HomeMy WebLinkAbout2006-08-24 - Council Minutes - Part 2CITY OF CORCORAN CITY COUNCIL BUDGET WORKSHOP August 24, 2006 The Corcoran City Council met on August 24, 2006, at city hall in Corcoran, Minnesota. Present were Mayor Cossette, Councilor Jacobs, and Councilor Call to Order Thomas. Also present were Administrator Vergin, Police Chief Gormley, and Public Works Superintendent Pat Meister. Councilor Lymangood arrived at 5:35 Roll Call p.m. and Councilor Grabowski arrived at 5:40 p.m. Mayor Cossette opened the meeting to order at 5:30 p.m. Reports Reports Mayor Cossette stated that there was nothing new to report on the public works long -term committee. Councilor Jacobs provided the council with some data he had prepared relating to the revenues and disbursements over the past 5 years. Agenda Approval MOTION by Thomas, seconded by Cossette, to approve the agenda as presented. Agenda Approval Voting Aye: Cossette, Grabowski, Jacobs, Lymangood, and Thomas. (Motion carried 5:0) Council Wades This matter had been tabled from the August 10 workshop. Council Wages Administrator Vergin informed the council that if salaries are going to be changed, that there is a deadline of October 12 for the public hearing to amend the ordinance. The law requires that salaries by approved prior to the General Election in November. SUBSTITUTE MOTION by Cossette, seconded by Grabowski to substitute a motion for the motion that was tabled at the August 10 workshop, to leave the salaries as they are, not based on a per meeting fee. Voting Aye: Cossette, Grabowski, and Jacobs. Voting Nay: Lymangood and Thomas (Motion Carried 3:2) VOTE ON SUBSTITUTED MOTION: Voting Aye; Cossette, Grabowski and Jacobs. Voting Nay: Lymangood and Thomas. (Motion Carried 3:2) (Council salaries shall remain the same.) Contracted Services Contracted Services Previously approved and proposed increases from all contracted services have been received. The Auditor, Assessor, and Attorney have identified their increases for 2007. Both Planning and Engineering are proposing a 3% increase. Recycling services are projected to increase by 10 %; however this fee is still very competitive. Councilor Jacobs indicated that the Building Inspection Services were not included in the general budget and should be. Noted that any time spent by the Park consultant on specific development projects should be passed onto the developer. Page -1- CITY OF CORCORAN CITY COUNCIL BUDGET WORKSHOP August 24, 2006 It was noted that if the City proceeds with an in house planner then revenues and other expenditures would need to be reviewed. Police Department Budget Police Department Chief Gormley provided an overview of his proposed 2007 budget. It includes a Budget Corporal position and two additional fulltime officers. The Corporal position will allow more delegation of lower level management tasks, and allows the Chief to focus on the higher -level tasks. The creation of this position will also allow the designation of duties that are currently being contracted out. If the Council does not support the additional officers, then additional part time officers will be needed. However, this is inefficient and is not predictable. It will be difficult to fill shifts, and causes the denial of time owed off to the other officers. Chief Gormley would like to see the City operating with no part time officers by 2008. The only other staffing needs would then be administrative. Could try and transition over a longer period of time, if 2008 is not achievable. Noted that the Post Board does not allow you to utilize part time officers to eliminate or reduce the need to hive full time officers. Recessed MOTION by Thomas, seconded by Lymangood, to recess the budget workshop to Recessed the end of the immediately following council meeting (8/24).
