HomeMy WebLinkAbout2025-12 -- December Vol. 1 Iss. 3VOL. 1 ISSUE 3 • DECE M BER 202 5 Commissions and Council Meetings Recap for the Month of November CORCORAN COMPASS PAGE 01 Planning Commission Update Parks and Trails Commission Update At the November 6, 2025, Planning Commission Meeting: The Planning Commission’s New Business included: All-Seasons American Service Animals Site Plan, Interim Use Permit, and Conditional Use Permit: Maureen Clipperton, the applicant, requests approval of an Interim Use Permit (IUP) and Site Plan to allow the expansion of a commercial kennel operation on her property at 10800 Trail Haven Road. The request also includes a Conditional Use Permit (CUP) to allow the expansion of an existing accessory structure. Staff recommended approval and the project was recommended to be approved by the commission (5-0) and referred to City Council. Phil's Quality Automotive Site Plan, Conditional Use Permit, and Variance: The applicant, Sarah Rasmussen, has submitted a request for a Site Plan amendment, Conditional Use Permit Amendment (CUP) amendment to add another dealer parking space and Variances from setback requirements and drive aisle width for a paving and expanding the parking areas on the lot. Staff recommended approval and the project was recommended to be approved by the commission (5-0) and referred to City Council. Schmid’s Hidden Valley 3rd Addition Preliminary Plat & Subdivision Ordinance Amendment: The applicants, Michael and Judith Ball, request approval of a preliminary plat and zoning ordinance amendment to allow a 3-lot subdivision with a private drive where a public local street has been planned at 21900 Oakdale Drive. Staff recommended approval and the project was recommended to be approved by the commission (5-0) and referred to City Council. Brandsted Garage Conditional Use Permit: Josh and Kelsey Brandsted, the applicants, request approval of a conditional use permit (CUP) to allow an accessory structure that would exceed the allowed accessory structure footprint of 3,969 square feet as well as a sidewall height that would exceed the limit of 10 feet in the side yard at 7121 Old Settlers Road. Staff recommended approval and the project was recommended to be approved by the commission (5-0) and referred to City Council. The Parks and Trails Commission meeting originally scheduled for November 20, 2025, was canceled. CORCORAN C MPASS City Council Update At the November 13, 2025, City Council Work Session Meeting: The Administration and Public Works Departments presented budget briefings to City Council. City Council Update Continued On Next Page. At the November 13, 2025, City Council Meeting: BKV Group presented their final report on the City of Corcoran Space Needs Assessment and Master Planning Study. BKV Group will now begin Phase II of the project, which will consist of: Public Engagement, Site Design, Communication Plan, and Refined Financial Plan. The City Council approved consent items, which included the adoption of Resolution 2025-107 approving a motion to authorize acceptance of the MN Chiefs Foundation Community Partnership Grant in the amount of $2,000 to help fund the formation of the 2026 Corcoran Police Citizens Academy. Also adopted was Resolution 2025-108 approving the Site Plan and Interim Use Permit (IUP) for All Seasons American Service Animals for the expansion of their commercial kennel. City Council also gave authorization to recruit and hire a Finance Director to begin no earlier than January 1, 2026. In New Business, City City Council appointed Jon Bottema as the City of Corcoran’s First Alternate Commissioner to the Elm Creek Watershed Commission and appointed Ryan Bottema as the City of Corcoran’s Second Alternate Commissioner to the Elm Creek Watershed Commission. Additionally, Mayor McKee and Councilmember Lanterman were chosen as Council liaisons for labor agreement negotiations representing police officers. At the November 25, 2025, City Council Meeting: In Presentations, it was announced that the City had received a Department of Natural Resources (DNR) Grant in the amount of $42,997 to help facilitate and maintain snowmobile trails in the northwest portion of Hennepin County, in partnership with the Northwest Trails Association who the City has partnered with for 20 years. The Northwest Trails Association has been in existence for 52 years and through the help of dedicated volunteers, maintains 138.7 miles of groomed trails throughout northwestern Hennepin County. Randy Baudler, Treasurer of the Northwest Trails Association, and Steve Hoite, Trail Captain, were present for the presentation and thanked Council and City Administrator, Jay Tobin, for their continued support for the program. The City Council approved consent items, which included the adoption of Resolution 2025-112 approving a Conditional Use Permit (CUP) for the construction of an accessory building that would contain sidewalls that exceed the maximum sidewall height of 10-feet and would result in the property’s cumulative accessory structure footprint to exceed 3,969 square feet at 7121 Old Settlers Road. Resolution 2025-113 was adopted, appointing Jon Bottema as the City of Corcoran’s First Alternate Commissioner to the Elm Creek Watershed Commission and appointing Ryan Bottema as the City of Corcoran’s Second Alternate Commissioner to the Elm Creek Watershed Commission. Resolution 2025-114 was adopted to approve a contribution from the charitable gambling funds to the Northwest Trails Association not to exceed the amount of $2,000. Additionally, City Council gave authorization to staff to submit a letter of support of grant applications for improvements to the intersection of County Road 19 and County Road 117 in the cities of Corcoran and Hanover as part of Hennepin County’s application to the Minnesota Department of Transportation’s 2025 Local Road Improvement Program. City Council also approved the Schmids Hidden Valley 3rd Addition preliminary plat, a three-lot subdivision at 21900 Oakdale Drive. The Council also denied the developer's request to amend the Subdivision Ordinance to allow a shared private driveway in place of a public roadway. (City Hall) December 24-26: Offices Closed - Christmas Holiday January 1-2: Offices Closed - New Year’s Holiday Events Calendar City of Corcoran Recycling Contract Update The City of Corcoran has contracted with Republic Services to provide recycling services to all residential properties in the city. Residential single sort recycling is picked up every other Tuesday. Recycling Payment Options NEW: Beginning January 1, 2026, Republic Services will switch from an annual billing statement to quarterly billing statements.  All payments for recycling services should be made directly to Republic Services. Account logins can be setup and payments can be made through Republic Service's simple and secure Bill Pay portal at https://www.republicservices.com/pay-bill. Payments can also be made over the telephone to Republic Services using a credit/debit card at 1-877-692-9729. The 2026 Recycling Calendar has been included on the next page for your convenience.
