Present were Commissioners Christenson, Anderson, Nybo, and Schmidt. Absent: Commissioners Erzberger, Strehler, and Walsh. Present at City Hall was Parks and Recreation Manager Christensen Buck and Community Development Administrative Assistant Gellman. 1. Call to Order / Roll Call Chair Christenson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chair Christenson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval Motion: Made by Anderson, seconded by Christenson, to approve the agenda as amended for the March 19, 2026, Parks and Trails Commission Meeting. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) 5. Open Forum – Public Comment Opportunity (None). 6. Presentations a. Kariniemi Orchards Preliminary Plat (moved from 8.a.) Parks and Recreation Manager Christensen Buck presented the Staff Report. Sanna Kariniemi, 20795 Larkin Road, Applicant, provided details on the on the applicant’s desired location of the proposed trail. 3 2 Paul Otto, Otto Associates, provided details on the floodplain, tree canopy location, and other details about the different location options. Motion: Made by Christenson, seconded by Schmidt, to recommend approval of Option 2 for Trail Access Location and Option 3 for Trail Construction Location. Chairperson and Vice-Chairperson Election Motion: Made by Nybo, seconded by Anderson, to elect Phil Chirstenson as Chairperson and Gary Erzberger as Vice-Chairperson of the Parks and Trails Commission to a 1-year term. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) b. Parks and Trails Plan Pre-Work Parks and Recreation Manager Christensen Buck presented the Staff Report. The Commission gave feedback on the Corcoran Park Vision and feedback to staff to revise the vision statement. The Commission gave feedback on expectations from HKGi to help develop the Parks and Trails Plan such as updating information in the plan over time. Parks and Recreation Manager Christensen Buck said she would provide the Commission examples of plans HKGi assisted other Minnesota cities with. The Commission provided staff with feedback on how the future plan could prioritize development of parkland. 8. New Business b. Voting Aye: Anderson, Christenson, Nybo, and Schmidt (Motion carried 4:0) Submitted by Seth Gellman, Community Development Administrative Assistant 5 STAFF REPORT Agenda Item: 6.a Council Meeting: April 16, 2026 Prepared By: Jessica Christensen Buck, Parks and Recreation Manager Seth Gellman, Community Development Administrative Assistant Topic: Commissioner Training Action Required: Information Only Summary Below is the tabled item and report from the March 19, 2026, Parks and Trails Commission meeting. Once per year, staff provides a training for the Parks and Trails Commission. This presentation provides an overview of the role, responsibilities, and expectations of the Parks and Trails Commission, as well as the policies and planning documents that guide park and trail development within the City. The training reviews the Commission's purpose as an advisory body to the City Council and outlines how meetings are conducted, including the use of agendas, work sessions, and standard procedures like Robert's Rules of Order and open meeting law requirements. Additional topics include park dedication, relevant policies and ordinances, and the role of long-range planning documents such as the Comprehensive Plan. During the meeting, staff will review each section of the presentation and provide additional details, examples, and opportunities for questions. Chair Christenson and Vice-Chair Erzberger were voted to continue serving in their respective roles for the upcoming year. Vice-Chair Erzberger was not in attendance at the March 19 meeting, however, staff followed up with him to confirm his willingness to continue serving in the role. Staff received confirmation from Vice-Chair Erzberger that he accepts the appointment and will continue serving as Vice-Chair for the next year. Council Action No action required. 30 STAFF REPORT Agenda Item: 8.a Council Meeting: April 16, 2026 Prepared By: Jessica Christensen Buck, Parks and Recreation Manager Topic: Hennepin County Youth Activity Grant Application Action Required: Approval Summary The Public Works team has identified two project components on the eastern parcel of Heritage Park that are eligible for grant funding through the Hennepin County Youth Activity Grant. This grant was also previously awarded for the Heritage Park project. The proposed grant application would support drain tile work on Lions Field to address ongoing drainage issues and updates to the hockey rink boards to improve safety and usability for recreational activities. The Hennepin County Youth Activity Grant application deadline is May 7, and staff are seeking a recommendation to City Council to apply for the grant in advance of the deadline for these projects. Options 1. Recommend approval to City Council to apply for the Hennepin County Youth Activity Grant for the proposed Heritage Park eastern parcel improvements. 