HomeMy WebLinkAbout2006-04-27 - Council Minutes - Part 2CITY OF CORCORAN CITY COUNCIL GOALS AND OBJECTIVES WORKSHOP April 27, 2006 .e Corcoran City Council met on April 27, 2006, at city hall in Corcoran, Minnesota. Present were Call to Order Mayor Cossette, Councilor Grabowski (arrived 6:04 p.m.), Councilor Jacobs, Councilor Lymangood, and Councilor Thomas. Also present were Administrator Vergin, Police Chief Schulte, and Clerk Roll Call Lindberg. Mayor Cossette called the meeting to order at 6:00 p.m. The status of each item was discussed as follows: GOAL TASKJMEANING PRIORITY STATUS Manage 2006 Fiscal Situation Reduce Costs Increase Revenues Monthly Reporting 2006 Budget has been reforecast/ Monthly reports will be provided Simplify Codes Find Examples of Simplified Wording 2007 and 2008 Review Fire Protection Long Term Planning — Conceptually start in 2006 2008 / Comp Plan 4/19/06 — all departments met with Medina & Corcoran PD to start process Review Fire Service Contracts Standardize Contract Language Begin Discussions 2006 In process Business Friendly Incentives Review Sign Ordinance Tax Incentives for Businesses Water/Sewer Begin Discussions 2006 TIF Taskforce has been created — MDG working on plan Review I &I Standards Create Ordinance / Currently can address with Development Agreements 2007 Transfer Wastewater Responsibilities to County To Pass Wastewater Issues to Hennepin County 2006 On 4/27/06 agenda Existing Business Promotion Encourage Existing Businesses to Organize and Become Involved with City Council for Interaction 2006 SE /SW Sewer /Water Acquire Needed Easements Work w/Medina to Progress Forward w /SW Area 2006 SE Easement documents are being prepared SW — 4/20/06 Mtg. with Medina on draft contract Form Independent EDA EDA — a non - political body to assist the Council / Liaison with Existing Businesses 2006 Create Long -Term Capital Projects Group Public Works Facility Park Complex Lions Park Relocation Fire Protection Comprehensive Plan Changes Begin initial planning 2006 1St meeting 5/04/06 Jreate Policies and Procedure Handbook Compile a Policies and Procedures Handbook Stair start 2006 when time allows CITY OF CORCORAN CITY COUNCIL GOALS AND OBJECTIVES WORKSHOP April 27, 2006 1 Re- Evaluate Cost of In- Aouse Planner Compare Consultant Services to In -House 2006, 2007, 2008 Review Each Year Will be done during budgeting process Downtown Plan/Options Investigate Possibility of Expanding the DT Business Area 2006 Manage 2006 Fiscal Situation Monthly budget reports should be a separate agenda item. Simplify Codes All council members should keep a list of non - emergency code changes to be addressed at the end of the year. Review Fire Protection Chief Schutte reported on the April 19th meeting of the four fire protection service providers for the City of Corcoran. Mayor Cossette and Councilor Lymangood will attend the May 18`h meeting. Review Fire Service Contracts It was suggested the fire protection contracts should be standardized. Cossette will contact Loretto to discuss the contract. Business Friendly Incentives Thomas reported on the meeting held at City Hall with Joanne Foust of Municipal Development Group, Inc. Foust will have a report to the City regarding business incentives within a week and another meeting will be scheduled. Review I &I Standards There was no discussion of this item. Transfer Wastewater Responsibilities to County This item was on the regular meeting's agenda and would be discussed at that time. Existing Business Promotion Cossette will organize a coalition with the downtown business owners to address concerns. SE /SW Sewer/Water Staff reported the County Road 101 easements and the joint powers agreement with Medina are proceeding very well. Form Independent EDA The Council will wait on the formation of an independent Economic Development Authority until the newly formed Long Term Capital Projects Group reports on the goals for the City. Create Long -Term Capital Projects Group The first meeting of this group is scheduled for May 4, 2006. MOTION by Lymangood to delete "Form Independent EDA" from the Goals and Objectives list. There being no second, discussion continued. 7.reate Policies and Procedure Handbook Staff was directed to work on this goal as time allowed. Downtown Plan/Options There was no discussion of this item. Other Discussion Lymangood suggested the City's fire codes be reassessed. Adjournment MOTION by Jacobs, seconded by Thomas, to adjourn the meeting at 6:58 p.m. Voting Aye: Grabowski, Jacobs, Cossette, Lymangood, and Thomas.
