HomeMy WebLinkAboutResolution 2003-70 - Approving Preliminary Plat and Final Plat for roperty Located at 22060 Strehler Rd City of Corcoran County of Hennepin State of Minnesota CITY OF CORCORAN RESOLUTION 2003 - 70 MOTION BY: THOMAS SECONDED BY: LYMANGOOD APPROVING A PRELIMINARY PLAT AND FINAL PLAT FOR EDWARD KEMNA FOR PROPERTY LOCATED AT 22060 STREHLER ROAD WHEREAS, Edward Kemna has requested a preliminary plat and final plat for the creation of two lots on the 40-acre parcel legally described as follows: The southeast quarter of the southwest quarter of Section 16, Township 119, Range 23 west of the fifth principal meridian. WHEREAS, the Planning Commission has reviewed the request at a duly called Public Hearing and recommends approval, and; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that it should and hereby does approve the request by Edward Kemna for a preliminary plat and final plat, subject to the following findings and conditions: 1 . The preliminary plat and final plat is approved in accordance with the revised plans received by the City on October 14, 2003 and October 16. 2003. 2. The development shall comply with the R-1 district standards. No variances are granted or implied. 3. The applicant shall provide the City with a copy of the driveway access agreement to ensure access is available over the private driveway easement. The easement should be updated to allow access for the new lot. 4. Documentation for ownership and dedication of easement for the access between Strehler Road and the south property boundary must be submitted to the City. 5. The landowner shall comply with the Wetland Conservation Act. 6. The wetland delineation must be approved by Elm Creek Watershed District prior to filing the final plat. Drainage and utility easements must be provided over the delineated wetland. Resolution 2003-70 Page 2 7. No wetland impact is approved. 8. Drainage and utility easements should be provided along the property boundaries, not along the edge of the private driveway easement. 9. All drainage and utility easements must be staked, surveyed and properly recorded prior to beginning any work on site. 10.The Building Inspector must approve the soil percolation tests and septic system designs prior issuance of building permits. A primary and an alternative septic site must be identified for Lot 1, Block 1. Septic sites must be staked prior to beginning any construction on site. 11.The existing septic system on the farmstead shall be inspected to ensure compliance with Rule 7080 and City standards. 12.Best Management Practices (BMPs) for erosion control shall be employed. 13.Payment of park dedication fees shall be paid in accordance with the park dedication policy in effect at the time of release of the final plat. 14.A grading and erosion control plan must be submitted prior to issuance of building permits for the new home. 15.The application must comply with all conditions of approval prior to release of the final plat. 16.The applicant must file the final plat at Hennepin County within 100 days of City Council approval. Proof of recording must be submitted to the City. ADOPTED by the City Council this 23rd day of October 2003.
