A RES��UTION APPRQVING A PRELIMINARY PUD (PI�ANNED UNIT
DEVELOPMENT) PLAN FOR CORCORAN LIONS AND CORCORAN L10NS
FDUNDATION FOR PROPERTY LOCATED WEST OF CQUNTY ROAD 1p1 AND
SOUTH QF COUNTY ROAD 10 (PfD 25-119-23-41-001 AND 25-119-23�44-0405)
WHEREAS, the Corcoran Lions and the Corcoran Lions Foundation have requested
approval of a preliminary PUD de�elopment plan for property legally described as
follows:
A!! that part of th� east half of the northeast quarfer of the southeast quarter of
Section 25, Township � 99 North, Range 23 West of fhe Fifth Principal Meridian,
lying south of fhe Minneapolis and Monticella Road
And

Abstract Property
WHEREAS, the Planning Comrnission has reviewed the request at a dufy called Public
Hearing and recommends approvai, and;
NQW, THEREFORE, BE IT HEREBY RESOLV�D BY THE CiTY COUNCIL OF THE
CITY OF CORC�RAN, MiNNESOTA, tha# it should and hereby does approve the
request �y Corcoran Lions an� Carcoran Lians �oundation for a prelimi►�ary PUD
de�elo�menf p�an, subject ta the following conditions:
1. A prefiminary PUD development plan is approved to alfow developrrient, in
accardance with the plans ar�d applicatian received by th� City an April 21, 2009,
anc! the revisions recei�ed an August 4, 2009, except as amended by this resolution.
2. Develapment standards for #he PUD shall be as indicated an the plans and
appfication recei�ed on April 21, 2009 and fF�e supplemental information pravided by
the applicanf, including the revisions received on August �, 2009, except as
arnended by this resolution.
3. PUD flsxibility is granted fio allow:
a. Reduced front yard setbacks for fencing and vehicle stnrage as shawn on
the plans, �
b. Seasonal motar vehECfe on the existing gravel and landscaped areas
rather than on an improved surface

4. The allowed uses shall include:
a. Spo�tir�g events
b. Festivals, carnivals and fairs
c. Motor cross, demo derby and car s�ows
d. Animal and li��stock exhibits
e. Haunted House
f. Open air conc�rts
g. Dances
h. Similar e�ents for local organizatians such as 4-H or other private organizations
i. Other uses similar to the above listed entertainm�n�lr�creational uses
j. Associated accessory uses, such as ever�t parking and food sales
k. Temporary outside vehicle storage {November �-March 31 each year} accessary
to the principal recreationlent�rtai�ment uses of Lions Park by the Corcoran
Lions and Corcaran �.ions Foundation.
5. Temporary outside motor vehicle storage shall be allowed as shown on the plans,
except as amended by this resolution and subject to the following:
a. Outs�de storage of vehicles shalf only be allowed in #he locations shown or�
the plans.
b. The south bank of parking shown on the �lans s�all be eliminated.
c. Up to $16 �ehicles may be stored on site.
d. Outside storage of �ehicles shali be allowed November 1-March 31 of each
year.
e. Outside storage shall be allowed #or late model {less than 4 years old)
vef�icles only. No salvage vehicles are permitted.
f. Na vehicle maintenance ar repair shali be alEawed on site.
g. A management plan shall be submifted #o the city for re�iew and approval.
This plan shall include information about how fihe storage area will be
maintained, including snow starage areas and methods to be used to
manage tracking of mud or snow fram the site onto public streets.
h. Vehicles shall only be transported to and from the site between the hours of
8:00 a.m. and 7:00 p.m.
�. The plans must be revised to show the location of the temporary security trailer and
submitted #or City staff review anc{ approval. Th� building must comply with all
setE�acks for the A zoning district and al� other ordinance standards.
7. Any change to fhe listed uses shall require a PUD Amendment.
8. Approval is conting�nt upon City Council approval of the requested rezoning to PUD.
9. The extension af municipal sanitary sewer and rnunicipal water is not required ta
serve this site with t1�e existing and proposed uses.

Landscaping and L,ighting
10. No new lighting is proposed at this time. All lighting shall be shielded to prevent
glare and light trespass, as required by Section 1040.040 of the ordinance.
11. The vehicle storage shall be screened to a height of 6 f�et on #he sauth and east
side of the temporary vehicle storag� area as required by Section 1060.070 (J} of the
Zoning Ordinance. This screening should be accomplished throug� fencing,
landscaping or a combinatiar� thereof. fn addition:
a. The berm shown on the sast side of the property sha�l be a minimum of 8 feet
high.
b. Opaque vegetative screening is required on the east.
c. The applicant shall work with staff #o revise the plans to meet these
requirements.
DrainagelStorm Water Management
12. The devefoper m�st comply with ail concEitions from Elm Creek Watershed
Manag�ment Commission �istricf.
13. If the site is not properly maintained according fia a maintenance plar� to be submitted
for review and approvai by the City Engineer, the City may contract far this
maintenance and pass those costs along to the property owner.
14. A wetla�d mitigation plan has been appraved by Efm Creek Watersf��d Management
Commission �istrict. No wekland fill is proposed or appro�ed.
15. The plans shali be revised fo identify the w�tland buffer manuments as required by
Section 1050.010 of the Zaning Or�inance.
36. The de�eloper must instafl wetland buffer monuments prior to installing fencing,
staring vehicles or making any other impra�emenis.
Miscellaneous
17. The access easements to fhe cell tower sites are proposed to be relocated. Prior to
beginning improvements on the site, the applicant mus# pravide a copy of the
�acated easements and new �asements for city review and appro�al. The applicant
shall file �he new easement at Hennepin County and provide proof of recording to the
city.
� 8. Building permits are required prior to any construction. Alf new construction shalf
comply with the building standards oufilined in Section �060.050 of th� Zoning
Ordinance (bu�lding standards).

19. The applicant must pr�pare a management plan that includes main#ena�ce of clear,
accessible drive aisles for emergency vehicles during al� times of temporary vehicle
siorage.
20. The plans and mai�tenance plan must be reviewed and approved by the Fire
Marshall tor emergency vehicle access.
21. The applicant shall comply with all conditians in the City Engineer's memo dated
Jurte 30, 2009.
22. Construction of all impro�ements must be commenced within ane year of approval af
the PU� rezoning unless the applicant requests and is granted an extension by the
city cauncil.
