APPROVING A PRELIMINARY PLAT AND FINAL PLAT FOR J. PHILLIPS
CONSTRUCTION,INC. FOR PROPERTY LOCATED AT THE SOUTHWEST QUADRANT OF
COUNTY ROAD 30 AND COUNTY ROAD 116.
WHEREAS, J. Phillips Construction, Inc. has requested a preliminary plat and final plat for the creation
of two lots on the 141-acre parcel legally described as follows:
The southeast quarter of Section 11, Township 119, Range 23, except that part of the
south 90 acres thereof which lies east of the west 70 acres.
WHEREAS, the Planning Commission has reviewed the request at a duly called Public Hearing and
recommends approval,and;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORCORAN, MINNESOTA, that it should and hereby does approve the request by J. Phillips
Construction, Inc. for a preliminary plat and final plat,subject to the following findings and conditions:
1. The preliminary plat and final plat is approved in accordance with the plans received by the City on
April 17, 2003.
2. The development shall comply with the R-1 district standards. No variances are granted or implied.
3. The wetland identified on Lot 1, Block 1 shall be field located and the delineated wetland boundary
shall be added to the preliminary plat.
4. No wetland impact is approved on Lot 1, Block 1. The driveway should be located to avoid impacts.
5. A driveway permit will be required from Hennepin County. The driveway location must be
reviewed.
6. Prior to release of the final plat,the landowner shall provide the City with drainage and utility
easements over the wetland located on Lot 1, Block 1. The final plat shall be revised accordingly.
7. The Building Inspector must approve the soil percolation tests and septic system designs prior
issuance of building permits. A primary and an alternative septic site must be identified for Lot 1,
Block 1. Septic sites must be staked and fenced prior to beginning any construction on site.
8. The existing septic system on the farmstead shall be inspected to ensure compliance with existing
standards.
9. The developer shall dedicate 10-foot drainage and utility easement along all lot lots.

10. Hennepin County will require additional right-of-way along County Road 116. The new right-of-way
area shall be 50 feet from center line of County Road 116.
11. Hennepin County will require a 10-foot trail easement along County Road 30 and along County Road
116 adjacent to the new right-of-way line. These easement documents shall be recorded with the final
plat for"Schmidt Estates".
12. Hennepin County will require a 25-foot easement triangle at the corner of County Road 30 and
County Road 116 for highway purposes. This easement document shall be recorded with the final
plat for"Schmidt Estates".
13. All drainage and utility easements must be staked, surveyed and properly recorded prior to beginning
any work on site.
14. The landowner shall comply with the Wetland Conservation Act.
15. Best Management Practices(BMPs)for erosion control shall be employed.
16. Payment of park dedication fees shall be paid in accordance with the park dedication policy in effect
at the time of release of the final plat.
17. The application must comply with all conditions of approval prior to release of the final plat.
18. The applicant must file the final plat at Hennepin County within 100 days of City Council approval.
Proof of recording must be submitted to the City.
