Planning Commission Update
Parks and Trails Commission Update
At the April 2, 2026, Planning Commission Meeting:
New Business included:
Site Plan Amendment and Variances for Landscaping at Red Barn Pet Retreat (City File 24- 007): The applicant, Daniel Benjamin,
submitted a request for a Site Plan amendment and two Variances related to landscaping standards for rock mulch and the use of
non-native species in the Northeast District for his business, Red Barn Pet Retreat. The Commission recommended denial of both
variances 4-0 and was referred to the City Council.
Ulfers Garage CUP (City File No. 26-003): John Ulfers, the applicant, requested approval of a conditional use permit (CUP) to allow
an accessory structure with sidewalls that would exceed the limit of 10 feet in the side yard on the applicant’s property. The
Commission recommended approval 4-0 with additional coniferous landscaping to the south and east of the garage and was
referred to the City Council.
Wiseman Garage CUP (City File No. 26-004): Allan Dorney Construction MN Inc, on behalf of the applicant, requested approval of a
conditional use permit (CUP) to allow an accessory structure with sidewalls that that would exceed the limit of 10 feet in the front
yard on the applicant’s property. The Commission recommended approval 4-0 and was referred to the City Council.
Lindberg ADU CUP (City File No. 26-002): Heidi Lindberg, the applicant, requested approval of a conditional use permit (CUP) to
allow an accessory dwelling unit (ADU) on her property that would exceed 960 square feet. The Commission recommended
approval 4-0 and was referred to the City Council.
Kariniemi Orchards Preliminary Plat (City File No. 25-044): The applicant, Olipa, LLC, requested approval of the “Kariniemi Orchards”
development, which would allow the creation of seven single-family lots on the farmland surrounding 20400 County Road 30. The
Commission recommended approval 4-0 and was referred to the City Council.
At the April 16, 2026, Parks and Trails Commission Meeting:
The Parks and Trails Commission had Commissioner Training. Once per year, staff provide training for the Parks and Trails
Commission. Commissioners reviewed the roles, responsibilities, and expectations of the Parks and Trails Commission, as well as the
policies and planning documents that guide park and trail development within the City.
New Business included that the Public Works team had identified two project components on the eastern parcel of Heritage Park
that are eligible for grant funding through the Hennepin County Youth Activity Grant in the Fall of 2026. The Commission
recommended approval 5-0 to apply for the grant and was referred to the City Council.

At the April 9, 2026, City Council Meeting:
The City Council approved the following consent items: adopted Resolution 2026-29, recognizing and accepting 2026 Quarter OneHeritage Park donations by way of the See My Legacy initiative, in the amount of $2,506, authorized staff to conduct Police Officerhiring processes and extend up to two full-time traditional or ICPOET Police Officer job offers with lateral entry considerations asappropriate, approved the plans and specifications and authorized bids for the Old Settlers Road and Horseshoe Trail improvementsproject, and adopted Resolution 2026-28 establishing Municipal State Aid designations for the following streets, adding them to theCity’s Municipal State Aid system under the provisions of Minnesota Law: Bechtold Road from CSAH 30 to Oakdale Drive (MSAStreet) - 0.83 miles, Oakdale Drive from Trail Haven Road (MSA Street) to CSAH 30 - 0.97 miles, and Cain Road from CSAH 30 toCounty Road 117 (109th Avenue North) - 1.51 miles.
In Unfinished Business: Council adopted Resolution 2026-31 authorizing engagement of professional services contract for
completion of work through the schematic design phase of the civic campus project.
At the April 23, 2026, City Council Meeting:
The City Council approved the following consent items: authorized a waiver for amplified sound for The Stanchion Bar for July 9-11,2026, for post-Hamel Rodeo events and adopted Resolution 2026-37 approving the sponsoring of the Northwest TrailsDevelopment Association to acquire DNR funding for the 2026-2027 season and approving the Grant Administration Agreement.
