CITY COUNCIL BUDGET WORKSHOP
August 10, 2006
The Corcoran City Council met on August 10, 2006, at city hall in Corcoran,
Minnesota. Present were Mayor Cossette, Councilor Jacobs, Councilor Call to Order
Lymangood, and Councilor Thomas. Also present were Administrator Vergin, and
Police Chief Gormley. Councilor Grabowski and Public Works Superintendent Pat Roll Call
Meister arrived at 5:33 p.m. Mayor Cossette opened the meeting to order at 5:30
p.m.
Update
Administrator Vergin provided an update to the council on other matters that were
being pursued as part of the budgeting process including televising of city
meetings, internet service to the community, and creation of a registrar's office.
Televising city meetings via cable would cost the city in excess of $40,000. It was
recommended that there might be other options to look into, such as a webcam.
Due to the lack of density providing internet service to the community would not
be cost effective. Chief Gormley and Administrator Vergin have scheduled a
meeting with the City of Delano to review their registrar operation.

MOTION by Thomas, seconded by Grabowski, to approve the agenda as
presented. Voting Aye: Cossette, Grabowski, Jacobs, Lymangood, and Thomas.
(Motion carried 5:0)

Administration Budget Administration Budget
Reviewed the expenditures for the administration of the city.
It was expressed that an analysis needs to be provided including both revenues and
expenditures for the in house planner and the code enforcement positions.
The proposed cost of living adjustment is 3 %, based on the CPI. It was suggested
that the City set a policy on how COLA will be determined.
Addressed council salaries. It was suggested that the council be paid on a per
meeting basis.
MOTION by Lymangood, seconded by Thomas, to change the council and mayor
salaries to $25 per meeting, with a maximum of four meetings per month, and the
Mayor shall also receive a base salary of $50 per month.
MOTION by Grabowski, seconded by Jacobs, to table council wages until the
next budget meeting. Voting Aye: Cossette, Grabowski, Jacobs, Lymangood, and
Thomas. (Motion Carried 5:0)
Addressed a policy for council training, suggested that a written policy be put in
place. Council members pay for training and then city will reimburse 50 %.
Table Council Salaries
Reviewed the paid time off policy that is being looked into. This is being done in
an effort of reducing the city's liability of time owed to employees. Also reviewed Next Workshop
current benefits that are offered.
Next Workshop
The next workshop is scheduled for August 15, 2007 at 6:00 p.m. This meeting

will be to address the Streets and Parks Budgets, and Consultant Budgets. Adjournment
