CORCORAN CITY COUNCIL MINUTES
SPECIAL MEETING
JANUARY 20, 1983
CALL TO ORDER /ROLL CALL
ursuant to due call and notice a special meeting of the Corcoran City Coun-
cil -was held on Thursday, January 20, 1983 at 6:00 p.m.
Mayor Schutte called the meeting to order 'at 6 :15 p.m. All Council members
were present. Also present were Gary Domstrand, George Hudok, Bob Krei and
Bob Derus.
1983 SALARY NEGOCIATIONS:
- he Council discussed various personnel matters, as they relate to the Police
Department, with George Hudok and Gary Domstrand. OVA*\ �2�•� " ;^ -tom
On a motion by Ruppert, seconded by Gmach to adopt the followingVpersonnel
policy and wage changes effective January 1, 1983:
Sldk Leave
10 days per year for full -time employees after the first year of employment
with -a maximum total of 720 hours accummulation. Upon termination, an
employee is paid 50% of accummulated sick time.
Funeral leave:
3 days paid for mother, father, children or spouse
2 days paid for brother or sister
Police Clothing Allowance:
Fulltime Officers-4300-00 per year Part,time Officers - $150.00 per year
Vacation:
End.of 6 years = 2 weeks'l day,
End of 7 years = 2'weeks.2 days
End of 8 years = 2 weeks 3 days
End of 9 years = 2 weeks 4 days
End of 10 years = 3 weeks
Compensation Time:
Court time worked should be taken as compensation time." Court standby:
If an officer is on court standby, the City pays for 1 hour straight time
(comp time). Any officer claiming court stndby must record slip of standby
equest with payroll officer.

Police 1983 Wage:
Both officers and chief get a 47� per,hour increase (5 %) plus an ,increase
of 2% to cover the increased P.E.R.A. deduction, this percentage would
stay in effect only as long as the increased 2% deduction is taken out.
Road 1983 Wage:
Across the board 5% raise plus 2% increase as long as increased 2% deduction
is taken out.
The foregoing motion carried, all members voting aye.

At'8F40 Harold Schut te opened the meeting for public hearing on the vacation
of the public right of way described as: That particular'cartway as laid
out and traveled across the Southwest Quarter of the Southeast Quarter of
Section 15 and across the Northwest Quarter of the Northeast Quarter of

Section 22, all in Township 119 North, Range 23 West of the 5th Principal
Meridian.
Cathy Cain asked how the City could vacate a road which we don't own in the
first place. The City said that there was some doubt as to whether it was
a City road and were going through the process so there would be no question.
There were some other comments about road vacations in general.
O.n.a motion by Kluck, seconded by Theis, to adopt Resolution 1983 -3, vacating!
the public right of way described as: That particular cartway as laid out
and traveled across the Southwest Quarter of the Southeast Quarter of Section
15 and.acroas the Northwest Quarter of the Northeast- Quarter of Section 22,
all in Township 119 North, Range-23 West of the 5th Principal Meridian, motion
carried, all voting aye.
On a motion by Theis, seconded by Kluck to maintain the road as.a class 3
road only if a turn around is provided by the owners.of the back parcel, motion
-.carried, all voting aye.

At 8:35 p.m. the meeting was opened for public hearing on the proposed vaca-
tion of the right -of -way described as: That particular cartway al laid out
and traveled across the South Half- of- the,,Northeast Quarter of Section 14,
Township 119 North, Range 23 West of the 5th Principal Meridian except the
North 330 feet of the East 330 feet thereof, (Toomey driveway).
Mrs. Toomey was at the meeting to ask if the road is vacated what would happen
if they wanted to build or develop off the road. The Council suggested a
private driveway agreement could be used:
On a motion by Theis, seconded by Ruppert to close the hearing at 8:36 p.m.
motion carried, all voting aye.
On a motion by Theis, seconded by Ruppert, to adopt Resolution 1983 -4 to
vacate the public right -of -way described as: That particular cartway as
laid out and traveled across the South Half of the Northeast Quarter of
Section 14, Township 119 North, Range23 West of the 5th Principal Meridian
except the North 330 feet of the East 330 feet thereof, motion carried,
all voting aye.

Mayor Schutte opened the meeting for public hearing on the proposed vacation
of the public right of way described as: That particular cartway as laid
out and traveled across the Northeast Quarter of the Northwest Quarter of
Section 214, Township 119 North, Range 23 West of the 5th Principal Meridian.

Mr.: Alfred Schutte stated that the 1st -k mile is deeded to the City. The
Council stated that it was not their intention to vacate that part. On a
motion by Kluck, seconded by Ruppert, to close the hearing at 8:45 p.m.,
motion carried all voting aye.
On a motion by Kluck, seconded by Ruppert to vacate the public right -of -way
described as: That particular cartway as laid out and traveled across the
Northeast Quarter of the Northwest Quarter of Section 24, Township 119 North,
Range 23 West of the 5th Principal Meridian, motion carried, all voting aye.
On a motion by Theis, seconded by Ruppert to maintain the firs3t,j mile
(approximately) zo property line of the Schutte cartway,v pro{vided a turn-
around is provided by the owner, motion carried, all voting aye.

