CITY COUNCIL BUDGET WORKSHOP
March 13, 2006
The Corcoran City Council met on March 13, 2006, at city hall in Corcoran, Call to Order
Minnesota. Present were Mayor Cossette, Councilor Grabowski, Councilor Jacobs,
Councilor Lymangood, and Councilor Thomas. Also present were Administrator Roll Call
Vergin, Police Chief Schutte, and Public Works Director Meister. Mayor Cossette
called the meeting to order at 6:00 p.m.
Final Comments on Spring Newsletter
A few minor corrections and changes were suggested. The newsletter will be
completed and will be mailed out the week of March 20.
Discussion on Budget
Mayor Cossette indicated that he would like to see monthly finance reporting, not
quarterly as done now. According to his projections the city will see another
$104,000 deficit in 2006.
Councilor Lymangood suggested that the council identify why the deficit occurred
first and then address the problems.
Councilor Grabowski suggested that city look at a Planner II to reduce planning
costs.
Other suggestions raised by the council included the following:
• Eliminate the CEO Position
• Reduce City Council Salaries
• Eliminate PT additional Administrative Assistant in Police Department
• Eliminate the additional Police Officer planned in September 2006
• Cut $30,000 from the Public Works Budget
• Revenues from sales of equipment to General Fund, not CIP Fund
• Look into Administrative Fines
• Reduce training expenditures for council and commissions / create a policy
where the city will reimburse up to 50% of the costs, but only upon proof of
attendance and payment
• Contract CEO time to other communities
• Shift ISTS to Hennepin County
MOTION by Lymangood, seconded by Thomas, to invite the Waste Water
Commission to the next council meting to address shifting the ISTS control to
Hennepin County. Voting Aye: Cossette, Grabowski, Jacobs, Lymangood, and
Thomas. (Motion Carried 5:0)
MOTION by Thomas, seconded by Grabowski, to direct staff to come up with
budget cuts or budget increases of $150,000 starting with the recommendations
previously discussed by the council.
MOTION TO AMEND by Lymangood, seconded by Thomas, in addition to what
the council identified, staff identify what would be the last $30,000 to be cut,
identifying the criteria or significance of the cut. Voting Aye: Cossette, Grabowski,
Jacobs, Lymangood, and Thomas. (Motion Carried 5:0)

VOTE ON MOTION AS AMENDED: Voting Aye: Cossette, Grabowski,
Jacobs, Lymangood and Thomas. (Motion Carried 5:0)
Resident Greg Ebert questioned the council as to why it happened, noting that there
is too much time spent on personal attacks, not focusing on their fiscal
responsibilities.
Lymangood stated that city business is delayed; ongoing issues are not being
resolved. For example the open meeting law policy is an example of unnecessary
time spent by staff because the council could not make a decision. Council actions
impact the budget.
Thomas stated that businesses and developers do not pursue Corcoran because of
the instability of the City. Too many restrictions were placed on the Open Space
Preservation Plats causing developers to go away.

MOTION by Grabowski, seconded by Thomas to adjourn the meeting, 8:05 p.m.
Voting Aye: Cossette, Grabowski, Jacobs, Lymangood, and Thomas. (Motion
Carried 5:0)
