City Council Meeting Minutes
November 21, 2011
The Corcoran City Council met on November 21, 2011, at City Hall in Corcoran,
Minnesota. Present were, Mayor Guenthner, Councilor Asleson, Councilor
Cossette, Councilor Gmach, and Councilor Milbrandt. Also present were City
Administrator Donahue, City Attorney Carson, City Planner Lindahl, City
Engineer Torve, Public Works Superintendent Meister, Director of Public Safety
Gormley and City Clerk Heinecke.
Mayor Guenthner called the meeting to order at 7:00 pm.

MOTION: made by Milbrandt, seconded by Gmach to approve the agenda as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.

4. Open Forum
Chad Robran 19805 Olde Sturbridge Rd, Updated the council on status of the
Hennepin Youth Sports Grant and provided the Council with documentation from
the RACE collaborative grant group. Reminded Council to pursue a longer term
agreement with the Rockford Schools.

6. Planning Business
a. Highland Subdivision -- Preliminary and Final Plat (06 -31 -001 & 06 -32 -001)

53 as presented.

8. Public Hearing -Sewer and Water Project
Mayor Guenthner opened the public hearing at 7:21

City Engineer Torve presented a review of work done to date on the Sewer and
Water Project. Rusty Fifeld (Northland Securities) addressed the financial
options for the Sewer and Water Project. City Attorney Carson addressed the
requirements of the 429 special assessment process. Council discussed pros
and cons of decertification dates.
David Knodel -20305 Co Rd 50, encouraged council to spend all the TIF money
on the Sewer and Water Project. Asked for a map of the TIF district, staff
displayed one for the audience.
Greg Ebert -20604 Co Rd 10, encouraged council to look a 2020 plan and Met
Council moving the lift station.
Mike Brady -Hope Community Church Representative, questioned how
SAC/WAC charges are applied and how effected properties would benefit from
the project and the financial benefit to effected property owners. Staff response:
SAC/WAC is charged at time of building permit or hook up and effected
properties would benefit from having sewer and water available. Through the
availability of TIF funding the city pressure to assess immediately is reduced.
Expressed interest in alternative waste water treatment for a senior development,
water is another issue. Encouraged council to bring the project north as far as
possible on Co Rd 116.
Jim Cox -6851 Co Rd 101, Is there a precedent for spending TIF dollars outside
the designated TIF district? Staff response: Mr. Fifield did not encourage straying
too far from the original plan.
Chad Robran -19805 Olde Sturbridge Rd, Suggested council considers the
biggest city income to reduce property owner expense when considering the 7
alternatives.
Clarence Schommer -19920 Co Rd 10, Asked how deep the line will be buried on
the east side of his property? Line will be buried 8 feet deep on east; gravity
sewer from front of property will be deeper. What happens if the lift station fails?
Staff response: Typically 2 to 3 pumps with a generator to deal with power
outage.
Katie Leuer -6411 Hunter Rd, for the record the path of the lines is across their
property. Alternate designs are being prepared and will be discussed with the
property owner.
MOTION: made by Milbrandt seconded Gmach to close the public hearing at
8:19 pm.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.

Council discussed the project scope, base project, alternatives and financing.
MOTION: made by Gmach seconded Cossette to authorize the City Engineer to
prepared plans and specification for the base Sewer and Water Project.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
MOTION: made Cossette, seconded by Asleson to table discussion of
Subdivision Ordinance updates to the 12/19/11 meeting.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.

14. Administrator Donahue informed council the state building inspector confirmed
MnSpect is a viable entity and the city will honor the contract through 12/31/11.
15. Council conducted performance reviews of City Administrator Donahue and
Public Safety Director Gormley.
