HomeMy WebLinkAboutResolution 2013-29 - Approving Site Plan Amendment and CUP Lano Equipment (RESCAN THIS)City of Corcoran County of Hennepin State of Minnesota RESOLUTION NO. 2013 -029 Motion By: Asleson Seconded By: Thomas Ju A RESOLUTION APPROVING A SITE PLAN AMENDMENT AND CONDITIONAI PERMIT FOR NEW A ACCESSORY BUILDING FOR LANG EQUIPMENT AT Z: HIGHWAY 55 (31- 119 -23 -34 -0007) WHEREAS, the landowner has requested approval of a conditional use permit and amendment to allow construction of a new accessory building on a commercial pr property legally described as follows: That part of the east half of the southwest quarter of Section 31, Township 119 Range 23 west of the principal meridian lying easterly of the westerly 413.00 fe east half of the southwest quarter and lying southerly of the following described Commencing at the southwest corner of said east half of the southwest quarter on an assumed bearing of north 00 degrees 25 minutes 29 seconds east, alonc line of said east half of the southwest quarter, a distance of 056.38 feet to the p beginning of the line to be described; thence south 89 degrees 22 minutes 34 s east, parallel with the south line of said east half of the southwest quarter, a dis 1329.29 feet to the east line of said east half of the southwest quarter and said terminating. Subject to a permanent easement for highway purposes over the east 50.00 fe( that portion of State Highway No, 55 as laid out and traveled. A conditional use permit and site plan amendment is approved to allow a new 5.0 foot accessory building, in accordance with the application received by the City of 2013 and additional information received on May 13, 2013, except as amendE resolution, based on the finding that the conditional use permit standard in Section have been met. a. A conditional use permit to allow up to a 7,000 - square foot accessory build; 1,000 square feet is allowed based on the following findings and conditions: i. The conditional use permit standards are met to allow an accessory L excess of 1,000 square feet. ii. The building would allow interior storage of material and equipment reducing the amount of outside storage on site. iii. The lean -to must be eliminated from the building or enclosed because tl would be an expansion of outside storage and display beyond the existing conforming condition. b. A conditional use permit to allow an accessory building with a 16 -foot sidevti 13'6" is the maximum allowed is approved based on the finding that the sidewall height is required to store the equipment sold by Lano Equipment. c. A conditional use permit to allow more than 20% metal siding is allowed bas, finding that the metal building is compatible with the existing buildings in the vi would be consistent with the quality, durability and value intended by the ordina building plans shall be revised to comply with the terms of the discussion at the City Council meeting regarding material /elevation improvements on the south, west elevations which include from the roof line down the exterior wall: ■ Steel at the peak ■ A bank of windows in the middle portion with steel siding 4' of rock/stone at the base The revised plans shall be submitted for staff review and approval. d. A conditional use permit to allow a metal roof is allowed based on the followint and conditions: i. Color samples for all building elements are provided for City review and app ii. The applicant provides materials to show that the roof material meets MN Code requirements. iii. The applicant provides materials to show that the roof will have concealed f= iv. The applicant provides information to show that the roof will be cc thickness /weight. v. The applicant provides information to show that the roof is treated wit applied color coating system against any fading or degradation. Provide a landscape plan with a minimum of 6 overstory trees and 22 shrubs all ordinance requirements in Section 1060.070 regarding details, species, pla variety, etc. for review and approval by the City. c. Provide a landscape to show seeding or sodding in disturbed areas as re Section 1060.070, d. Lighting details must be submitted to ensure compliance with the Zoning s requirements. e. Provide a revised site plan ensuring compliance with MN Fire Code for rE approval by the City. f. Compliance with the City Engineer's memo dated May 30, 2013. g. Material samples and detailed cut sheets must be provided for all propose+ materials. 5. Prior to beginning the site work, the applicant /landowner must: a. Silt fence must be installed prior to beginning construction. b. Electronic files of the plans shall be submitted to the City in AutoCAD format. c. Submit a financial guarantee for the proposed work as outlined in Section Subd. 9 of the Zoning Ordinance. 6. Approval shall expire within one year of the date of approval unless the commences the authorized use and completes the required improvements.