2. Provide alternative direction to staff regarding the grant application. 3. Decline. Recommendation Recommend approval to City Council to apply for the Hennepin County Youth Activity Grant for the proposed Heritage Park eastern parcel improvements. Council Action Recommend City Council approve applying for the Hennepin County Youth Activity Grant for drain tile improvements on Lions Field and hockey rink board updates on the eastern parcel of Heritage Park. 31 STAFF REPORT Agenda Item: 9.a Council Meeting: April 16, 2026 Prepared By: Seth Gellman. The following is a status summary of active planning projects: 1.M&J Creekside Interim Use Permit & Site Plan (PID 08-119-23-23-0017) (City File 25-026). Margaret and John Fernandez request approval of a site plan and interim use permit to allow the operation of a wine tasting room at 23020 County Road 30. The operation would consist of wine sales, production, and processing. This item was reviewed by the City Council during the October 23, 2025, regular session. After some discussion, the Council approved the IUP and Site Plan with the conditions that the maximum number of guests be limited to 88, the hours of operation be limited to 12pm-9pm Thursday through Saturday, and 12pm-6pm on Sundays, and additional screening to be provided along the northwest and south sides of the parking lot. The applicants have also requested approval of an after-the-fact variance from the Shoreland Overlay District standards for a structure that was constructed within the minimum setback area from Rush Creek. Council reviewed this item during the February 26, 2026, meeting. The discussion included a recap of the previous approvals for the IUP, and a clarification on the accessory structures that would remain if the variance was approved. After some discussion, the Council approved the requested variance. 2.Phil’s Quality Auto Site Plan & Variance (PID 26-119-23-11-0029) (City File 25- 030). Phil’s Quality Auto request approval of a Site Plan and Variance to allow the expansion of their parking lot within the minimum front yard setback area at 7590 Commerce Street. This item was reviewed and approved by the City Council during the November 25, 2025, meeting. Following the meeting, the applicant met with staff to discuss the project further. The applicant submitted a request for additional variance 33 Page 2 of 3 from the setback requirements and drive aisle width for paving and expanding the parking areas on the lot. The public hearing for this item was held during the January 6, 2026, Planning Commission meeting. After some discussion, the Commission motioned to recommend approval of the request. This item approved by the Council on January 22, 2026. 3.Woodland Hills Easement Vacation (PID 36-119-23-33-0037) (City File 25-042). Hanson Builders request vacation of a portion of a drainage and utility easement located at 19714 63rd Place. Council approved this item during the January 8, 2026, meeting. 4.St. Therese Phase 2 Site Plan (PID 24-119-23-32-0004) (City File 25-043). Saint Therese of Corcoran submitted a site plan for phase 2 of their campus, which would consist of 36 additional units at 19800 79th Place. Part of the request included an approval to allow the applicant to utilize the City-owned land on County Road 116 for construction staging. The Planning Commission reviewed this item during the February 5, 2026, meeting. After some discussion, the Planning Commission voted 3:0 to recommend approval of the site plan. The City Council reviewed this item during the February 26, 2026, meeting. The discussion included the applicants satisfying their landscaping requirements off-site on the adjacent parcel along County Road 116, as well as the development of the northern spur of the linear park. The Council voted to approve the Site Plan as presented. 5.Kariniemi Orchards Preliminary Plat (PID 11-119-23-21-0002) (City File 25-044). Nate Kariniemi submitted a preliminary plat application for a 12-lot subdivision at 20400 County Road 30. This item is complete for City review and is scheduled for the April 2, 2026, Planning Commission meeting. 6.Springs at Corcoran Preliminary Plat, Preliminary PUD, Rezoning (PID 12-119- 23-13-0007) (City File 26-001). Continental 928 Fund, LLC. Request approval of a preliminary plat, preliminary Planned Unit Development (PUD), and rezoning to allow the construction of 294 market-rate rental units at 19330 County Road 30. The site is currently zoned General Mixed-Use. The applicant is requests the site be rezoned to Planned Unit Development (PUD), with an underlying zoning district of GMU. This item is not complete for City review and is not currently scheduled for any upcoming meetings. 7.Lindberg ADU (PID 21-119-23-23-0001) (City File 26-002). Heidi Lindberg requests approval of a Conditional Use Permit to allow the construction of an. accessory dwelling unit that exceeds 960 sq. ft. and is less than 1,200 sq. ft. at 8301 Strehler Road. This application is complete for City review and is scheduled for the April 2, 2026, Planning Commission meeting. 