Planning Commission Update
Parks and Trails Commission Update
At the January 6, 2026, Planning Commission Meeting:
The Planning Commission’s New Business included Phil's Quality Automotive Variance, Site Plan & Conditional Use Permit
Amendment. The applicant, Sarah Rasmussen, has submitted a request for a Site Plan amendment, Conditional Use Permit
Amendment (CUP), amendment to add another dealer parking space, and Variances from setback requirements and drive aisle
width for a paving and expanding the parking areas on the lot. Currently the business has two CUPs, one for automobile services
(grandfathered in) and one for dealer services (issued in 1997). The planned improvements will bring the site into compliance with
current ordinance standards and will allow this existing business to grow in Corcoran. The Planning Commission recommended
approval of the request at the November 6, 2025, meeting with conditions. Following the meeting, the applicant met with staff to
discuss the project and recommended conditions of approval. The applicant has submitted a request for additional variances. Staff
recommended approval and the project was recommended to be approved by the commission (5-0) and referred to City Council.
At the January 15, 2026, Parks and Trails Commission Meeting:
The Parks and Trails Commission’s New Business included Draft 2025 Annual Report and 2026 Priorities. Some 2026 priorities
include:
2026 Priorities
Wayfinding: Finish reviewing the draft Wayfinding Policy and provide recommendation to City Council (discussed as Unfinished
Business during January 15, 2026, meeting).
Heritage Park: Complete park construction, re-open the park, and work through closing out alternative funding opportunity
requirements (i.e., grant funding).
Park system plan: In coordination with the 2050 Comprehensive Plan, working through a park system master plan to establish
further park priorities.
New Business also included Linear Park – Timeline Discussion. The city received preliminary plans for Phase 2 of the Saint Therese
development. As part of this project, the developer may request to utilize a portion of the City's linear parkland along County Road
116 for temporary construction staging. In anticipation of this potential request, staff sought guidance from the Parks and Trails
Commission regarding the timeline and approach for development of the linear park corridor.

At the January 8, 2026, City Council Meeting:The City Council approved the following consent items: appointed Councilor, Jeremy Nichols, as Acting Mayor for 2026 in Mayor McKee’s absence, and
appointed Assistant City Administrator, Nalisha Williams, as Acting City Administrator for 2026 in City Administrator Jay Tobin’s absence.
In Planning Business: Hanson Builders requested a vacation of a portion of a drainage and utility (D&U) easement located on 19714 63 Place within the
Woodland Hills subdivision. A public hearing was held and Resolution 2026-04 was passed approving the easement vacation for Lot 8, Block 3, of Woodland
Hills.

At the January 22, 2026, City Council Work Session Meeting:City Council and Staff discussed strategic planning with the outcome of identifying 2026 Strategic Objectives, Goals, and Measurables for the City, while also
reviewing 2025's Strategic Objectives, Goals, and Measurables.
At the January 22, 2026, City Council Meeting:
The City Council approved the following consent items: adopted Resolution 2026-11 accepting a grant for $50,000 from the Minnesota Office of Justice
Programs for the Intensive Comprehensive Peace Officer Education and Training (ICPOET) Grant Program with the City of Corcoran, adopted Resolution
2026-06 recognizing the Holiday Toy and Food Drive/Toys for Tots donations, which consisted of an estimated 2,030 pounds of food, 1,056 pounds of toys,
and $2,400 in monetary donations, adopted Resolution 2026-10 recognizing the Corcoran Police Department Shop With a Cop Event in collaboration withand support from Corcoran City Council, Ebert Construction, the Ebert family, the Corcoran Lions, the Northwest Area Jaycees, Life Assembly Church, Target
in Medina, The Stanchion, and City of Corcoran staff. The program was coordinated in partnership with the Medina Police Department, Three Rivers Park
Police, Dayton Police Department, and Rogers Police Department. Resolution 2026-09 was also adopted, which approved an assignment of the Site
Improvement Performance Agreement (SIPA) for the Keefe Minor Subdivision (now known as Leland Minor Subdivision) at 6801 Willow Drive to create two
lots. Additionally, City Council approved the bid for The NE Water Supply Test Well 3 to Traut Companies in the amount of $100,710 and associated
engineering services to Stantec in the amount of $14,300.
In Planning Business: Applicant, Continental 928 Fund LLC, requested an opportunity to continue discussion with the City Council and staff regarding theirSprings at Corcoran Concept Plan (City File 25-008). The proposed Planned Unit Development (PUD) would be located at 19330 County Road 30 and would
include a 294-united market-rate apartment complex and the remaining 34.5 acres would be reserved for future commercial development by others. The
proposal was discussed with City Council and staff who provided their feedback on the concept plan.
