City Council Meeting Minutes
February 10, 2011 - 7:00 PM
The Corcoran City Council met on February 10, 2011, at City Hall in Corcoran,
Minnesota. Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette,
Councilor Gmach, and Councilor Milbrandt. Also present were City Administrator
Donahue, City Engineer Vander Top, and Director of Public Safety Gormley. Mayor
Guenthner called the meeting to order at 7:00 pm.

MOTION: made by Milbrandt, seconded by Asleson to approve the agenda with
discussed additions.

Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0).
4. Open Forum
Carolyn Holford -9220 Foxline Drive. Ms Holford requested the council consider a
solicitation ordinance.

a. Plat Extension to Nov. 1, 2011 - Kelly's West Oaks (PC 07 -003) Resolution
2011 -08
MOTION: made by Gmach, seconded by Cossette to approve Resolution 2011 -08 as
presented
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0).
Council discussed the possibility of this being the last extension on the plat agreement.

MOTION: made by Milbrandt, seconded by Gmach to approve consent agenda items a
through d and f as presented.

Council discussed the possibility of this being the last extension on the plat agreement.
MOTION: made by Milbrandt, seconded by Gmach to approve Resolution 2011 -11,
requesting tax forfeited property in the City of Corcoran for public purpose. (PID 18 -119-

MOTION: made by Milbrandt, seconded by Gmach to approve Resolution 2011 -12,
requesting tax forfeited property in the City of Corcoran for public purpose. (PID 08 -119-
23 -23 -0012)
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0).
Council did not pass Resolution 2011 -09 and 2011 -10 as this land is owned by the
county. The city must have an approved project for these properties before the county
will transfer ownership.
10. Staff Reports /Memos
a. Public Safety — Annual Employee Reviews — Council acknowledged receipt —
No action taken
b. Development Review Committee (DRC) Report — Council acknowledged
receipt — No action taken
c. Ordinance Updates — Council acknowledged receipt — Administrator Donahue
confirmed $10,000 of a Met Council grant is still available. Administrator and
Planners will provide a plan for completion.
11. Unfinished Business
a. TIF Workshop
Engineer VanderTop presented a review of previously provided information on
sewer and water routes. Also presented were options related to forced sewer
mains or gravity sewer mains Council discussed the pros and cons of all options
and agreed to only pursue further the gravity sewer main option. Council further
agreed to pursue options regarding water lines to run parallel sewer lines.
Engineer VanderTop to provide more detailed information on gravity sewer line
and provide a time line of next steps. Engineer VanderTop will also initiate
discussions with financial advisors regarding detailed project costs, and options
for financial policies.

presented.

15. Closed Meeting — Mayor Guenthner recessed the regular meeting at 9:07 to enter into a
closed meeting to discuss the city public works facility — No action taken
