APPROVING PRELIMINARY PLAT FOR ROBERT COLEBANK FOR "COLEBANK
FARMS" ON PROPERTY LOCATED AT 21105 COUNTY ROAD 30
WHEREAS, Robert Colebank has requested approval of a preliminary plat to allow
the creation of two lots on the 80-acre property legally described as follows:
That part of Lot 1, Block 3, The Bluffs of Corcoran, which lies easterly
of the following described line: Commencing at the northwest corner of
said Lot 1, thence on an assumed bearing of north 88 degrees 12
minutes 20 seconds east along the westerly segment of the north line
of said Lot 1 a distance of 782.82 feet to an angle point in said north
line, and the point of beginning of the line being described; thence
south 1 degree 47 minutes 40 seconds east to the south line of said
Lot 1, and said line there ending.
ALSO
Lot 14, Block 2, The Bluffs of Corcoran, except that part which lies
easterly of a line drawn south parallel with the east line of the
northwest quarter of the southeast quarter of Section 10, Township
119 North, Range 23 West of the 5th Principal Meridian, from a point on
the north line of said northwest quarter of the southeast quarter distant
340 feet west, as measured along said north line, from the northeast
corner of said northwest quarter of the southeast quarter.
ALSO
The north half of the southwest quarter of Section 10, Township 119
North, Range 23 West of the 5th Principal Meridian, EXCEPT the west
46 acres and the east 34 acres thereof.
WHEREAS, the Planning Commission has reviewed the preliminary plat at a duly
called Public Hearing and recommends approval, and;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORCORAN, MINNESOTA, that it should and hereby does approve
the request by Robert Colebank for a preliminary plat, subject to the following
conditions:

1. A preliminary plat is approved to allow the creation of 2 lots, in accordance
with the plans and application received by the City on April 12, 2004, except
as amended by this resolution.
2. The park dedication shall be cash-in-lieu of dedication for one new lot and
shall be due prior to filing the final plat. The park dedication fee shall be 10
percent of the value of the new Lot 1, with a maximum park dedication fee of
$5,000.
3. The applicant shall comply with any Hennepin County requirements for
dedication of right-of-way or trail easements along County Road 30.
4. The Building Inspector must approve the soil percolation tests and septic
system designs prior issuance of building permits. A primary and secondary
septic site must be staked prior to beginning any construction on site.
5. A certified inspector must approve the existing septic system to ensure
compliance with Rule 7080 and City standards. The septic system on the
farm must be brought up to standard to include a primary and secondary site.
6. All drainage and utility easements must be staked, surveyed and properly
recorded prior to beginning any work on site.
7. The landowner shall comply with the Wetland Conservation Act.
8. No wetland impact is approved.
9. Two building rights remain on Lot 2.
10. Access to Lot 2 shall be provided from Sunny Hill Drive.
11. The preliminary plat approval is valid for one year from the date of approval.