8.Ulfers Garage CUP (PID 04-119-23-34-0001) (City File 26-003). John Ulfers requests approval of a Conditional Use Permit to allow the construction of an accessory building with a sidewall height of 16 ft. in the side yard of 22085 Oakdale Drive. This application is complete for City review and is scheduled for the April 2, 2026, Planning Commission meeting. 9.Wiseman Garage CUP (PID 24-119-23-31-0008) (City File 26-004). Allan Dorney Construction MN LLC requests approval of a Conditional Use Permit to allow the construction of an accessory building with a sidewall height of 12 ft. in the front yard of 7938 Maple Hill Road. This item is under review for completeness and is not currently scheduled for any upcoming meetings. 34 Page 3 of 3 10. Brockton Business Park Phase 2Wiseman Garage CUP (PID 24-119-23-31-0008) (City File 26-006). Hemple Development requests approval of phase 2 of their Light Industrial Development, “Brockton Business Park”. The second phase would construct the eastern building, which consists of 252,120 square feet of office/warehouse space. This item is complete for City review and is scheduled for the April 23, 2026, City Council meeting. 11. Vogt Site Plan (PID 36-119-23-32-0011) (City File 26-007). Samuel Vogt requests approval of a site plan to allow for a reduced front setback from a County Road, through the installation of additional landscaping, at 6550 County Road 116. This application is under review for completeness and is not currently scheduled for any upcoming meetings. 35 STAFF REPORT Agenda Item: 9.b Council Meeting: April 16, 2026 Prepared By: Jessica Christensen Buck, Parks and Recreation Manager Topic: Parks, Recreation, and Trails Update Action Required: Information Only Summary Youth spring baseball is starting on April 27, with programming taking place on the east side of the park while the larger parts of construction on the west side finish. 140 participants are registered to play this spring between t-ball, coach pitch, and machine pitch. Youth soccer registration opened on Monday, April 6, with the season starting in early July. At this time, the western side of the park is anticipated to have limited access to areas that are ready for the public due to construction wrapping up. Heritage Park will be re-opening in phases to allow consideration for construction, safety, and access. Certain areas of the park will be re-seeded within the final steps of the project. These areas will need time to re-establish before they're available for public use. Staff is working through mitigation options to address the previously mentioned concerns, while still providing access to the public as areas are available. Council Update March 26, 2026, City Council Meeting Resolution 2026-25 Appointment of Program Coordinator Amelia Zdechlik City Council accepted resolution 2026-25 to hire Amelia Zdechlik for the 2026 Program Coordinator position. 6i. Heritage Park Remaster - Change Order #13 City Council approved a change order to produce a vector file of the City logo, to be used for the park building, in the amount of $411.31. 6j. Parks and Trails Commissioner Resignation City Council accepted the resignation of Commissioner Walsh from the Parks and Trails Commission. April 9, 2026, City Council Meeting 6c. See My Legacy - Quarterly Acceptance Resolution City Council approved a resolution accepting a $2,506.00 donation from Katherine Drivas. 6d. CenterPoint Easement - Heritage Park City Council approved an easement for CenterPoint to provide service to the Heritage Park Building. 6j. Heritage Park Improvements - Pay Request #8 (Building) City Council approved the pay request for $165,995.20 to Valint Construction Services. Council Action 36 STAFF REPORT Agenda Item: 10.a Council Meeting: April 16, 2026 Prepared By: Jessica Christensen Buck, Parks and Recreation Manager Topic: Garden Club Report Action Required: Information Only Summary There are still trees available for residents who may be interested in requesting trees, and community members are encouraged to reach out to Parks and Recreation Manager Christensen Buck or Community Development Administrative Assistant Gellman if they would like to reserve any remaining options. Staff received confirmation from Wright County Soil and Water Conservation District that tree pickup is approaching. Residents who reserved trees will be able to pick them up from the City on Saturday, April 25 at Heritage Park. Additional information has been sent to those with reservations outlining specific pickup times based on last name to help ensure an organized and efficient distribution process. Anyone interested in assisting with the tree handout is welcome and encouraged to participate. Volunteers can help with organizing and distributing seedlings during the event. Financial/Budget The Northwest Area Jaycees donate to cover the cost of the trees, as well as the nursery stock dealer certificate.
