Corcoran Planning Commission Minutes
July 8th, 2025 - 7:00 pm
The Corcoran Planning Commission met on July 8, 2025, in Corcoran, Minnesota. Four
Planning Commissioners were present in the Council Chambers. Members of the public were
able to participate in-person and monitor the meeting through electronic means using the audio
and video conferencing platform Zoom.
Present: Commissioners Brummond, Hargreaves, Kozicky, and Zachman were present at the
start of the meeting.
Absent: Lind
Also present: Community Development Director Davis McKeown, and Planner Klingbeil.
1. Call to Order / Roll Call
2. Pledge of Allegiance
3. Agenda Approval
Motion made by Brummond, seconded by Kozicky, to approve the agenda for the July 8th,
2025, Planning Commission Meeting.
Voting Aye: Brummond, Hargreaves, Kozicky, and Zachman
(Motion passed 4:0).
4. Open Forum – Public Comment Opportunity
(None).
5. Minutes
Motion made by Brummond, seconded by Zachman, to approve the minutes for the June 6th,
2025, Planning Commission Meeting.
Voting Aye: Brummond, Hargreaves, Kozicky, and Zachman
(Motion passed 4:0).
6. New Business
a. Public Hearing . Public Hearing. City Park Remaster Comprehensive Plan
Amendment (City File 25-015).

i. Community Development Director Davis McKeown presented the Staff Report.

Motion made by Brummond, seconded by Kozicky, to close the public hearing.
Voting Aye: Brummond, Hargreaves, Kozicky, and Zachman
(Motion passed 4:0).
iv. Commission Discussion & Recommendation
Commissioner Kozicky asked for clarification regarding the phasing in the park and the MUSA.
Community Development Director Davis McKeown explained they are moving the western part
of the park to Phase 1.
Commissioner Kozicky asked about what amenities were included in the first phase of the Park
Remaster.
Community Development Director Davis McKeown explained the changes and additions being
made.
Commissioner Hargreaves asked about the possibility of pickle ball courts.
Community Development Director Davis McKeown said they would possibly be built in the
future.
Commissioner Zachman asked for clarification between which phases the East side and West
side of the park were in.
Community Development Director Davis McKeown said the East side was in Phase 1 and the
West side was in Phase 3 which is why the Comprehensive Plan Amendment was needed.
Motion made by Brummond, seconded by Kozicky, to approve the City Park Remaster
Comprehensive Plan Amendment (City File 25-015).
Voting Aye: Brummond, Hargreaves, Kozicky, and Zachman
(Motion passed 4:0).

Motion made by Brummond, seconded by Zachman, to adjourn the June 6, 2025
Planning Commission meeting.
