HomeMy WebLinkAbout2011-07-14 - Council MinutesCity of Corcoran City Council Meeting Minutes July 14, 2011 The Corcoran City Council met on July 14, 2011, at City Hall in Corcoran, Minnesota. Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Gmach, and Councilor Milbrandt. Also present were City Administrator Donahue, City Attorney Carson, Corporal Hamilton, Public Works Superintendent Meister, and City Clerk Heinecke. Mayor Guenthner called the meeting to order at 7:00 pm. 1. Call to Order /Roll Call 2. Pledge of Allegiance 3. Agenda Approval MOTION: made by Milbrandt seconded by Cossette to approve the agenda as presented Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). 4. Open Forum - None 5. Presentations a. Susan Blood presented the annual report for Northwest Hennepin Human Services Council. She thanked council for the city past participation and asked council to consider continued support. 6. Planning Business a. Council acknowledged receipt of Zoning Ordinance and Zoning Map Amendment update process memo prepared by the city planner. Scheduled a joint meeting with the Planning Commission on August 4, 2011. 7. Engineering - None 8. Public Hearing - None 9. Consent Agenda a. Draft Minutes of June 23, 2011 MOTION: made by Milbrandt seconded by Asleson to approve the June 23, 2011 Draft Council Meeting Minutes as presented Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). b. Resolution 2011 -27 Temporary Liquor License, St. Thomas the Apostle Church MOTION: made by Gmach seconded by Cossette to approve Resolution 2011 -27 as presented Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). 10. Staff /Commissions Reports /Memos /Correspondence a. Council discussed receipt of Overweight Truck Enforcement report - no action taken b. Council acknowledged receipt of Draft Minutes of Parks and Trails Commission Meeting of June 28, 2011 — no action taken 11. Unfinished Business a. Council discussed adopting the Peddlers and Solicitors Ordinance as presented. Council agreed to table adopting of the ordinance at this time. b. Public Works Facility Councilor Asleson presented a summary of the steps taken to date to identify potential property for a public works facility. Council discussed next steps and directed staff to evaluate the Kerber property on Cty 10 and Trail Haven. c. Council discussed a draft Maple Grove Water Agreement — no action taken City of Corcoran City Council Meeting Minutes July 14, 2011 d. Council discussed proposed Financial Guidelines and requested more information from city auditors — no action taken 12. New Business a. Chad Robran of the NW Area Jaycees' requested designation of Corcoran Country Daze as a Corcoran Community Festival. MOTION: made by Milbrandt seconded by Asleson to approve Resolution 2011 -32 as presented Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). b. Council discussed scheduling a budget workshop August 15, 2011; final decision on date will be made at 7/28/11 council meeting. c. Council discussed various financial reports received. MOTION: made by Gmach seconded by Cossette to approve changes to 2011 CIP schedule as presented on page 3 of recommendation submitted on Administrators report. Voting Aye: Guenthner, Asleson, Cossette, Gmach, Voting Nay: Milbrandt. (Motion carried 4:1). 13. Claims as Presented a. Escrow Claims (Fund #500) MOTION: made by Milbrandt seconded by Asleson to approve escrow claims as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). b. Building Inspections Claims — None c. All Other Claims As Presented MOTION: made by Cossette seconded by Asleson to approve all other claims as presented Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0). MOTION: made by Milbrandt seconded by Asleson to adjourn. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0).
