City Council Meeting Minutes
March 14, 2013 - 7:00 PM
The Corcoran City Council met on March 14, 2013, at City Hall in Corcoran, Minnesota.
Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Lynch, and
Councilor Thomas. Also present were City Administrator Donahue, City Planner Lindahl, City
Engineer VanderTop, Director of Public Safety Gormley, and City Clerk Heinecke
Mayor Guenthner called the regular meeting to order at 7:00 pm.
1. Call to Order/ Roll Call
2. Agenda Approval
MOTION: made by Cossette, seconded by Asleson to approve the agenda as presented.
Voting Aye: Guenthner, Asleson, Cossette, Lynch and Thomas.
(Motion carried 5:0)

5. Consent Agenda
a. Draft Minutes of 02/28/13 Council Meeting
MOTION: made by Lynch, seconded by Cossette to approve the consent agenda as presented.
Voting Aye: Guenthner, Asleson, Cossette, Lynch and Thomas.
(Motion carried 5:0)
6. Claims as Presented
a. Escrow Claims (Fund #500)
MOTION: made by Thomas, seconded by Cossette to approve escrow claims as presented.
Voting Aye: Guenthner, Asleson, Cossette, Lynch and Thomas.
(Motion carried 5:0)
b. All Other Financial Claims
MOTION: made by Thomas, seconded by Cossette to approve all other financial claims as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Lynch and Thomas.

9. Unfinished Business
a. City Administrator Search
1. Richard Fursman presented a report to council on the search process for a city
administrator. Mayor Guenthner called a special council meeting for May 16, 2013 to
review city administrator candidates provided by Mr. Fursman.
2. The council continues to work on a Transition and Consulting Agreement with City
Administrator Donahue.
b. TIF Projects Workshop
TIF consultant Kirstin Barsness led a discussion with input from City Engineer
VanderTop on the potential TIF eligible projects previously identified by the council. With
input from the audience, a TIF expenditure wish list was created. Ms. Barsness will take
the wish list and provide a report for council identifying:
1. Permitted projects
2. Projects that fit in the budget
