TIF Workshop Minutes
May 23, 2013 - 7:00 PM
The Corcoran City Council met on May 23, 2013, at City Hall in Corcoran, Minnesota. Present
were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, and Councilor Lynch. Also present
were City Administrator Donahue, City Engineer Torve, City Engineer VanderTop, and City Clerk
Heinecke.
1. Call to Order
Mayor Guenthner called the workshop to order at 6:00 pm.
2. Agenda Approval
MOTION: made by Thomas, seconded by Asleson to approve the agenda as presented.
Voting Aye: Guenthner, Asleson, Cossette, Lynch, Thomas
(Motion carried 5:0)
3. TIF Project Discussion
Council along with City Administrator Donahue, Tammy Omdal (Northland Securities), Kirsten
Barsness, and City Engineer Torve discussed TIF project options.
1. $73,000 - $100,000 to reduce Infrastructure Planning fund (402) deficit balance
2. $20,000 2030 Comprehensive Plan Design Guidelines
3. Downtown /Commerce Street Area Sewer/Water Project
Staff Direction:
• Report of Available Administrative Dollars
• Update Multi Year Financial Plan
• Modify TIF Plan
• Create Utility Fund
• Draft Utility Policy
• Draft Sewer and Water Ordinance
• Draft Area Charge Estimate for SE area (06/13/13)
• Spreadsheet identifying basic description and costs of 3 Downtown Sewer/Water projects
Council:
• Can TIF be used to reduce Shannon Lane balance
• Forecast budget impact of City Administrator change
• Memo related to garbage hauling
• Wenck to pursue refining option 4 of Trail Haven project
• Maple Hill Community Center — Project Book and Contract memo
• MS4 Public Hearing prep
• Mike Patnode planning memo
MOTION: made by Thomas, seconded by Lynch to adjourn.
Voting Aye: Guenthner, Asleson, Cossette, Lynch, and Thomas.
