HomeMy WebLinkAbout2026-04 -- April Vol. 2 Iss. 4VOL. 2 IS SU E 4 • APRIL 202 6 Commissions and Council Meetings Recap for the Month of March 2026 CORCORAN COMPASS PAGE 01 Planning Commission Update Parks and Trails Commission Update The Planning Commission meeting originally scheduled for March 5, 2026, was canceled. At the March 19, 2026, Parks and Trails Commission Meeting:Chair Phil Christenson and Vice Chair Gary Erzberger were elected to another one-year term as Chair and Vice Chair of the Parks andTrails Commission respectively. The City Council and the Parks & Trails Commission held a joint work session on March 12, 2026, where Three Rivers Park Districtand HKGi staff came to present on their respective topics. During the work session, staff perceived next steps for the Parks and TrailsPlan as examining current parks and setting priority of completion. During the March 19, 2026, meeting, the Commission further discussed park development priorities and provided feedback to staff to help develop the Parks and Trails Plan in conjunction with HKGi. New Business included City file 25-044 Kariniemi Orchards Preliminary Plat. The Commission gave recommendations on placement of the proposed trail for the project. The Commission tabled Commissioner Training to a future meeting. CORCORAN C MPASS City Council Update At the March 12, 2026, joint Work Session Meeting with the Parks and Trails Commission: Marge Beard, Three Rivers Park District Commissioner, introduced herself to council. Maggie Herung, planner for Three Rivers Park District, followed and gave a report to Council and the Parks and Trails Commission regarding the Three Rivers Park District long-range plan for the Weaver Lake Regional Trail. The trail is proposed to run east-west, span 20 miles, and would be a multi-phase/year initiative. This was intended to be a kickoff meeting for Three Rivers Park District to present initial plans and hear feedback from the Commission. Possible adoption of the long-range plan is proposed for Summer 2027. Wayfinding & Parks and Trails PlanGabrielle Grinde, HKGi, gave a report to Council and the Parks and Trails Commission on planning and design services proposed to the City in the development of a Parks, Trails, and Open Spaces Wayfinding Plan. Council recommended that the Parks and Trails Commission provide their perspective on prioritizing what park areas to work onfirst as part of the Parks and Trails Plan. At the March 12, 2026, City Council Meeting:The City Council approved the following consent items: adopted Resolution 2026-21 approving the temporary on-sale liquor licenses for theCorcoran Lions for three events they will be hosting at Corcoran Lions Park this year, adopted Resolution 2026-13 accepting the donation of ahistoric park map for Heritage Park from the Meister family, and approved a proposal from HKGi in the amount of $7,500 to develop a Parks,Trails, and Open Spaces Wayfinding Plan. In Unfinished Business: City Administrator, Jay Tobin, presented the Collective Bargaining Agreement with LELS Local #615 to Council. The Council then voted 5:0 to approve the Collective Bargaining Agreement with LELS Local #615. At the March 26, 2026, City Council Meeting:The City Council approved the following consent items: adopted Resolution 2026-25 approving the appointment of Amelia Zdechlik as ProgramCoordinator for the City of Corcoran, adopted Resolution 2026-24 approving a charitable gambling permit to St. John’s Lutheran Church effectiveApril 25, 2026, adopted Resolution 2026-23 approving a temporary on-sale liquor license for the Hennepin County Agricultural Society for theHennepin County Fair on June 11-13, 2026, adopted Resolution 2026-22, which declares the City of Corcoran’s opposition to bills HF3895 / SF4123, known as the “Starter Homes Act”, because, despite revisions from prior years, it continues to preempt local zoning authority and imposestate-mandated land use outcomes that are inconsistent with locally adopted planning, infrastructure coordination, and communityengagement. Council also accepted the resignation of Parks and Trails Commissioner, Seamus Walsh, and authorized staff to advertise theresulting vacancy for the remainder term, ending February 28, 2028. In Planning Business: staff presented a report to Council regarding a concept plan on behalf of Lost Loon LLC, a proposed cannabis cultivator, at 20120 Auger Avenue, Corcoran, MN 55340. One of the applicants, Bradley Avarden, appeared before Council to answer questions and receive feedback. In Unfinished Business: Public Works Director/City Engineer, Kevin Mattson, presented results to Council from a recent yard waste surveyconducted by staff and gathered feedback on how to proceed regarding yard waste in Corcoran. Council determined that a yard waste site inCorcoran was not a viable option at this time, but other options were discussed for residents interested in yard waste disposal. In New Business: Mayor McKee, Councilor Friedrich, and Planning Commissioner Brummond recommended Aydin Scherber be appointed to the open Planning Commission seat for a term ending February 28, 2029. Upon recommendation, Council adopted Resolution 2026-26 appointing Scherber to the Planning Commission for a term ending February 28, 2029.
