Parks & Trails Commission Agenda Memo September 18, 2012 To: P & T Commissioners From: Dan Donahue, City Administrator Regarding: Administrator Notes to P & T Commission Meeting Agenda 4) Open Forum 5) Presentations 6) City Development Review -None 7) Old /Unfinished Business. Hennepin County Youth Sports Grant. Applications for the next round of grants are out and if we are to apply, they have to be in by October 5t" The Commission talked about re- applying for the Field Netting. I put the two quotes in the packet for your review. The max we can receive is $10,000. Anything above that is up to the city, the Commission, the CAA, and the service clubs. The Commissioners need to give me direction as this has to go forward immediately if we are to apply. 8) New Business a) Soccer Association b) Men's Softball League. Two issues have re- surfaced. One is the misuse of alcohol and tobacco by the league players. Every Thursday morning, our PW staff has to go into the park and clean up the mess left behind. The other issue is the need (I believe) for the city to be less forgiving regarding the men's league use of the field, fees they pay (or don't pay), and the need for an escrow. Present: Commissioners Trish Krueger, Tom Anderson, Val Nybo, Judith Strehler, Rachel Tessmer, Kevin Dale, Chad Robran, Tom Anderson, Absent: None Others attending: Council Liaison Milbrandt, City Administrator Donahue, Director of Public Safety Sean Gormley, Police Lt. John Hamilton, and resident Tim Faatz 1) Convene Regular Parks & Trails Commission Meeting — Chair Krueger called the meeting to order at 7:05 pm in the Corcoran Community Center 2) Pledge of Allegiance 3) Approval of: a) Agenda. Motion by Anderson, seconded by Nybo to approve the agenda as presented. Voting Aye: All (Motion carried 8:0) b) Minutes of 05.15.12 Meeting. Motion by Nybo, seconded by Anderson to approve the meeting minutes as presented. Voting aye: All (Motion carried 8:0) 4) Open Forum -None 5) Presentations -None. 6) Development Review -None 7) Old Business a) 2012 Parks Work Plan i) Tennis Court Repairs. Donahue updated Commission. Lions Club has donated $7,200 for repairs of the courts. Work to be completed in June. ii) Ball Field Netting. Reviewed bids from Town and Country Fence for $7,600 and North Star Fence for $15,836. Motion by Robran and seconded by Dale to recommend approval of the bid submitted by Town and Country Fence for $7,600. Voting aye: All (motion carried 8:0) [Subsequent discussion concluded that the bid by Town and Country Fence may not offer sufficient height above the existing outfield fence - Donahue to discuss with Pat Meister and advise the Commission at next meeting]. iii) Ball Field Lighting. Bid of $9,360 submitted by Milow Electric, Inc. [the original contractor for the field lighting] to install field lighting control to disconnect field lights via a weekly timer. Robran suggested that a timer was needed rather than a weekly clock and that the bid was too high. Commissioners asked that staff investigate further to find a less costly solution such as a timer. iv) Pavilion Sign. Donahue informed Commission that the signs have been ordered. v) Park entrance Signs. Donahue informed Commission that the three entrance signs have been ordered as requested by the commission and approved by the City Council. Installation will occur in June. 8) New Business - Police Department. Chief Gormley and Lt. Hamilton discussed their department's involvement with parks related matters. They said they have experienced very little in criminal or mischief type calls over the last year. As for actual 911 calls, there were none. Commissioners discussed the outstanding response by the police when there are concerns. Officers will continue to monitor the use of alcohol in the parks. 9) Subcommittee & Miscellaneous Reports a) City Liaison. Council Member Milbrandt provided information on: i) Sewer and water project, approved and on the option to extend into downtown ii) Public Works Facility iii) 2013 Budget iv) Five Year finance Plan v) Council elections vi) Street Improvement proposals b) Corcoran Athletic Association (CAA). Dale updated the Commission on the Athletic Association: i) The 2012 Summer met all expectations and overall he said it was a great year ii) Girls softball teams also worked out to expectations iii) Dale explained how youth teams are put together iv) There was discussion on the "youth free" policy of the city. The CAA does pay the city the $10 fee they assess for each out of city registrant. v) Robran expressed a desire for the Commission to review the "kids free" policy prior to next Spring vi) Discussion overall fees. Commissioners expressed a desire to review all fees received by the city that are park related. vii) Anderson expressed interest in establishing a more formal relationship with the Soccer Association. Robran also agreed. After more discussion, Robran was asked to invite the Soccer officials to the next P & T meeting c) Park dedication Fund. Reviewed by Commission, no comments 10) Other Business a) Updates by Robran on the Corcoran Daze activities. b) Robran indicated that the lady providing the Concession Trailer would like to attend the next P & T meeting and present the Commission with a donation. 