City Council Meeting Minutes
June 10, 2010
The Corcoran City Council met on June 10, 2010, at City Hall in Corcoran, Minnesota. Present were, Councilor Gmach, Councilor
Hudok, Councilor Milbrandt, and Councilor Thomas. Also present were City Administrator Donahue, Corporal Hamilton, Public
Works Superintendent Meister, City Engineer VanderTop, and Deputy Clerk Heinecke.
Mayor Guenthner was absent
Vice Mayor Thomas called the meeting to order at 7:00 pm
1. Call to Order / Roll Call
2. Pledge of Allegiance
3. Agenda Approval
MOTION: made by Gmach, seconded by Hudok to approve the agenda as presented.
Voting Aye: Gmach, Hudok, Milbrandt, and Thomas. (Motion carried 4:0).
4. Open Forum
Greg Ebert — 20604 County Rd 10 reminded council this is an election year and asked them to consider the needs of
Corcoran residents when discussing a Public Works facility and use of city TIF funds.
5. Presentations
a. Rick Kline, Center Point Energy awarded Corcoran Police Reserves a Community Partnership Grant of $1,500
to purchase equipment.
b. Chad Robran shared with the council plans for the 7{h annual Corcoran Jaycees- Corcoran Country Days. Council
expressed their gratitude to the Jaycees for this event.
6. Planning Business 1 Landform
None
7. Engineering / Wenck
a. Engineer VanderTop reviewed items discussed at the Transportation and Utilities Improvement (TIF) open
house. Next step is to create a list of projects to be considered. Council recommended review of project
eligibility under TIF statutes.
8. Consent Agenda
a. Draft Minutes of 05/27/10 Council Meeting
b. Resolution 2010 -23 Authorizing Execution of Agreement -Safe and Sober Project
c. Resolution 2010 -24 Approving Absentee Ballot Board
MOTION: made by Milbrandt, seconded by Hudok to approve the consent agenda as presented.
Voting Aye: Gmach, Hudok, Milbrandt, and Thomas. (Motion carried 4:0).
9. Staff Reports / Memos
a. June 17, 2010 Emergency Training Exercise
b. Charter Commission met and will forward a charter redraft to the council for the July 22, 2010 meeting
c. Report on Project Completion of Corcoran Police Community Support Services Trailer
10. Unfinished Business
a. Council members were given an electronic thumb drive containing useful public data.
b. Administrator Donahue updated council on status of leasing a Public Works facility. Next step is collecting data
on the cost of various scenarios.
11. New Business
a. 2011 Contract for Assessing Services
MOTION: made by Gmach, seconded by Milbrandt to approve the Assessing Service contract as presented.
Voting Aye: Gmach, Hudok, Milbrandt, and Thomas. (Motion carried 4:0).
b. Discussion on the Posting of Elected Officials' E -mail Addresses — discussion postponed to next meeting.
c. Request by Parks and Trails Commission for 10 Picnic Tables
MOTION: made by Gmach, seconded by Hudok to approve the purchase of 10 picnic tables.
