City Council Meeting Minutes
July 28, 2011
The Corcoran City Council met on July 28, 2011, at City Hall in Corcoran, Minnesota.
Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor
Gmach, and Councilor Milbrandt. Also present were City Administrator Donahue, City
Planner Lindahl, City Engineer VanderTop, Corporal Hamilton, Director of Public Safety
Gormley, and City Clerk Heinecke.
Mayor Guenthner called the meeting to order at 7:00 pm.

MOTION: made by Milbrandt seconded by Cossette to approve the agenda as
presented
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

6. Planning Business
a. Planner Lindahl presented a report regarding Savoie Request for 2nd Plat
Extension (City file 07 -011).
MOTION: made by Gmach seconded by Cossette to approve Resolution 2011-
35 with change to 3b as identified.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Planner Lindahl presented a report regarding Custom Filtration
Conditional Use Permit Amendment and Site Plan Amendment at 7219
CR 116 (26- 119 -23 -41 -0004)
MOTION: made by Gmach seconded by Asleson to approve Ordinance
Amendment 2011 -260 as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
MOTION: made by Cossette seconded by Gmach to approve the Resolution
2011 -33 as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
MOTION: made by Cossette seconded by Asleson to approve Resolution 2011-
34 as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.

MOTION: made by Gmach seconded by Cossette to approve
• Draft Minutes of Council Meeting of 07/14/11
• Approval of 2012 Assessment Agreement with Southwest
Assessing (Rolf Erickson)
• Resolution 2011 -36 Temporary Gambling Permit St. Thomas the
Apostle
as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
c. Council discussed the need for alternatives to the Storm Shelter
Improvement plan as presented. Staff was directed to review and advise
possible alternatives.
MOTION: made by Asleson seconded by Milbrandt to table approval of presented
Strom Shelter Improvement plan pending additional information.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
10. Staff Reports /Memos
a. Andy Berg of Abdo, Eick & Meyers answered the council's questions
about fund balance requirements and fund balance reserve percentage.
b. Council Gmach is reviewing the draft Employee Handbook; will forward to
council when review is complete.
c. Planning Update report received — no action taken
11. Unfinished Business
a. Sewer and Water Project
MOTION: made by Cossette seconded by Gmach to Authorize a Feasibility
report for the TIF Infrastructure Sewer and Water Project prepared to be
consistent with the Chapter 429 assessment process.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
b. Council discussed the Public Works Facility Update memo from the city
engineer, along with the need for an independent land appraisal.
MOTION: made by Milbrandt seconded by Asleson to order an appraisal of the
city land south of city hall and the property at Co Rd 10 and Trail Haven.
Ordering the appraisal of Trail Haven property is contingent on the property
owner's interest in selling the property.
Voting Aye: Guenthner, Asleson, Cossette, and Milbrandt
Voting Nay: Gmach
(Motion carried 4:1).
c. Council approved Monday, 08/15/11 for Special Council Meeting- Budget
Workshop

a. Council approved solicitation of Request for Proposals (RFP) for Building
Official Services
b. Council approved solicitation of Request for Proposals (RFP) for
Recycling Services

MOTION: made by Asleson seconded by Milbrandt to approve escrow claims as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).

MOTION: made by Cossette seconded by Gmach to approve building inspection
claims as presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.

MOTION: made by Milbrandt seconded by Asleson to approve all other claims as
presented.
