At the December 18, 2025, Parks and Trails Commission Meeting: The Parks and Trails Commission’s New Business included Wayfinding Outline & Policy Guidance. During the November 25, 2025, City Council meeting, the Council directed staff to begin preparing a Wayfinding Policy to guide signage throughout Corcoran's parks, trails, and open space system. Consistent signage is needed to support the Heritage Park project, upcoming new development, and long-term branding efforts. The Commission gave comments and suggestions to help draft the future Wayfinding Policy and a draft will be presented to the Commission for review in January 2026. CORCORAN C MPASS City Council Update At the December 11, 2025, City Council Meeting: It was outlined that the solid waste haulers below had submitted all required documentation and fees to comply with City Ordinance 2021-436 Regulating Solid Waste Collection and will be licensed for the period January 1, 2026, – December 31, 2026: Curbside Waste 1025 85th Avenue North Brooklyn Park, MN 55443 Lightning Disposal 10730 Briggs Drive, Suite B Inver Grove Heights, MN 55077 Republic Services 4351 US HWY 12 Delano, MN 55328 Walters Recycling & Refuse 2830 101st Ave. NE Blaine, MN 55449 Waste Management 490 Industrial Boulevard Winsted, MN 55395 City Council Update Continued On Next Page. The City Council approved the following consent items: authorized staff to begin the hiring process for an IT Technician, approved the acceptance of a grant in the amount of $50,000 from the Minnesota Office of Justice Programs for the Intensive Comprehensive Peace Officer Education & Training (ICPOET) Grant Program, to support a Police Cadet Program within the Corcoran Police Department, and approved the geotechnical services proposal submitted by Independent Testing Technologies that would allow them to conduct a geotechnical investigation to help inform the design of the Old Setters Road and Horseshoe Trail Improvement Project. In Unfinished Business: a public hearing was held for the Truth in Taxation: 2026 Levy Adoption. Upon completion of the public hearing, Council adopted Resolution 2025-118 adopting the 2026 Budget and Final Tax Levy. BKV Group presented their final report on the City of Corcoran Space Needs Assessment and Master Planning Study. BKV Group will now begin Phase II of the project, which will consist of: Public Engagement, Site Design, Communication Plan, and Refined Financial Plan. In New Business: Council and staff discussed three amendments to the City Charter recommended by the Corcoran Charter Commission per Charter Commission Resolution 2025-01. After discussion, Council voted to adopt all three amendments via Ordinance 2025-557 amending the Corcoran City Charter. A brief synopsis of the amendments can be found below: 1.Reduce Charter Commission number of seats from 10 to 7. 2.Eliminate Term Limits Article 1, which states "No commissioner may serve more than two successive terms." 3.Adoption of Petition Compliance – Minnesota Rule 8205.1010. CORCORAN COMPASS PA GE 0 2 City Council Update Continued Events Calendar January 6: Planning Commission Meeting 7 P.M. (City Hall) January 8: City Council Meeting 7 P.M. (City Hall) January 15: Parks & Trails Commission Meeting 7 P.M. (City Hall) January 19 Offices Closed - Martin Luther King Jr. Day January 22: City Council Meeting 7 P.M. (City Hall) Under Minnesota Rule 8205.1010, all petitions for elections submitted by residents must include a space for each signatory’s year of birth. This is necessary to confirm that each signatory is a qualified voter within the city. This ensures that any future petition templates used by the city are updated to include this requirement to remain in compliance with state election rules. Additionally, Council accepted resignations from Charter Commissioners Tucker, Hibbard, Hakensen, and Ferrian, approved the recommended re-appointments of Charter Commissioners Buchholtz and Coots for terms ending October 18, 2029, which will be forwarded to the Chief Judge of the District Court for consideration, and authorized staff to post vacancies for the remaining two Charte Commission seats. City Council Hosted a Special Session Meeting on December 30, 2025. At that meeting: The Council entered into a Closed session to discuss labor negotiation strategy and the contract with Law Enforcement Labor Services Local 615. After the closed session, Council discussed and approved the Memorandum of Agreement from LELS for Health Insurance and MN Paid Leave. It is time to start thinking about spring baseball! Priority registration for Corcoran residents is now open and will run through Monday, January 12,2026, at 8 a.m., for T-Ball (4-5 years old), Coach Pitch (6-7 years old), and Machine Pitch (8-10 years old) leagues. Online priority registration will require residents to email Parks and Recreation Manager,Jessica, at jchristensenbuck@corcoranmn.gov, to obtain a password and verify your Corcoran address. Please include your address in your initial email. Registration for all will open on Monday, January 12, 2026, at 8 a.m. and will remain open throughSunday, March 1, 2026, at 11:59 p.m. (or until filled). Registration can be completed online on our website by clicking on the appropriate league option from the left-hand column of the webpage atwww.corcoranmn.gov – Public Services > Parks and Recreation. The seasons run from late April through mid-June. Registration for machine pitch includes the opportunity to participate in theseason jamboree against other teams in the league! Volunteer coaches are needed – if interested, be sure to indicate that on your child’s registration! Volunteer coaches receive one registration refund per team coached at the end of the season. Participants are expected to bring their own baseball glove and highly encouraged to bring their own bat and helmet. Baseball Registration – Open SOON!