At :50 p.m. Mayor Schutte opened the meeting for public hearing on the
proposed vacation of the public right -or -way described as: That particular"
cartway as laid out and traveled across the Northeast Quarter of the North -
west Quarter of Section 16, Township 119 North, Range 23 West of the 5th
Principal Meridian. (Sehanno Driveway)
Mr. Schanno stated that he has been maintaining the road and does not see
any problem with continuing to maintain it. On a motion by Ruppert,
seconded by Gmach to close the hearing at 9:52 p.m., motion carried, all
voting aye.
On a motion by Kluck, seconded by Theis to vacate the public right -of -way
described as: That particular cartway as laid out and traveled across the
Northeast Quarter of the Northwest Quarter of Section 16, Township 119
North, Range 23 West of the 5th Principal*'.Merdian, motion carried, all
voting aye.
On a motion by Theis, seconded by Gmach to not maintain the remaining
Public right -of -way since the City has not in the past and since Mr.
Schanno has agreed to take care of the road, motion carried, all voting
aye.

CORCORAN TRAIL MAINTENANCE
A brief discussion took place regarding the dedication to the public
of Corcoran Trail West and East. The Council directed,Tgorus to report
at the next meeting in regard to this.
1983 SALARY NEGOCIATIONS
The Council again discussed that fulltime police working on holidays
were paid-at a double time rate.
Civil Defense 1983 Wage:
The Council raised the Civil Defense Director's wage $10.00 per month
to $720.00 a year.
Permanent Office /Administrative Assistant:
On a motion by Theis, second by Gmach to hire a permanent, part -time
(9:00 a.m. to 1:00 p.m.) office administrative assistance at a rate of
$4.00 per hour, with a 90 day probation period, at which time the rate
would be $4.50 per hour, motion carried all voting aye. The Council
directed Derus to contact Ruth Colebank to see if she would be inter-
ested in the position. George Gmach offered to help screen applicants.
TELEPHONE LINES AND ANSWERING MACHINE
The ouncil suggested now with extra help, Derus should look into an
additional phone /phone line and the purchase of an answering machine.
ADMINISTRATIVE WAGES 1983
On a motion by Kluck, second by Theis to set the 1983 Administrator
wage at $9.62 per hour, motion carried all voting aye. The Administrator
was also directed to prepare a management by objective plan for further
monitary incentives. On a motion by Ruppert, second by Gmach, to raise
the planner's wage 47� per hour and to pay an additional 2$ to cover
the P.E.R.A. increased deduction, motion carried, all voting aye.

V- PLOW /PUBLIC WORKS PURCHASES
The City discussed the purchase of certain items for the road
department. The Council directed the road department to do an
inventory on the road department, come up with a shopping list
of tool needs and bring quotes to Council for approval of the
purchase. On a motion by Kluck, second by Ruppert to set $500.00
as a maximum purchase that the road department can make without
coming to the City Council,, motion carried, all voting aye. On a
motion by Kluck, second by Theis, to approve the purchase of a
V -plow with quick connect hitch, from Falls Equipment Company at
a cost of $3,425.00 for the plow and $1,760.00 for the hitch,
motion carried, all voting aye.

all voting aye.

Member Kluck introduced the following resolution and moved its
adoption:
RESOLUTION NO. 1983 -4 -B 1� cop

WHEREAS, the City of Corcoran has determined that it is
in the public interest to examine certain cartways and roadways
(right -of -ways) within the City to ascertain whether any public
purpose is served by said right -of -way; and
WHEREAS, the City Council has reviewed the following
described right -of -way:
That particular cartway as laid out and traveled across
the Northeast Quarter of the Northwest Quarter of Section
16, Township 119 North, Range 23 West of the 5th Principal
Meridian.
WHEREAS, the City has held a public hearing with respect
to the vacation of the above - described right -of -way and has
notified all persons legally entitled to notice of said hearing;
and
WHEREAS, at said public hearing there was no objection
expressed as to the vacation of the above - described right -of-
way; :.arid
WHEREAS, the City Council finds that there is no useful
public purpose served by maintaining the right -of -way above
described.
NOW, THEREFORE, BE IT RESOLVED that the following described
right -of -way:
That particular cartway as laid out and traveled across
the Northeast Quarter of the Northwest Quarter of Section
16, Township 119 North, Range 23 West of the 5th Principal
Meridian,
is hereby vacated and the City Clerk is directed to forward
a certified copy of this resolution and a notice of completion
of proceeding to the County to be officially entered on the
County transfer record.
