HomeMy WebLinkAbout2012-10-11 - Council MinutesCity of Corcoran City Council Meeting Minutes October 11, 2012 - 7:00 PM The Corcoran City Council met on October 11, 2012, at City Hall in Corcoran, Minnesota. Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Gmach, and Councilor Milbrandt. Also present were City Administrator Donahue, City Attorney Carson, City Engineer Torve, Public Works Superintendent Meister, Director of Public Safety Gormley, and City Clerk Heinecke. Mayor Guenthner called the regular meeting to order at 7 :00 pm. 1. Call to Order/ Roll Call 2. Pledge of Allegiance 3. Agenda Approval MOTION: made by Milbrandt, seconded by Gmach to approve the agenda as presented with the following addition. 11 b. iii. Purchase of Property Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt, (Motion carried 5:0) 4. Open Forum -None 5. Presentations -None 6. Planning Business - None 7. Engineering - None 8. Public Hearing -None 9. Consent Agenda a. Draft Minutes of September 27, 2012 Council Meeting MOTION: made by Milbrandt, seconded by Asleson to approve September 27, 2012 council meeting minutes as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) b. Fire Arms Safety Donation Resolution 2012 -59 MOTION: made by Gmach, seconded by Cossette to approve Resolution 2012 -59 "Approval of a Donation to the Firearm Safety Program" as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) 10. Staff Reports/ Memos /Commissions a. Parks & Trails Commission -Draft minutes of September 18, 2012 received — no action taken. 11. Unfinished Business a. Sewer and Water Project — Engineer Torve gave a verbal report on the progress of the Sewer and Water Utility Project. MOTION: made by Milbrandt, seconded by Asleson to approve SR Weidema Pay Request #2 Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) Council member Cossette asked council if council is interested in pursuing a Downtown sewer project or lift station in the park. PW Facility Pat Hank 9425 Trail Haven Rd., Concerned with signing a contract with an architect when many decisions need to be made before the "meter starts running ", There are a lot of questions yet to be answered. i. Architect Contract MOTION: made by Milbrandt, seconded by Asleson to approve the proposed AIA contract with Oertel Architects Ltd. Council discussed Motion amended by Milbrandt, seconded by Gmach to include the incorporation of the items on the September 27, 2012 memo and $800.00 reimbursable expenses in section 11.8.2 of the proposed AIA contract in the contract to be signed. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) ii. Construction Manager Contract MOTION: made by Milbrandt, seconded by Gmach to approve Ebert Construction contract as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) iii. Property Purchase MOTION: made by Milbrandt, seconded by Cossette to authorize the expenditure of $190,396.86 October 15, 2012 for the Roehike property purchase. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt, (Motion carried 5:0) c. 2013 Budget i. Wage and Benefit Package for 2013, verbal report by Administrator Donahue. Council discussed and directed staff to provide council with additional information at the 10/25/12 council meeting. ii. Proposed Adjustment to Draft 2013 Budget, verbal report by Administrator Donahue. Rev 6 of 2013 Draft Budget distributed to council members. d. Performance Review Process for City Administrator and Director of Public Safety. Council received a confidential packet of information from City Administrator and Director of Public Safety as part of the annual review process. 12. New Business a. Establishing Public Hearing Date for Certifying Delinquent Fees to County MOTION: made by Gmach, seconded by Milbrandt to set November 8, 2012 as Public Hearing date for 2012 Delinquent Charges. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) b. Community Development Project, verbal report from Administrator Donahue — no action taken. c. Request to Amend Conditional Use Permit Approved in Resolution 1996 -39, verbal report from City Attorney Carson. Staff to initiate ordinance amendment. MOTION: made by Milbrandt, seconded by Asleson to suspend enforcement pending amendment to ordinance. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. Building Inspections Claims -None c. All Other Claims As Presented MOTION: made by Milbrandt, seconded by Asleson to approve all other claims as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) 14. Unscheduled Items - None 15. Review of Upcoming Council Meeting Agenda a. City assessment policy 16.
