Up to 20% of any wall surface may consist of the materials outlined herein (excludes overhead doors)." Additionally, metal roofs are generally discouraged in the commercial zoning districts but the following language implies that it may be allowed if certain standards are met: Metal roofs with a pitch greater than 2:12 shall not be permitted except as provided below: a. Color samples shall be provided for review and approval by the City Council as part of the site plan review. b. Metal roof coverings may be allowed for the above mentioned circumstances, provided the following conditions are met: i. Meet the standards adopted by the Minnesota State Building Code, ii. Have concealed fasteners, iii. Are high quality commercial thickness /weight, iv. Have been treated with a factory applied color coating system against any fading or degradation. The applicant has not provided the requested cut sheets and samples of all materials and colors to determine whether or not the roofing materials meet these requirements. If the applicant submits the required information to show compliance, staff would recommend approval of the conditional use permit. D. The City revised the Zoning Ordinance in 2011 to allow more opportunities for metal roof and siding on accessory buildings. At the time, the discussion was focused on residential and agricultural uses. I do not recall a specific discussion about changes to allow commercial buildings to have metal roof and siding on accessory buildings. It is possible that it is so unusual for businesses to have accessory buildings that it was overlooked. It is also possible that it was an intentional change. Regardless of intent, the ordinance does allow any accessory building to be metal with a conditional use permit based on the following: E. Exceptions to the provisions of this Section may be granted as a conditional use permit subject to the process outlined in Section 1070.020 and provided that: 1. The proposed building and material maintains the quality, durability and value intended by the Ordinance. 2. The proposed building is compatible and in harmony with other existing structures within the district and immediate geographic area. Lano CUP and Site Plan (13 -006) 6 July 11, 2013 • 3. The provisions of Section 1070.020 are considered and determined to be satisfied. • However, staff finds that the conditions for a fully metal building are not consistent with these standards. Specifically, it would not maintain the quality, durability and value intended by the ordinance. Staff finds that if stone wainscoting to match the existing building were provided on all four building elevations to a minimum height of 4 -feet, the building would be more compatible with other buildings in the C -2 zoning district. We have included this as a condition of approval. However, the City Council may find that a higher standard of construction material is required to comply with these standards and may recommend modifications to staff's recommendation. 7. Recommendation Move to adopt the resolution approving the conditional use permit amendment and site plan amendment, as recommended by the Planning Commission. Attachments 1.
