HomeMy WebLinkAbout2008-06-26 - Council Minutes - Part 2CITY OF CORCORAN SPECIAL CITY COUNCIL MEETING June 26, 2008 CALL TO ORDER AND ROLL CALL Call to Order The Corcoran City Council met on June 26, 2008, at City Hall in Corcoran, Roll Call Minnesota. Present were Vice Mayor Jacobs, Councilor Grabowski, Councilor Hudok and Councilor Thomas. Also present were Interim City Administrator Bodem, City Planner Gartner, City Engineer Rhein. Excused Absent was Mayer Guenthner. Vice Mayor Jacobs called the meeting to order at 6:40 p.m. Storm Water Pollution STORM WATER POLLUTION PREVENTION PROGRAM (SWPPP) MS4 Prevention Program PERMIT ( SWPPP) MS4 Permit City Engineer Rhein summarized the need for an Informational Public Meeting. This is a required public meeting for MS4 Permit. The city owns and operates its own public drainage conveyance system therefore regulated under the MN Pollution Control Agency (MPCA) to hold a NPDS Permit a federal program administered by the EPA. Part of the requirements of the permit is to hold an annual public meeting where you present the outline of your program; state the progress you made in the past year towards your goals and offer the public a chance for input and comment that will get recorded and reported to PCA. The city is required to tam in an annual report due June 30 of every year that documents their progress on the permit goals and their best management practices. The report is ready and turn in once the city has reached the requirement of the public meeting and have the appropriate signatures from city officials. City Engineer Rhein introduced Greg Halverson from Bonestroo to give a 10 minute powerpoint presentation on the NPDS Phase II — MS4 Permit. The goal for the meeting is to educate residents within the city on storm water and how it affects the City of Corcoran. Storm water pollution prevention program lists out specific tasks the city has to do to meet the requirements for the permit. Under each task are measurable goals needed to be recorded annually. The permit itself is broken up into six requirements: 1. Public Education & Outreach — This can be done through the City Newsletter and websites to educate residents. 2. Public Participation — Residents can participate in meeting in developing the plan and state their comment or concerns for the record. 3. Illicit Discharge Detection & Elimination — What is required of the city is to have a storm sewer map that identifies drainage areas, outfalls, and places of discharge. Also requires the city to have an ordinance outlining what you can and cannot put down the storm drain. 4. Construction site Storm water Runoff Control — When there is enough construction and development happening in the city, the city has to have an ordinance to regulate construction sites. Humidity coming off of exposed soil causes damage to water quality downstream. S. Post Construction Storm Water Management — MPCA feels Corcoran fits in this category requirement. It means that we are planning ahead, looking at the planning efforts, getting thing in place so that we are ready for development to come. Pollution Prevention & Good Housekeeping for Municipal Operations — If a permit is requiring the city to regulate residents, contractors, and developers to do certain things that they should be doing themselves. The maintenance department should be asking: Are you inspecting structures after they are installed? Are you maintaining them appropriately? Are they getting cleaned and are they doing the job? The City has to inspect and monitor with 20% frequency every year, all outfalls from the system that drain into wetland or water body under this permit. The local and global impacts are the decline in aquatic biodiversity, habitat loss, increase flooding, aesthetics, human health and drinking water quality decline. Greg Halverson then updated on where the city is at and what the next steps are. In 2008 MPCA reviews the report and revisions will be sent with annual report. The permit will then be approved by MPCA Board which is expected in the next two months. Councilor Grabowski asked if the city is required to do inspections of pipes and culverts out of our own operating expense or is there federal or state money available for this? Greg Halverson stated that this is an unfunded mandate that the city does not get reimbursed. Councilor Grabowski asked if there was a schedule for the inspections of these culverts. Greg Halverson stated that the City is required to do 20% annually which includes the outfalls which are the ends of the culverts that drain into wetlands, ponds, or lakes. They also have to do 20% of all the ponds, and 100% of structural pollution control devices. City Planner Gartner asked that in the presentation it looked like he was looking at a lot of urbanized development curb gutter, how does Corcoran's rural ditch system fit into the equation? Greg Halverson stated that the ditches themselves are considered conveyance regulated under this permit. The biggest impacts are happening in areas that are curb, guttered, and have a lot of development happening at this point. This permit is pushing Corcoran in a direction in getting an initial plan base situated. MPCA is happy with the results.
