City Council Meeting Minutes
November 10, 2011
The Corcoran City Council met on November 10, 2011, at City Hall in Corcoran,
Minnesota. Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette,
Councilor Gmach, and Councilor Milbrandt. Also present were City Administrator
Donahue, City Attorney Carson, City Engineer Torve, Public Works Superintendent
Meister, Corporal Hamilton, Director of Public Safety Gormley and City Clerk Heinecke.
Mayor Guenthner called the meeting to order at 7:00 pm.

Add:

MOTION: made Gmach, seconded by Cossette to approve the agenda as presented
with one addition.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
4. Open Forum
• William Glowacki, 19520 Stieg Road -Made a formal complaint against law firm
Carson, Cleland & Schreder, specifically firm associate Dawn Speltz. Requested
a meeting with a council member and Ms. Speltz. Mayor agreed to review Mr.
Glowacki's file and report back to the council
• Scott Quale -Mn Spect-Mr. Quale read a letter he received from Administrator
Donahue regarding the transition process to a new building official. Mr. Quale
further read parts of the contract with the city regarding payment for services.
Mayor to review with staff.
• Rex Bowman, 7770 Corcoran Tr E- Concerned about the changed in the dust
control program. Is it as needed now and what is the city's direction on this
service? Mayor spoke to the council's activity so far this year.

7. Engineering
a. Director of Public Safety Gormley reported nothing new regarding the Hwy 55
update. May be some updates in January 2012.
b. Discussion of Street Improvement Plan will be on the 12/8 council meeting
agenda with cost modeling of street maintenance.

9. Consent Agenda
a. Draft Minutes of October 27, 2011 Council Meeting
MOTION: made Milbrandt, seconded by Cossette to approve the October 27, 2011
council meeting minutes with identified changes.
Voting Aye: Guenthner, Asleson, Cassette, Gmach, and Milbrandt.
(Motion carried 5:0).

10. Staff Reports /Memos
a. Parks and Trails commission Draft Minutes of October 18, 2011 minutes received
for information purposes.
b. Mayor Guenthner updated the council on the need to re- examine the needs for
fire protection services. Council agreed to enter into an agreement with
Emergency Services Consulting not to exceed $2,000 to provide an RFP for fire
protection services.
MOTION: made Gmach, seconded by Milbrandt to authorize an amount not to exceed
$2,000 overview recommendation regarding establishing a fire protection RFP.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
c. City attorney Carson to update the contract for the Bullet Trap based on vendor
and city input.
11. Unfinished Business
a. Council continued the discussion and review of the Proposed 2012 Budget.
Council made suggestion's to update the budget worksheet. Updates will be
provided at the 11/21/11 meeting for information with discussion at the 12/08/11
meeting.
b. A public hearing is scheduled for November 21, 2011 related to the Sewer and
Water Project.
c. Public Works Facility to be discussed at a closed meeting.
d. Council suggested additional descriptive language for the city Snow Plow Policy.
Document to be returned at the 11/21/11 council meeting
e. City Attorney Carson to distribute combined review forms to all council members
with City Administrator /Director of Public Safety Performance Reports to be
conducted at the 11/21/11 council meeting.
12. New Business
a. Ordinance 2011 -261 Providing for the Collection of Cost for Unpaid Special
Charges
MOTION: made Gmach, seconded by Milbrandt to approve Ordinance 2011 -261 as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Resolution 2011 -50 Certifying 2011 Delinquent Recycling Fees
MOTION: made Gmach, seconded by Milbrandt to approve Resolution 2011 -50 as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
c. Resolution 2011 -51 Certifying 2011 Delinquent Dust Control Fees
MOTION: made Gmach, seconded by Cossette to approve Resolution 2011 -51 as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
d. Resolution 2011 -49 Certifying 2011 Delinquent Property Mgmt Fees
MOTION: made Gmach, seconded by Cossette to approve Resolution 2011 -49 as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

e. Resolution 2011 -52 Certifying 2011 Delinquent Escrow Fees Related
to Land Use Projects
MOTION: made Cossette, seconded by Gmach to approve Resolution 2011 -52 as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
13. Claims as Presented
a. Escrow Claims (Fund #500)
MOTION: made Milbrandt, seconded by Gmach to approve escrow claims as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

MOTION: made Gmach, seconded by Cossette to approve building inspection claims as
presented.

MOTION: made Milbrandt, seconded by Asleson to approve all other claims as
presented.

14. Unscheduled Items -None
Mayor Guenthner recessed the council meeting at 8:42 to consider purchase of property
for a Public Works facility.
Mayor Guenthner reconvened the council meeting at 9:31
Council authorized City Attorney Carson to proceed with negotiations on property at
23185 Co Rd 10 for the possible acquisition of land for a public works facility.