11) Announcements. Voting Aye: All (Motion carried 8:0) Meeting adjourned at 9:00 p.m. Next Meeting: September 18, 2012 at 7:00 p.m. Respectfully Submitted, Daniel Donahue City Administrator 2 Hennepin Youth Sports Program Request for Proposals 2013 Facility Grants Background Hennepin County is seeking local government units interested in developing facilities for youth sports or recreation. Legislation authorizing the building of Target Field allows Hennepin County to grant up to $2 million dollars each year to Hennepin County communities to assist with developing these facilities. These grants, which began in 2009, will be made through the Hennepin Youth Sports Program. Purpose The purpose of the facility grants is to allow municipalities, park districts or school districts to create, expand or improve athletic or recreational facilities to enhance opportunities for youth participation. No grant awards may be used for ongoing expenses, such as programming services or operating and maintaining the facilities. Charter schools and youth sports organizations must enlist a local government unit to submit an application. If the land is privately owned, the owner must agree to a covenant with the local government unit to ensure public access to the facility. Criteria These criteria will be among those considered in evaluating facility grant applications: • Partnerships among local government units and between local government units and non - profit organizations • Ratio of matching funds and in -kind contributions to the amount requested • Development of new and improved athletic and recreational opportunities • User population characteristics and the number of youth served • Inclusion of environmental improvements Hennepin Youth Sports Program RFP 2013 • Sustainability, including the availability of ongoing operating and maintenance funds • Equitable distribution throughout Hennepin County Examples The following are examples of potential projects: • Baseball and softball fields • Soccer, football and lacrosse fields • Tennis courts • Hockey rinks • Playgrounds • Skate parks Partnerships Hennepin County will favor proposals that create, enhance and support partnerships among public entities as well as those between public entities and private organizations. Operating agreements that provide opportunities that do not currently exist in the community, bring new users to the facility, or expand hours and programs will be preferred. Grant Amount Awards will range from $10,000 to $325,000. Applicants are required to provide some matching funds or in -kind contributions. The ratio of matching funds to requested funds will be a criteria considered in awarding the grants. The awards are paid as reimbursement after the local government unit submits documentation showing the project is completed and the project costs are paid. Equipment Grants Background In 2011, the Hennepin County Board of Commissioners approved an equipment grant program, which allows youth sports organizations to apply for grants to purchase capital equipment relating to youth sports activities and recreation. Up to $125,000 will be granted in both a fall and a spring grant cycle. Purpose The purpose of the equipment grants will be to improve playability, sustain sports facilities and promote stronger relationships between local government units and youth sports organizations. No grant awards may be used for ongoing expenses, such as programming services, operating expenses, materials or regular maintenance labor. All equipment must be for association or 2 Hennepin Youth Sports Program RFP 2013 team use — items worn or used by just one person are not allowed. Youth sports organizations and other private associations must enlist a local government unit to submit the application. Criteria These criteria will be among those considered in evaluating equipment grant applications: • Population characteristics and the number of youth served by the organization • Ratio of matching funds to the amount requested • Organizations should be in good standing with their communities and have a tradition of providing quality sports programming • To the extent possible, grants will be awarded to a mix of various sports and recreational activities and distributed to communities throughout Hennepin County Examples The following are examples of the types of equipment covered by the grant program: • Field maintenance equipment • Pitching machines • Goals • Backboards • Nets • Sleds and dummies Partnerships A youth sports organization or other private association must have a local government unit, such as a city, school district or park district, submit the application. The local government unit pledges to act as a fiscal agent for the grant and agrees to ensure the grant is used for its intended purpose. Grant Amount Awards will range from $1,000 to $10,000. Matching funds are encouraged, but not required. Funds will be granted for up to the full amount of the equipment. The awards are paid as reimbursement to the local government unit after the equipment has been purchased. General Information Grant Administrator The Hennepin County Board of Commissioners has contracted with the Minnesota Amateur Sports Commission to administer the application and evaluation process.
