RESOLUTION NO. 2003-24

SECONDED BY MEMBER: THOMAS
RESOLUTION AUTHORIZING THE DETACHMENT AND ANNEXATION
OF CERTAIN PROPERTY TO ADJUST THE BOUNDARY BETWEEN
THE CITY OF CORCORAN AND THE CITY OF MAPLE GROVE
WHEREAS, the owners of certain property located in the City of Corcoran wish to attach to the Maple
Grove water and sewer systems; and
WHEREAS, the area in question is accessible only by passing through Maple Grove; and
WHEREAS,the land is contiguous to the City of Maple Grove; and
WHEREAS, the needed services cannot be provided by the City of Corcoran; and
WHEREAS, the cities of Corcoran and Maple Grove are both in favor of the detachment of said
property from Corcoran and annexation to Maple Grove; and
WHEREAS, Exhibit "A" to this resolution shows the existing municipal boundary between the Cities
of Corcoran and Maple Grove in the Appaloosa Woods subdivision; and
WHEREAS, Exhibit"B" to this resolution identifies the parcel to be detached and annexed; and
WHEREAS, Exhibit "C" depicts the new proposed municipal boundary between the Cities of
Corcoran and Maple Grove after the boundary adjustment; and
WHEREAS, the City Council of the City of Corcoran deems it desirable and in the best interest of the
City and the homeowner to adjust the boundary between the City of Corcoran and the City of Maple
Grove.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Corcoran, Minnesota,
that it desires to detach the area described in Exhibit`B"; and
BE IT FURTHER RESOLVED that the City staff is authorized to request the State of Minnesota
Planning - Municipal Boundary Adjustment to issue an order implementing the detachment of the area
described in Exhibit "B" and that the Mayor and City Clerk are hereby authorized to execute any
documents necessary to accomplish the detachment proceedings.

Subject: Annexation Request
Dear Sue:
Randy and Nancy Cossette, 19200 8151 Place North, have signed a request and petition to annex into
Maple Grove so that they can connect to the City's sanitary sewer system. This request will be placed
on the Maple Grove April 7th Council Agenda for approval.
This is to request that the Corcoran City Council officially adopt the attached Resolution authorizing
the detachment of the Cossette property from Corcoran and annexation to Maple Grove. Upon receipt
the City of Maple Grove will transmit all Resolutions to the State for approval of the municipal
boundary change.

Dear Ms. Vergin:
On November 15, 2003, we purchased the property located at 19200 81 Place North, Corcoran,
Minnesota. Prior to the sale of this property, the sellers were required to have the septic system and
drain field inspected. At this time the sellers were informed that the system failed and "Must be
replaced within ten months of today's date." This was dated 10/29/02.
Prior to us purchasing this property we checked into what our plan will be with this failed septic system.
After speaking with both the City of Corcoran (Sue Vergin, City Administrator) and the City of Maple
Grove (Terry Fueller, Assistant City Engineer) we were informed that we could have access to the city
sewer and water which is already in the road that our property is located on, however, we would first
have to annex out of the City of Corcoran and into the City of Maple Grove.
We would like to now begin this process. Please find enclosed a copy of the "Compliance Inspection
Form for Existing Individual Sewage Treatment Systems"which states failure of this septic system and
drain field. Due to the failure of this system, our goal is to become Maple Grove residents, thus
allowing us to hook up to the available city sewer and water.
We would like to begin a waiver of hearing and begin this process. Please inform me of what we need
to do next to accomplish this goal.

RESOLUTION ADDRESSING THE PURSUIT OF A COOPERATIVE AGREEMENT
BETWEEN THE CITY OF CORCORAN AND THE CITY OF MAPLE GROVE
FOR URBAN SERVICES TO APPALOOSA WOODS IN CORCORAN
BE IT RESOLVED by the City Council of the City of Corcoran, Minnesota, that the Council intends
to pursue, at the earliest possible date, a joint meeting with the City of Maple Grove to develop a Joint
Powers Agreement for urban services and potential repatriation of properties in Appaloosa Woods to
the City of Corcoran.
