HomeMy WebLinkAbout2025-10 -- October Vol. 1 Iss. 1CORCORAN C MPASS VOL. 1 ISSUE 1 • OC TO BER 202 5 Commissions and Council Meetings Recap for the Month of September CORCORAN COMPASS PAGE 01 Planning Commission Update Parks and Trails Commission Update At the September 4, 2025, Planning Commission Meeting: The Planning Commission’s New Business included M&J Creekside Vineyard Site Plan, Interim Use Permit, and Zoning Ordinance Amendment. The applicants requested approval of an Interim Use Permit and Site Plan to allow the operation of a Wine Processing / Wine Tasting agribusiness on their property at 23020 County Road 30, as well as an amendment to the Zoning Ordinance, to grant flexibility from the footprint limit for accessory structures used in conjunction with Agribusiness operations. Staff recommended approval and the project was recommended to be approved with additional comments by the commission (4-1) and referred to City Council. At the September 18, 2025, Parks and Trails Commission Meeting: The Parks and Trails Commission’s New Business included Emerald Ash Borer (EAB) Policy. As part of the Heritage Park Project, the city received questions from the public regarding the removal of trees on site. This feedback highlighted the need for a clear and consistent approach to managing the impact of Emerald Ash Borer (EAB) across City property and to serve as an educational resource for residents. Staff asked for direction from the commission and the policy was recommended to be approved with some updates by the commission (6-0) and referred to City Council. CORCORAN COMPASS PA GE 0 2 City Council Update At the September 11, 2025, City Council Meeting: The City Council approved consent items, which included a Park Naming Policy and an approval of Amendment #1 of the Diamond Lake Regional Trail Cooperative Agreement to establish reimbursement terms for the first phase of the Diamond Lake Regional Trail within Heritage Park. Council also approved a request from the North Hennepin Pioneer Society for $13,000 from the charitable gambling fund to help with painting and siding repair at the Burschville Schoolhouse. On September 25, 2025, City Council hosted a Work Session Meeting that was held for the purpose of conducting our Water Supply System Ribbon Cutting Ceremony. During this time, City staff, City-elected officials, State-elected officials, project managers, and contractors had the opportunity to participate in the ribbon cutting ceremony and water treatment plant tour. At the September 25, 2025, City Council Meeting: The City Council approved consent items, which included approving authorization of staff to execute a final version of the Early Site Grading Work Agreement contingent upon the specified conditions for the St. Thomas site development plan and approving authorization of staff to execute the Cost Share for Conservation Agreement Amendment for the County Road 116 Cropland project. In Planning Business, City Council approved the Amberly Trail Easement Vacation. In Unfinished Business, City Council approved a preliminary tax levy of $11,917,361 and authorized staff to proceed with coordinating the Outdoor Recreation Grant with the Minnesota Department of Natural Resources, including refining eligible expenses and completing the required compliance steps to maximize the funding opportunity for the Heritage Park project. Additionally, Council accepted the resignation of Elm Creek Watershed Alternate Commissioner, Tom Anderson, effective December 31, 2025; and authorized staff to move forward with declaring and publishing the alternate commissioner seat vacancy.
