Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Gmach, and Councilor Milbrandt. Also present were City Administrator Donahue, City Attorney Carson, City Planner Lindahl, City Engineer Torve, Public Works Superintendent Meister, Corporal Hamilton, Director of Public Safety Gormley and City Clerk Heinecke. Mayor Guenthner called the meeting to order at 7:00 pm. 1. Call to Order /Roll Call 2. Pledge of Allegiance 3. Agenda Approval MOTION: made Milbrandt, seconded by Gmach to approve the agenda as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). 4. Open Forum Dorothy Theis -9530 Cain Rd: Encouraged the council to consider discontinuing dust control for 2012. 5. Presentations -None 6. Planning Business a. Planning Projects Update report received — no action taken b. Zoning Ordinance Amendment and Zoning Map MOTION: made Milbrandt, seconded by Gmach to approve Ordinance 2011 -258 with language change to section 1030 C1 as discussed. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). MOTION: made Cossette, seconded by Asleson to approve Resolution 2011 -43 as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). MOTION: made Asleson, seconded by Milbrandt to approve Ordinance 2011 -259 as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). c. Certificate of Compliance and Fees recommendation received. MOTION: made Milbrandt, seconded by Gmach to approve the Certificate of Compliance Fee structure as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). 7. Engineering a. Hwy 55 Improvement project report was presented by Engineer Torve. Minutes from the Hwy 55 task force meeting will be distributed to the council. 8. Public Hearing -None 9. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). 10. Reports, Memos, Correspondence a. Draft Minutes of September 1, 2011 Planning Commission were received — no action taken b. Review of Fall 2011 City Newsletter — Councilor Milbrandt volunteered to act as council liaison for the Spring 2012 newsletter. c. Police Range Safety Improvement Project report was received — staff directed to continue with project. 11. Unfinished Business a. Sewer and Water Project- Engineer Torve reported on various alternatives for routes and use of sewer and water pipes. Rusty Fifeld provided council with information about TIF eligible expenses. — no action taken b. Public Works Facility Search Update - Council discussed their readiness to make a property offer. — no action taken c. Building Official Contract for 2012 - Administrator to prepare a recommendation for the October 13, 2011 council meeting. 12. New Business a. 2012 Proposed Parks CIP -Chad Robran updated the council on the Parks & Trails Commissions plans for park improvements and plans to apply for a Hennepin County Youth Sports Grant. MOTION: made by Milbrandt seconded by Gmach to commit $40,000 from Park Capital Fund for park improvements. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). b. 2012 Health Benefit Package and Employee Handbook Edits MOTION: made by Gmach seconded by Asleson to continue in 2012 the current level of financial support to the city employee health coverage. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). 13. Claims as Presented a. Escrow Claims (Fund #500) MOTION: made Cossette, seconded by Milbrandt to approve escrow claims as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). b. Building Inspections Claims MOTION: made Cossette, seconded by Gmach to approve the Building Inspection Claims as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
