CITY COUNCIL GOALS AND OBJECTIVES WORKSHOP
March 09, 2006
The Corcoran City Council met on March 09, 2006, at city hall in Corcoran,
Minnesota. Present were Mayor Cossette, Councilor Grabowski, Councilor Jacobs,
Councilor Lymangood, and Councilor Thomas. Also present were Administrator
Vergin, Clerk Lindberg, Police Chief Schulte, Public Works Director Miester, and
Meeting Facilitator Charmaine Schodde. Mayor Cossette called the meeting to
order at 5:37 p.m.
Facilitator — Define the purpose of the workshop and what are the goals to be
achieved from the meeting
Facilitator Schodde said each councilrnember would be allowed a maximum of ten
minutes to present and explain their goals and objectives. Each member was
directed to write each goal mentioned on a post -it note. Following the
presentations, each councilmember would be asked to place each presented goal as
either "high ", "medium ", or "low" priority.
Presentation of goals
Lymangood — Address the City's fiscal crisis.
Grabowski — Become business friendly by simplifying ordinances.
Fire service improvement.
Thomas — Investigate an Economic Development Authority.
Downtown development.
Review fire protection services
Water /Sewer to commercial district and SE district.
Jacobs — Reform local government to focus on core services only.
Simplify ordinances.
Eliminate the need for siding, re- roofing, etc. permits.
Cossette — Decrease spending in 2006.
New development requirements for inflow and infiltration.
Wetland mitigation policy.
Renegotiate fire contracts.
Locate a satellite facility for fire department.
Begin planning for Public Works facility.
Begin planning a Lions /City park.
Prioritize the goals — High, Medium, and Low
The high priorities were:
Fiscal Crisis.
Review Fire Contracts.
Business Friendly.
Water /Sewer in the Southeast and Southwest district.
Downtown Corcoran.
Schedule next workshop
The next workshop was set for 5:30 p.m. March 23, 2006, to address action plan
for high priorities.

MOTION by Jacobs, seconded by Thomas, to adjourn the meeting at 7:54 p.m.
Voting Aye: Grabowski, Jacobs, Cossette, Lymangood, and Thomas. (Motion
carried 5:0)
