City Council Meeting Minutes
June 14, 2012
The Corcoran City Council met on June 14, 2012, at City Hall in Corcoran, Minnesota. Present
were, Mayor Guenthner, Councilor Asleson, Councilor Cossette, Councilor Gmach, and Councilor
Milbrandt. Also present were City Administrator Donahue, City Engineer Torve, Public Safety
Director Gormley, and City Clerk Heinecke,
Mayor Guenthner called the regular meeting to order at 7;00 pm.

3. Agenda Approval
MOTION: made by Milbrandt, seconded by Gmach to approve the agenda with the following
addition.
10g. Brockton interchange meeting report
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
4. Open Forum
Richard Larson 9600 Ridge Dr, Great River Energy is trimming below the power line and removing
vegetation that does not need to be removed. Councilor Gmach suggested Mr. Larson contact
Wright Hennepin Board of Directors for assistance.
David Bakke 23805 Co Rd 10, Received an invoice for 2012 recycling, he does not recycle. His
driveway is .3 of a mile long; he is unable to bring the cart down the driveway. He objected to the
fee associated with a burn permit. His property value continues to go down but his taxes continue to
go up. What does the Met Council do for the people of Corcoran? He would like to see the city opt
out of participation with the Met Council, Mayor Guenthner responded that recycling is mandated by
the county. Corcoran does not have the option to opt out of the recycling requirement or
participation with the Met Council. Further, the city charges a fee for all permits issued.

8. Public Hearing- Stormwater Pollution Prevention Plan (SWPPP)
Mayor Guenthner opened the public hearing at 7:12. Susan Nelson, Wenck Associates presented
the background of the SWPPP permit and confirmed the city is in compliance.
Greg Ebert 20604 Co Rd 10, why is Corcoran required to participate in this permit process? Mr.
Ebert was encouraged to provide written comment.
David Bakke 23805 Co Rd 10, "Too much government"
MOTION: made by Milbrandt, seconded by Cossette to approve close the public hearing.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
Mayor Guenthner closed the public hearing at 7:24

MOTION: made by Milbrandt, seconded by Cossette to approve the following as presented

c. Mobile Radio Purchase
MOTION: made by Cossette, seconded by Gmach to approve Mobile Radio Purchase as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
10. Staff Reports / Memos /Commissions
a. 2012 Performance Report received, no action taken
b. Public Safety -- Firearms Safety Program report received. Mayor and Council thanked the
Police Department for their commitment to the Firearms Safety Program.
MOTION: made by Cossette, seconded by Milbrandt to approve Resolution 2012 -24 "Recognizing
Firearms Safety Program" as presented.
Voting Aye: Guenthner, Asleson, Cassette, Gmach, and Milbrandt.
(Motion carried 5:0).
c. Draft Minutes of May 15, 2012 Parks & Trails Meeting received, no action taken
d. 2012 Alcohol Compliance report received, no action taken.
e. Public Safety Director Gormley reported on Lt. Hamilton BCA Recognition. Mayor and
Council congratulated Lt. Hamilton on his recognition.
f. Code Enforcement Update received, no action taken.
g. Councilor Cossette provided a verbal report on a Brockton Interchange meeting, no action
taken.
h. Mayor Guenthner referenced the annual Met Council population report. Met Council
reported Corcoran population as 5390.
11. Unfinished Business
a. Sewer and Water Project bid results were reviewed by City Engineer Torve. Formal
awarding of the contract will take place at the June 28, 2012 meeting,
b. City Engineer Torve presented PW Facility report. Oertel Architects will attend the June 28,
2012 council meeting with additional information.
c. Resolution 2012 -30 Reimbursement
MOTION: made by Cossette, seconded by Gmach to approve Resolution 2012 -30 "Declaring the
Official Intent of the City to Reimburse Certain Project Expenses from Bond Proceeds" as
presented.
Voting Aye: Guenthner, Asleson, Cossette, Gmach, and Milbrandt.
(Motion carried 5:0).
