City Council Meeting Minutes
October 13, 2011
The Corcoran City Council met on October 13, 2011, at City Hall in Corcoran, Minnesota.
Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor
Gmach, and Councilor Milbrandt. Also present were City Administrator Donahue, City
Attorney Carson, City Engineer Torve, Public Works Superintendent Meister, Corporal
Hamilton, Director of Public Safety Gormley and City Clerk Heinecke.
Mayor Guenthner called the meeting to order at 7:00 pm.

MOTION: made Milbrandt, seconded by Gmach to approve the agenda as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

7. Engineering
a. City Engineer Torve updated council on Corcoran's involvement in the Hwy 55
Improvement project.

9. Consent Agenda
a. Draft Minutes of September 22, 2011 Council Meeting
MOTION: made Gmach, seconded by Cossette to approve the September 22, 2011
council meeting minutes with the following addition.
c. Police Range Safety Improvement Project report was received — staff directed to
continue with project.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
10. Reports, Memos, Correspondence
CIP- Technology Updates report received and discussed by council.
MOTION: made by Milbrandt, seconded by Gmach to approve Information Technology
projects as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
11. Unfinished Business
a. Sewer and Water Project
City Engineer Torve presented three additional potential routes for the sewer and water
project. Council accepted the feasibility report as presented along with the six additional
route options and called for a public hearing dated November 21, 2011
MOTION: made by Gmach, seconded by Milbrandt to approve Resolution 2011 -44 with
the following language and calling for a public hearing on November 21, 2011.
1. Accepts the Feasibility Report for the Sewer and Water Utility Project including the six
alternatives presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

b. Public Works Facility Search Update
Mayor Guenthner reported to council the availability of a property at County Rd 19
and County Rd 10 that may be an option for a public works facility along with
future parks.
MOTION: made by Cossette, seconded by Milbrandt to authorize a real estate appraisal of
PID 18- 119 -23 -11 -0001.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
c. Building Official Contract for 2012
Administrator Donahue presented a report on the analyzed RFP results for the
2012 Building Official recommending Metro West Inspection Services.
MOTION: made by Gmach, seconded by Milbrandt to accept the recommendation of
Metro West Inspection Services for an 18th month contract beginning January 1, 2012.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
Mayor Guenthner thanked Scott Qualle (MnSpect) for the work done on behalf of the City
of Corcoran. Scott Qualle thanked council for the opportunity to provide building, fire and
electrical inspection services to the city for the last four years.
Loren Kohnen (Metro West Inspection Services) thanked council.
12. New Business
a. Hennepin Youth Sports Grants
Collaborative Grant — Resolution 2011 -45
MOTION: made by Cossette, seconded by Gmach to approve Resolution 2011 -45
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
Equipment Grant— Resolution 2011 -46
MOTION: made by Cossette, seconded by Milbrandt to approve Resolution 2011 -46 with
the RACE acronym paragraph removed.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
Conflict of Interest — Resolution 2011 -47
MOTION: made by Cossette, seconded by Milbrandt to approve Resolution 2011 -47
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Snowplowing Policy received by council — no action taken
c. Delinquent fees
MOTION: made by Milbrandt, seconded by Asleson to call a Public Hearing on
November 10, 2011 for the purpose of assessing delinquent fees.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
13. Claims as Presented

MOTION: made by Gmach, seconded by Milbrandt to approve escrow claims as
presented.

presented.

14. Unscheduled Items
a. Pat Hank Planning Commission chair asked council to consider a
Council /Planning /Parks & Trails joint meeting for the purpose of discussing the
Park Ordinance updates. Staff to choose a date.
MOTION: made by Gmach seconded Asleson to adjourn
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
