Call to Order / Roll Call The Corcoran City Council met with the Corcoran Planning Commission on January 6, 2011, at City Hall in Corcoran, Minnesota. Present were Mayor Guenthner, Councilor Gmach, and Councilor Milbrandt, Councilor Elect Cossette, Councilor Elect Asleson. Also present were Planning Commissioners: Hank, Ellinger, Laddusaw, Krueger, Ravnholdt, Jacobs, and Alt. Commissioner Kadlec. Representing staff were: City Administrator Donahue, Director of Public Safety Gormley, Planner Lindahl, and Consultant Goodroad (arrived at 8:25 pm). Mayor Guenthner called the meeting to order at 7:33 pm. 2. Pledge of Allegiance. Recited at the opening of the Planning Commission regular meeting which preceded this meeting. 3. Oath of Office. City Administrator administered the Oath of Office to Mayor Elect Ken Guenthner, Councilor Elect Asleson, and Councilor Elect Cossette. After the oaths were recited and the signed statements were recorded, all three took their seats at the City Council dais. 4. Open Forum. None 5. Approval of: a. Agenda. MOTION: made by Gmach, seconded by Milbrandt to approve the agenda as presented. Voting Aye: Guenthner, Gmach, Milbrandt, Cossette, and Asleson. (Motion carried 5:0). b. Minutes of December 2, 2010. Cossette had a question on 5.a.ii regarding the word "incentive" in that paragraph and what was the correct word to use in this instance as it did not seem to fit. Guenthner suggested that the correct word would be incent. MOTION: made by Milbrandt, seconded by Cossette to approve the minutes with the noted change. Voting Aye: Guenthner, Gmach, Milbrandt, Cossette, and Asleson. (Motion carried 5:0). 6. Unfinished Business. None 7. New Business a. Commercial, Industrial, and Mixed Use Draft Zoning and Development Ordinance. Planner Lindahl started off by presenting letters from residents sent to the city. They are: i. Carrie Ferdinant ii. Chas Billin iii. Alex Gredzens Planner Lindahl gave a PowerPoint presentation which highlighted and summarized the draft commercial, industrial and mixed use ordinances that were to be discussed by the Joint Council/Planning Commission. b. Mixed Use Districts - comments by Council members (CC) and Planning Commissioners (PC): 1 of 3 City of Corcoran City Council Minutes January 6, 2011 • Detailed standards- where come from (staff blended in "guidelines" for downtown found in current ordinance appendix). CC asked how consistent these are with neighboring cities; these set the initial bar -we don't want to be too restrictive. • CC stated that mixed use design portion is pretty detailed- will this allow for innovative concepts? Staff answered yes. • Planner noted that performance standards for Commercial and Industrial districts are separate in design standards- what is proposed in Mixed Use districts is using what is largely contained in "guidelines" in the existing Appendix. • CC questioned residential step up- how does this work with handicap assessable requirements? • PC asked -can City take lead role of supply and demand to manage amount of specific uses? CC responded it is up to free market. • CC emphasized the both bodies should keep focused on broad issues with district drafts -then come back to specific language changes. • CC asked about seasonal outdoor retail of 120 days- do we want to continue? Consensus was that there is a need to make nursery language consistent in all districts. • PC questioned C -1 setback to arterials- is this okay? Staff needs to check neighboring cities. Where existing -how to get additional ROW if arterial is done? • CC question: C -1 maximum acreage size? Does it make sense to keep accessory dwellings in C -1? • CC question: C -1- hotel as permitted or conditional use? • Staff should update and add definitions: commercial recreation & entertainment; day cares; hotel /motel; obnoxious products; specialty school. • CC question: CR district- age limit with accessory units. What about apartment unit in storage facilities? • CC commented that in the CR District, 70% impervious is too high- what about 50 -60 %? • CC question: Downtown mixed use- combine purpose and intent; building design- why recommending including? • CC reminded everyone that ordinances won't really be tested — sets the standards - changes could be made at any time. Asked Planners to bring back a schedule for final reviews /approvals or drafts. • CC added that we don't have a real good feel for what this criterion really gives you when development actually occurs- staff responded - look at different developments (newer) in surrounding cities- similar standards. Examples: Arbor Lakes, Plymouth Station, Golden Valley- Winnetka and Hwy 55; St Louis Park - Excelsior and Grand. 8.
