RESOLUTION REQUESTING 0.600 MGD IN THE SOUTH
CORCORAN BRANCH OF THE ELM CREEK INTERCEPTOR
WHEREAS,the Elm Creek Interceptor and associated lateral trunk interceptors including the Southwest
Interceptor, "South Corcoran Branch"as named in the Facility Plan, in Maple Grove are currently being
planned and designed and portions will be bid and constructed in the spring of 2000; and
WHEREAS,the City of Maple Grove has requested a design flow from the City of Corcoran for the
Southwest Interceptor by the end of February,2000 and a cost sharing agreement by the end of March,
2000; and
WHEREAS,the City of Corcoran is currently engaged in the review and development of a City
Comprehensive Plan update including the projection of future waste water flows;and
WHEREAS,the City of Corcoran is currently allocated 1.1359 Million Gallons per Day(MGD),Average
Daily Flow(ADF)via three"Branches"in the Elm Creek Interceptor Facility Plan including the Southwest
Interceptor;and
WHEREAS,the capacity allocated to the City of Corcoran in the Southwest Interceptor, is only 0.1283
MGD,ADF;and
WHEREAS, the City of Corcoran desires to reserve a minimum capacity of 0.600 MGD,ADF in the
Southwest Interceptor and that this Interceptor be constructed and maintained as part of the Metropolitan
Council Environmental Services(MCES)collection system;and
WHEREAS,the Metropolitan Council and communities served by the Elm Creek Interceptor will be
participating in a capacity reallocation study for the entire Elm Creek Interceptor Service Area.
NOW THEREFORE,the City Council of the City of Corcoran ordains as follows:
1. The 1.1359 MGD,ADF capacity allocated to the City in the Elm Creek Interceptor Facility Plan
be reallocated and distributed as follows:
a. Hassan Branch: The City is currently allocated 0.8111 MGD,ADF via this branch. The
allocated capacity will be reduced to 0.536 MGD,ADF.
b. North Corcoran Branch: The City is currently allocated 0.1966 MGD, ADF via this
branch. The allocated capacity will be reduced to 0.00 MGD,ADF.
c. South Corcoran Branch(or Southwest Interceptor): The City is currently allocated
0.1283 MGD,ADF via this branch. The allocated capacity will be increased to 0.600
MGD,ADF.
2. The City will work with the Metropolitan Council,Hassan Township,the City of Rogers,the City
of Dayton,and the City of Maple Grove in defining the future requirements of the Hassan Branch
as a Metropolitan Council Interceptor.
3. The City will work with the City of Maple Grove in defining the future requirements of the North
Corcoran Branch as an intercommunity sewer.
4. The City will work with the City of Maple Grove and the Metropolitan Council in defining the
requirements of the South Corcoran Branch(or the Southwest Interceptor)as a Metropolitan
Council Interceptor.
5. The City will work with all communities in the Elm Creek Interceptor service area and the
Metropolitan Council in the Capacity Reallocation Study. The City will request additional
capacity to be allocated in the Hassan Branch.
6. The City will work to complete the Comprehensive Plan in accordance with the Metropolitan
Council Guidelines and Smart Growth practices.

Whereupon said resolution was declared carried.
