City Council Meeting Minutes
December 8, 2011
The Corcoran City Council met on December 8, 2011, at City Hall in Corcoran,
Minnesota. Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette,
Councilor Gmach, and Councilor Milbrandt. Also present were City Administrator
Donahue, City Attorney Carson, City Engineer VanderTop, Public Works Superintendent
Meister, Director of Public Safety Gormley and City Clerk Heinecke.
Mayor Guenthner called the meeting to order at 7:00 pm.

3. Agenda Approval
MOTION: made by Milbrandt, seconded by Cossette to approve the agenda as
presented with the addition of 12b., and move of 2012 budget review to 9b.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

7. Engineering
a. City Engineer Vander Top presented an informational report on road
maintenance and improvement. City Engineer to prepare specific data related to
collector roads.
b. Mayor Guenthner updated council on sewer and water project financial next
steps.
8. Public Hearing
a. 2012 Proposed Budget
Mayor Guenthner opened the public hearing at 7:50pm
City Administrator Donahue presented information related to 2012 city wide
goals, 2012 budget, and market value exclusion tax valuation.
1. William Hentges 21310 Meadow Lane, Taxable value vs. Market value.
Appraisal value on property less than taxable value.
2. Pat Hank 9425 Trail Haven Rd, Asked council to take into account all costs
when considering spending on infrastructure.
3. Jake Wickham 19600 Schutte Rd, "Boggled at the amount of money to run
this little city" "Do we really need 7 full time and 7 part time police officers ?"
Dust Control holds the roads together better, nice vs. necessary. Cost a lot
of money to build a new maintenance building. Looked at the county building
in Burshville, maybe a good interim place to operate out of, price may be a bit
high. Sticker shock
4. Dennis Stieg 19320 Stieg Road, Market value exclusion lost on property
valued over $413,000.
5. Greg Ebert 20604 Co Rd 10, City Administrator commented that residential
property carries community from a tax capacity perspective. Residential tax
at 1% Commercial 3 %. Donahue to confirm tax percentage for commercial
property.

6. Phil Kariniemi 9807 Chisholm Tr, Are there any options for the city to help
property owners to offset the loss of market value homestead credit? Total
property tax liability is $8,000. Is this declining house value and increase in
property tax going to reverse? Is it possible to sell building entitlements?
Very few options to operate his business in Corcoran. Why should he have
to pay $4 out of every hour he works to pay his property tax?
7. Dorothy Theis 9830 Cain Rd, Where is the debt service identified on the
budget document , last page of budget worksheet.
MOTION: made by Milbrandt, seconded by Gmach to close the public
hearing
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Council discussed the current revision of the 2012 proposed budget. Council to
provide specific ideas to Administrator Donahue for inclusion in next version to
be discussed and approved at the 12/19/11 meeting.
9. Consent Agenda
a. Draft Minutes of November 21, 2011 Council Meeting
MOTION: made by Milbrandt, seconded by Cossette to approve the November 21, 2011
council meeting minutes.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
10. Staff Reports /Memos
a. Director of Public Safety Gormley reminded council of the Fire Department
Consultant Findings Meeting
b. Council received Draft Minutes of November 15, 2011 Parks & Trails Meeting
11. Unfinished Business
a. Agreement -Metro West Inc. for Building Official Services
MOTION: made by Asleson, seconded by Milbrandt to approve the Metro West Inc
contract as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Agreement - Randy's Sanitation for Recycling Services
MOTION: made by Gmach, seconded by Cossette to approve Randy's Sanitation
contract with correction, Randy's Sanitation will provide the recycling carts.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
Motion carried 5:0).
12. New Business
a. Loretto Fire Agreement
MOTION: made by Milbrandt, seconded by Cossette to approve Loretto Fire agreement
as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Approve Appointment of Public Works Maintenance Worker based on pending
changes to the Employee Handbook. The handbook changes will be effective as
of 12/01/11.

MOTION: made by Gmach, seconded by Cossette to approve employment offer as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
13. Claims as Presented
a. Escrow Claims (Fund #500)
MOTION: made by Milbrandt, seconded by Asleson to approve escrow claims as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Building Inspections Claims -None. Administrator Donahue reminded council
October 2011 and November 2011 MnSpect invoices have not been paid
pending receipt of requested information from MnSpect.
c. All Other Claims As Presented
MOTION: made by Aselson, seconded by Milbrandt to approve all other claims as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

Mayor Guenthner recessed the public meeting at 9:13 to adjourn to a closed meeting
16. Closed Meeting
Public council meeting reconvened at 9:33
No formal action was taken in the closed meeting. Council authorized the city
attorney to continue discussion with the Roelke family for purchase of property.
