CITY COUNCIL FINANCE WORKSHOP
April 6, 2006
The Corcoran City Council met on April 6, 2006, at city hall in Corcoran, Call to Order
Minnesota. Present were Mayor Cossette, Councilor Grabowski, Councilor Jacobs,
Councilor Lymangood, and Councilor Thomas. Also present were Administrator Roll Call
Vergin, Police Chief Schutte, and Public Works Director Meister. Mayor Cossette
called the meeting to order at 6:00 p.m.
Review and Discuss 2006 Budget Adjustments 2006 Budget
Administrator Vergin went over the proposed budget, identifying where staff is
proposing changes and expressing her concern with the already existing lean
budget, and being asked to reduce staff.
MOTION by Thomas, seconded by Lymangood to support contracting code
enforcement services to the City of Rogers for 16 hours a week, with 17 hours
being worked for the City of Corcoran. Voting Aye: Cossette, Grabowski, Jacobs,
Lymangood, and Thomas. (Motion Carried 5:0)
Agreed that the pavement management plan will help to identify projects for the
public works budget.
Verify what professional services can be paid for from park dedication fees.
Reduce the city newsletter from 4 to 3.
Provide a more precisioned projection of the tax levy that will be collected. Such as
what portion will not be collected due to delinquencies, what impact does the
homestead market value credit have on the levy, etc.
Provide information on Hedgestone Development, to include projection of building
permits and valuation of structures to be constructed.
There are three key elements impacting the budget, building permit revenues,
zoning and subdivision fees, and public works fees. The City needs to focus on
how they can help to improve these.
Resident Greg Ebert commented that the Open Space Preservation Plat ordinance
has been made more restrictive, perhaps the City should re -look at that.
Addressed creating a pavement fund that would encourage development now based
on a paved road access, but would delay the actual paving till later.
Focus on the SW district and the utilization of tax increment financing (TIF).
Suggested that a task force be created that would work with Municipal
Development Group to identify means by which to enhance development in that
area. Also need to get information out to the property owners in that district that
the city is encouraging development in that area. Councilors Grabowski and
Thomas agreed to serve on the TIF Task Force.
Resident Paul Boehmer said he would like to be a part of that group. There were no

objections from the Council.
MOTION by Grabowski, seconded by Jacobs to accept the modifications to the
budget as presented and discussed. Voting Aye: Cossette, Grabowski, Jacobs,
Lymangood, and Thomas. (Motion Carried 5:0)
Hirint of Police Chief
Administrator Vergin updated the Council on the Police Chief hiring process. The
second rounds of interviews will be held on April 12 beginning at 3:30 p.m. It is
requested that an additional council member be a part of this second interview
process. Councilor Thomas agreed to participate.

Overtime Policy & Use of Vacation Overtime and Vacation
Public Works Superintendent raised concerns with regards to the current over time Policies
policy, and the inability to utilize vacation time due to varying factors, therefore
some staff members have had to lose vacation which rightfully is theirs.
The Council agreed that perhaps these matters do need to be looked into. If
arrangements can be reached with regards to the use of vacation within a
reasonable time frame, so that the employee does not lose vacation, the council
could support that.
