HomeMy WebLinkAbout2026-03-19 Parks and Trails Commission Minutes1 Corcoran Parks and Trails Commission Minutes March 19, 2026 - 7:00 pm The Corcoran Parks and Trails Commission met on March 19, 2026, at City Hall in Corcoran, MN. Present were Commissioners Anderson, Christenson, Nybo, and Schmidt. Absent: Commissioners Erzberger, Strehler, and Walsh. Present at City Hall was Parks and Recreation Manager Christensen Buck and Community Development Administrative Assistant Gellman. 1. Call to Order / Roll Call Chair Christenson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chair Christenson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval Motion: Made by Anderson, seconded by Christenson, to approve the agenda as amended for the March 19, 2026, Parks and Trails Commission Meeting. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) 4. Minutes Motion: Made by Anderson, seconded by Christenson, to approve February 19, 2026, minutes. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) 5. Open Forum – Public Comment Opportunity (None). 6. Presentations a. Kariniemi Orchards Preliminary Plat (moved from 8.a.) Parks and Recreation Manager Christensen Buck presented the Staff Report. Sanna Kariniemi, 20795 Larkin Road, Applicant, provided details on the on the applicant’s desired location of the proposed trail. 2 Paul Otto, Otto Associates, provided details on the floodplain, tree canopy location, and other details about the different location options. Motion: Made by Christenson, seconded by Schmidt, to recommend approval of Option 2 for Trail Access Location and Option 3 for Trail Construction Location. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) 7. Unfinished Business a. Chairperson and Vice-Chairperson Election Motion: Made by Nybo, seconded by Anderson, to elect Phil Chirstenson as Chairperson and Gary Erzberger as Vice-Chairperson of the Parks and Trails Commission to a 1-year term. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) b. Parks and Trails Plan Pre-Work Parks and Recreation Manager Christensen Buck presented the Staff Report. The Commission gave feedback on the Corcoran Park Vision and feedback to staff to revise the vision statement. The Commission gave feedback on expectations from HKGi to help develop the Parks and Trails Plan such as updating information in the plan over time. Parks and Recreation Manager Christensen Buck said she would provide the Commission examples of plans HKGi assisted other Minnesota cities with. The Commission provided staff with feedback on how the future plan could prioritize development of parkland. 8. New Business b. Commissioner Training Motion: Made by Anderson, seconded by Christenson, item 8.b. was laid on the table. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) 9. Reports/Information a. Planning Project Update Community Development Administrative Assistant Gellman gave a brief update. b. Parks, Recreation, and Trails Update Parks and Recreation Manager Christensen Buck presented the Parks, Recreation, and Trails Update. 10. Subcommittee & Miscellaneous Reports a. Garden Club Report Commissioner Anderson gave a brief update. 3 b. Park Dedication Fund Parks and Recreation Manager Christensen Buck supplied the most recent Park Dedication Fund numbers. 11. Other Business/Announcements 12. Adjournment Motion: Made by Nybo, seconded by Schmidt, to adjourn the March 19, 2026, Parks and Trails Commission meeting.
