HomeMy WebLinkAbout2025-04-03 Planning Commission Minutes1 Corcoran Planning Commission Minutes April 3, 2025 - 7:00 pm The Corcoran Planning Commission met on April 3, 2025, in Corcoran, Minnesota. Four Planning Commissioners were present in the Council Chambers. Members of the public were able to participate in-person and monitor the meeting through electronic means using the audio and video conferencing platform Zoom. Present: Commissioners Brummond, Hargreaves, Kozicky, and Lind were present at the start of the meeting. Also present: Planner Klingbeil, Community Development Administrative Assistant Gellman, and Council Liaison Vehrenkamp. 1. Call to Order / Roll Call 2. Pledge of Allegiance 3. Agenda Approval Motion made by Kozicky, seconded by Lind, to approve the agenda for the April 3, 2025, Planning Commission Meeting. Voting Aye: Brummond, Hargreaves, Kozicky, and Lind (Motion passed 4:0). 4. Open Forum – Public Comment Opportunity (None). Motion made by Brummond, seconded by Kozicky, to close the open forum. Voting Aye: Brummond, Hargreaves, Kozicky, and Lind. (Motion passed 4:0). 5. Minutes Motion made by Brummond, seconded by Kozicky , to approve the minutes for the March 6, 2025, as amended, Planning Commission Meeting. Voting Aye: Brummond, Hargreaves, Kozicky, and Lind (Motion passed 4:0). 2 6. New Business a. . Public Hearing. Commercial Kennel Zoning Ordinance Amendment (City File 25-005). ii. Planner Klingbeil presented the Staff Report. ii. Public Hearing (None). iii. Close Public Hearing Motion made by Lind, seconded by Brummond, to close the public hearing. Voting Aye: Brummond, Hargreaves, Kozicky, and Lind. (Motion passed 4:0). iv. Commission Discussion & Recommendation Commissioner Kozicky asked what the reasoning was for the ordinance being established. Planner Klingbeil explained that there was concern of over saturation. Commissioner Kozicky voiced concern over the fact sound can travel far particularly in the rural residential portions of the city. She asked for screening or other sound barriers as well as established hours the dogs would be permitted outside. Commissioner Lind asked if this would be the only rural residential dog kennel. Planner Klingbeil clarified to the Commission that the other dog kennel was not rural residential and that there was only one dog kennel in the rural residential district. Commissioner Kozicky asked if the Zoning Ordinance Amendment would allow other commercial kennel businesses in the rural residential zones of the city. Chair Brummond said that it would allow other businesses to operate but that they would still need an IUP through the city and that they could not just begin operating. Commissioner Kozicky asked if the existing kennel would be able to expand without the amendment. Planner Klingbeil confirmed that the amendment would be necessary for the existing kennel to expand. Commissioner Kozicky asked if there was a newly approved kennel that received complaints, what kind of recourse the city would have. Chair Brummond said the city has a noise ordinance and that there would be other actions the city could take if there were violations of the IUP. Planner Klingbeil agreed that the IUP could be revoked depending on the violations. 3 Commissioner Hargreaves asked how the city would determine what level of sound would be appropriate for an IUP. Planner Klingbeil explained more research would need to be conducted because the data in the Staff Report was specific to a commercial kennel in a business or commercial district such as a strip mall. Chair Brummond said the complaints the city had received over time regarding commercial kennels were not for noise issues and that she did not want to create an unnecessary restriction on an existing business that hadn’t had noise issues. Commissioner Hargreaves expressed that he would like to have an additional stipulation in the Zoning Ordinance Amendment concerning noise. Chair Brummond said that through the IUP process the city has enough purview to regulate businesses. Commissioner Hargreaves said it was important for the city to look at the sound issue. Chair Brummond asked the Commission what they would like to add to the resolution. Commissioner Kozicky said that changing the setback from 75 feet to 125 feet could be an addition and that it would align with other cities requirements. Chair Brummond asked how, by doing so, the city would know whether it was effective in solving the potential noise issue. She said that it would limit the space a business owner could use. Commissioner Lind said that she was concerned about adding restrictions to an existing business that hasn’t had issues. Council Liaison Vehrenkamp said the noise issue had been previously discussed and that making additional restrictions would be unnecessary. Motion made by Brummond, seconded by Lind to recommend approval of Commercial Kennel Zoning Ordinance Amendment (City File 25-005). Voting Aye: Brummond, Hargreaves, Kozicky, and Lind (Motion passed 4:0). 7. Reports/Information a. Other Business i. City Council Report – Council Liaison Vehrenkamp Council Liaison Vehrenkamp gave a short update and answered some general questions from the Commission. 4 8.
