A RESOLUTION TO APPROVE A CONDITIONAL HOME
OCCUPATION LICENSE FOR DEAN ADELMAN FOR THE OPERATION OF
DEAN'S PLUMBING, A PLUMBING CONTRACTOR AT 20080 DASSEL LANE
WHEREAS, Dean Adelman, at 20080 Dassel Lane, has applied for a Conditional Home
Occupation License, (CHOL); and
WHEREAS, the ordinance states that the Commission shall consider certain standards and
criteria when reviewing a CHOL; and
WHEREAS, a public hearing was held on September 18, 2003 as required by Ordinance.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Corcoran that a
CHOL shall be granted to Dean Adelman at 20080 Dassel Lane, for the purpose of a plumbing
contractor service known as Dean's Plumbing, based on the following findings and subject to the
identified conditions:
FINDINGS:
• The current use is presently illegal under the existing zoning ordinance.
• The site in question consists of approximately 1.7 acres and has driveway access directly to
Dassel Lane, which is a residential road.
• The site is presently zoned Rural- Residential and is guided to be Urban Residential in the
land use plan.
• They have indicated that they have four staging employees, and one part time employee.
• They have four plumbing trucks, cube van type (plumbers take home).
• They have no outside storage.
• There is detached garage consisting of approximately 1,080 square feet on the premises,
which is utilized for the business.
• They have indicated there are no deliveries, no customers on site, and no signage.
CONDITIONS:
1. The CHOL is issued to Dean Adelman, at 20080 Dassel Lane and is not transferable.
2. No advertising signage for the business is permitted on site or off site.
3. All equipment shall be kept within the accessory structure or screened from public view.
4. The applicant has indicated that he is seeking to relocate his business into a commercial
area; therefore, the Commission does allow four staging employees and one on-site part
time employee, with the conditions that no more than three staging employees shall be

allowed to be on site at the same time, and that this additional employee allowance is as in
interim use for a period of one year.
5. The applicant will be required to verify employment of his employees to the satisfaction of
the City.
6. The applicant shall abide by and remain in compliance with all applicable Federal, State and
City rules and regulations.
7. This license will be reviewed by the City on an annual basis from the date of issuance to
assure compliance with the conditions as defined with in this license and conditions within
the Home Occupation Ordinance.
8. The City may revoke or modify the CHOL to assure the strict enforcement of the Home
Occupation Ordinance, or upon a finding that conditions have changed to warrant
revocation or modifications of the license.
