Present were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Gmach, and Councilor Milbrandt. Also present were City Administrator Donahue, City Attorney Carson, City Engineer Torve, and Public Safety Director Gormley. Mayor Guenthner called the regular meeting to order at 7:00 pm. 1. Call to Order 1 Roll Call 2. Pledge of Allegiance 3. Agenda Approval MOTION: made by Gmach, seconded by Milbrandt to approve the agenda as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) 4. Open Forum -None S. Presentations -None 6. Planning Business -None 7. Engineering Mayor Guenthner directed Wenck Engineering to explore the possibility of paving just Trail Haven Rd. Engineer Torve responded with general road fund guidelines. Staff to review the model and present to council for consideration. 8. Public Hearing Mayor Guenthner opened the public hearing at 7:17pm a. $4.0 M Issuance of General Obligation Capital Improvement Bonds Paul Donna, Northland Securities presented a report on the issuance of a General Obligation Capital Improvement Bond, Financial Plan summary and CIP Bond Issuance. Betty Lange 9515 Co Rd 19, How much is this going to cost me? Bill Halverstaedt, 6420 Old Settlers Rd, Where are you going to get the money? Dorothy Theis 9530 Cain Rd, What is our total indebtedness now? How much do we pay in debt service each year? This building is not going in the proper place. Herman Kashmarek 20550 Co Rd 10, Full disclosure on how much this is all going to cost us. Why two wells and sewage when sewer and water are coming in on the land next to city hail? Employee travel time. Joanne Faue 21033 Horseshoe Tr., Agree with the sewer and water right down the road, land is available next to city hall. Betty Lange 9515 Co Rd 19, What will happen to the Cain Rd property? Cindy Patnode 22802 Co Rd 50, Agree the building should be on property next to city hall. Dick Theis 20575 Co Rd 10, Building should be built on the property south of city hall. Dan Lange 9515 Co Rd 19, How many knew about the opportunity to get the Hennepin County Building in Burschville? We should not be talking about 4 million dollars. What would be wrong with having an old fashioned building committee? Eliminate the high price architect. Do we have to do a 4 million dollar facility? How much will we spend yearly on upkeep and maintenance? Ed Kothrade 20140 Co Rd 30, Why couldn't this be brought up at the general election? Let the people decide. Dorothy Theis, 9530 Cain Rd, Medina bought the old Budweiser building, way more space than they need. Mutual agreement with other cities, maybe we could rent space for off season equipment. Connie Dorweiler 23260 Co Rd 10, What are the pros having the building on Co Rd 19? Agrees with Mr. Lange regarding using residents to plan the building. Loren Leuer, Westside Tire, Consider making a deal with the county for salt /sand. Tammy Omdahl, Northland Securities presented a report on a Five Year Finance Plan MOTION. made by Gmach, seconded by Cossette to adopt the Five Year Finance Plan as presented. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) c. Approval of Resolution 2012 -46 Approving Capital Improvement Plan (GP); Preliminary issuance of Bonds MOTION: made by Cossette, seconded by Milbrandt to approve Resolution 2012 -46 Approving Capital Improvement plan; Preliminary Issuance of Bonds. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) d. Approval of Resolution 2012 -47, Issuance and Sale of approximately $4,000,000 General Obligation Capital Improvement Plan Bonds MOTION: made by Cossette, seconded by Gmach to approve Resolution 2012 -47, Issuance and Sale of approximately $4,000,000 General Obligation Capital Improvement Plan Bonds Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) e. Approval of Resolution 2012 -48, Issuance and Sale of Approximately $445,000 on General Obligation Equipment Certificates of Indebtedness MOTION: made by Gmach, seconded by Milbrandt to approve Resolution 2012 -48, Issuance and Sale of Approximately $445,000 on General Obligation Equipment Certificates of Indebtedness. Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt. (Motion carried 5:0) f.
